Chapter I Acceptance I. II. Subjects and Conditions of Application Persons who have one of the following circumstances and meet the corresponding conditions may apply for the Permit and endorsement: (1) Visiting relatives. Mainland residents have one of the following circumstances, the need to travel to and from Hong Kong or Macao to visit relatives: 1, relatives of Hong Kong or Macao permanent residents or non-permanent residents. Individuals who are permanent residents of Hong Kong or Macao (hereinafter referred to as "Individual Visit Scheme") can visit their relatives in the following cases: spouse, parents and children. For permanent residents in areas where the Individual Visit Scheme has not yet been launched, the relatives who are allowed to visit include: grandparents, grandchildren, siblings, uncles, uncles, aunts, nephews, nieces and nephews. Mainland residents who fulfill the above conditions, their spouses and children under 16 years of age can apply for visiting relatives in Hong Kong or Macao with them. 2. If the relatives are staff members of the Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong (Macao) Special Administrative Region, the Liaison Office of the Central People's Government in the Hong Kong (Macao) Special Administrative Region, or members of the People's Liberation Army in the Hong Kong (Macao) Special Administrative Region. (ii) Business. Mainland residents who need to travel to and from Hong Kong or Macao for business under one of the following circumstances: 1. Mainland residents working in enterprises or other organizations in the Mainland who are dispatched by their organizations to Hong Kong or Macao to engage in business or other activities. Enterprises are defined as all kinds of enterprises with independent legal personality and their branches, and permanent representative offices of foreign (regional) enterprises, which are registered in the state administration for industry and commerce. Other units refer to: institutions registered in the competent state departments and registered with the tax authorities; foreign (regional) news agencies in China; foreign (regional) embassies, consulates and representative offices in China; representative offices of international organizations in China; law firms, private schools, private hospitals. 2, individual business operators to Hong Kong or Macao to engage in business and other activities. 3, driving to and from the mainland and Hong Kong and Macao, the special means of transportation. (C) Group tours. Mainland residents to participate in the designated travel agency organized by the tour group to travel to Hong Kong or Macao. (d) Individual tours. Individuals who are permanent residents of the areas approved for "Individual Visit" to travel to Hong Kong or Macao. (e) Short-term residence. Mainland residents can reside in Hong Kong or Macao for a short period of time with the approval of the relevant authorities of Hong Kong and Macao under one of the following circumstances: 1. Holding an entry permit issued by the Hong Kong Immigration Department to go to Hong Kong for study, work, training, labor service or to join relatives. 2. 2. Those who have been admitted by Macao universities to study in Macao. 3. Those who have been authorized by the Macau Public Security Police to go to Macau for labor service or to accompany their relatives. Chinese citizens who have settled abroad and need to travel to and from Hong Kong or Macao after coming to the Mainland. Holders of short-term residence permits who need to travel between Hong Kong and Macao after entering Macao. (vii) Extension of endorsement. Mainland residents holding a short-term residence endorsement who reside in Hong Kong or Macao for a short period of time and whose endorsement has expired but still have the original conditions for application and need to continue to travel to and from Hong Kong or Macao. (a) The Application Form for Chinese Citizens Travelling to and from Hong Kong and Macao (see Annex for the format, omitted) and a photo of the same specification, duly filled out and affixed with the applicant's recent frontal, bareheaded, blue-backed color photo (48X33mm). (2) Proof of the applicant's identity: 1. Mainland residents can submit a copy of their resident's identity card and a copy of their hukou (if they are under 16 years of age, they can submit a copy of their hukou). 2. (2) Active military personnel can submit a copy of their soldier's or officer's license. (3) Chinese citizens who have settled abroad shall submit copies of their Chinese passports and proof of settlement abroad. (C) Submit the opinion of the work unit or public security police station. (d) Submit the supporting documents corresponding to the subject matter of the application. (e) If the applicant holds a valid laissez-passer, the applicant must also submit the laissez-passer. Specific provisions on the opinions of the work unit or public security police station (a) the content of the opinion. The opinion is issued by the work unit or the public security police station where the resident account is located, and can be filled out directly in the corresponding column of the application form and stamped with an official seal, or can be issued separately. Opinions should include the following: whether the contents of the application form is true, whether the applicant has the five circumstances that are not allowed to leave the country by law, and whether the applicant agrees to go to Hong Kong or Macao (if not, the reasons should be explained). (ii) The unit issuing the opinion. 1. For state employees, the unit's opinion shall be issued in accordance with the authority of organization and personnel management and the administrative affiliation. 2. 2, state-owned and state-controlled enterprises, institutions, by the enterprises, institutions, legal representatives or their authorized unit of personnel, security departments to issue opinions; legal representatives applying to go to Hong Kong or Macao, the corresponding personnel management department to issue opinions. 