Article 7 of the Measures stipulates that in the same litigation, non-litigation legal affairs or criminal cases, the defendant and the victim act as agents or provide services for parties with conflicts of interest, or defend more than two criminal suspects at the same time; Providing legal services to parties with conflicts of interest in consulting units is an illegal act stipulated in Article 47 of the Lawyers Law, that is, "representing both parties in the same case, or representing legal affairs with conflicts of interest with themselves and their close relatives". Article 13 of the Measures stipulates that it is illegal for lawyers to disclose and disseminate business secrets, personal privacy and information without authorization or consent, which belongs to Article 48 of the Lawyers Law.

Article 14 of the Measures stipulates that judicial personnel shall meet in non-working hours and places; Taking advantage of the special relationship with judicial personnel, affecting the handling of cases according to law; "Meeting with judges, prosecutors, arbitrators and other relevant staff members in violation of regulations, or affecting handling cases according to law in other improper ways" is an illegal act stipulated in Article 49 of the Lawyers Law, which involves false and misleading propaganda or defaming the reputation of the case-handling organ, the case-handling personnel and the other party. Bribery by giving gifts, money, securities, etc. Bribery through decoration, reimbursement of expenses, and sponsorship of tourism and entertainment; Bribery by providing transportation, communication tools and housing; Bribery directly to judicial personnel, introducing bribes or instigating or inducing parties to pay bribes is an illegal act stipulated in Article 49 of the Lawyers Law, which is "bribing judges, prosecutors, arbitrators and other relevant staff, introducing bribes or instigating or inducing parties to pay bribes".
The fifth is malicious collusion to seek disputed rights and interests. Article 18 of the Measures stipulates: providing the other party or a third party with information or evidential materials that are not conducive to the client; Malicious collusion, secret cooperation, hindering the legitimate exercise of rights by the client; Accepting property or other benefits from the other party, deliberately delaying, slacking off or failing to perform the duties of agency and defense according to law, thus causing adverse effects and losses to the client, is an illegal act of "accepting property or other benefits from the other party, maliciously colluding with the other party or a third party, and infringing on the rights and interests of the client" in Article 49 of the Lawyers Law. As stipulated in Article 12 of the Measures, luring, deceiving, coercing or extorting the property and rights of the parties in dispute with others; Instigating and inducing the parties to transfer, sell or lease the disputed property and rights to others, so as to obtain benefits from it, is an illegal act in Article 48 of the Lawyers Law, which "uses the convenience of providing legal services to obtain the disputed rights and interests of the parties".
Sixth, practicing fraud and abetting crimes. Article 17 of the Measures stipulates that submitting false evidence instigates, threatens or induces others to provide false evidence; Instigating or helping to forge, conceal or destroy evidence, instigating or helping to collude in confession, threatening or inducing witnesses not to testify or perjury; Obstructing legal evidence collection or preventing the provision of evidence is an illegal act stipulated in Article 49 of the Lawyers Law, that is, "intentionally providing false evidence or threatening or inducing others to provide false evidence, so that the other party cannot legally obtain evidence". Publishing or instigating or inducing clients to publish statements that disrupt litigation or arbitration; Prevent from appearing in court; Inciting or instigating to disturb the order of a court or an arbitration tribunal; Refusing to appear in court to defend and represent, and refusing to sign or sign opinions without justifiable reasons as stipulated in Article 19 of the Measures is an illegal act in Article 49 of the Lawyers Law, which "disturbs the order of courts and arbitration tribunals and interferes with the normal conduct of litigation and arbitration activities". Inciting or instigating the expression of demands by illegal means, obstructing the performance of duties according to law, and resisting law enforcement activities or the execution of judgments; Using the media or other means to interfere with the normal conduct of litigation, arbitration and administrative law enforcement activities, according to the provisions of Article 20 of the Measures, is an illegal act of "inciting and instigating the parties to take illegal means such as disturbing public order and endangering public safety" in Article 49 of the Lawyers Law.
