Relevant provisions:
Article 24 of the "Criminal Procedure Law" criminal cases shall be under the jurisdiction of the people's court, civil court and court in the place where the crime was committed. If it is more appropriate for the case to be tried by the people, civil law, or court of the place where the defendant is domiciled, the case may be heard by the people, civil law, or court of the place where the defendant is domiciled.
Article 25: Cases under the jurisdiction of several people at the same level, civil law, and court shall be heard by the people's court that initially accepted the case. If necessary, the case may be transferred to the people, civil laws and courts of the place where the main crime was committed for trial.
Article 26 A superior civil court may designate a lower-level civil court to hear cases and cases with unclear jurisdiction, and may also designate a lower-level civil court to transfer cases and cases to other civil courts for trial.