3. (5) For other persons, the opinion shall be issued by the public security police station where the person's permanent residence is located; among them, for those who go to Hong Kong and Macao to engage in labor service organized by the labor service company, the opinion may also be issued by the designated labor service operating company. (c) The following persons are not required to submit the opinions of their work units or public security police stations: 1. Those who are not registered persons in the regions where "passports on demand" have been implemented. 2. (2) Mainland residents who submit their applications to the Exit-Entry Administration Department of the Public Security Bureau of the place where they do not reside in accordance with these regulations. 3. Chinese citizens who have settled abroad and need to travel to and from Hong Kong and Macao after coming to the mainland. V. Documents corresponding to the subject matter of the application (1) Visiting relatives. 1. If the relative is a Hong Kong or Macao resident, submit his/her Hong Kong or Macao resident identity card and proof of relationship with the relative in Hong Kong or Macao. Proof of kinship includes the following documents and certificates (the accepting department may require the submission of one or more of them according to the applicant's relationship with his/her relatives in Hong Kong or Macao): hukou book, marriage certificate, birth certificate, certificate of kinship issued by state organs or institutions, certificate of Hong Kong registration, certificate of Macao resident's identity data. Applicants who have already applied for a laissez-passer to visit relatives in Hong Kong or Macao and apply to visit the same relatives again within the validity period of the laissez-passer do not need to submit a certificate of kinship; however, applicants who need to renew or reissue the laissez-passer for various reasons need to submit a new certificate of kinship. 2. If the relative is a staff member of the Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong (Macao) Special Administrative Region, the Liaison Office of the Central People's Government in the Hong Kong (Macao) Special Administrative Region, or a member of the People's Liberation Army Hong Kong and Macao Garrison, he/she shall submit a letter of proof issued by the abovementioned organizations (see the Annex for the style of the proof, omitted). (ii) Business. 1. Mainland residents working in enterprises or other organizations who are dispatched to Hong Kong or Macao by their organizations to engage in business activities may apply in advance to the Exit-Entry Administration Department of the Public Security Bureau of the location of their organizations for registration and filing. If the list of personnel in the Certificate for Record changes, the applicant may apply for changes, but in principle, changes are allowed only once a year. The public security departments and bureaus of provinces, autonomous regions and municipalities directly under the central government should formulate the standards and specific operational rules for the registration and filing of units in their respective regions and announce them to the public. 2, individual business operators to Hong Kong or Macao to engage in business and other activities, submit a copy of the business license and tax registration certificate. 3, belonging to the driving to and from the Mainland and Hong Kong and Macao dedicated transportation personnel, and the application of the subject matter corresponding to the supporting materials by the Guangdong Provincial Public Security Bureau of Exit-Entry Administration and reported to the Ministry of Public Security Exit-Entry Administration for the record. (iii) Group travel, individual travel. It is not necessary to submit documents corresponding to the subject matter of the application. (d) Short-term residence: 1. If the applicant is going to Hong Kong for study, work, training, labor or to join relatives, he/she should submit the entry permit issued by the Hong Kong Immigration Department for students, work, training, labor or relatives. 2. 2. If the applicant has been accepted by a Macao tertiary institution to study in Macao, he/she should submit the admission letter of the Macao tertiary institution approved by the Macao Auxiliary Office for Higher Education. 3. For those who have been approved by the Macao Security Police to work in Macao, submit the list of non-local laborers issued by the Immigration Department of the Macao Security Police; and a copy of the Ministry of Commerce's "Approval Form for Labor Cooperation Projects in the Hong Kong and Macao Special Administrative Regions". 4. For those who are accompanying relatives of the workers in Macao, submit the certificate of relatives of the workers issued by the Immigration Department of the Macao Security Police. 5. For those who have been approved by the Secretary for Social Affairs and Culture of Macao to work in Macao's science and technology, education, culture and health sectors, submit the approval documents issued by the Secretary for Social Affairs and Culture of Macao. (For the sample of the above documents, please refer to the Annex, omitted.) (5) Others: 1. For Chinese citizens who have settled abroad and need to travel to and from Hong Kong and Macao after coming to the Mainland, and for Mainland residents who need to travel to and from Hong Kong after entering Macao with a short-term residence endorsement permit, there is no need to submit documents corresponding to the subject matter of the application. 2. (2) If a mainland resident needs to travel to and from Hong Kong or Macao due to medical treatment, mourning, attending litigation, taking examinations, individual academic exchanges, attending exhibitions, etc., he/she is required to submit supporting documents corresponding to the special circumstances. (F) Extension of endorsement: 1. For those who go to Hong Kong for study, work, training, labor or dependence on relatives, they should submit the extension permit issued by the Hong Kong Immigration Department for students, work, training, labor or dependence on relatives. (2) If the applicant has been accepted by a Macao tertiary institution to study in Macao, he/she shall submit the certificate of enrollment of the Macao tertiary institution approved by the Macao Auxiliary Office for Higher Education. 3. For those who are authorized by the Macau Security Police to go to Macau for work or to join their relatives, they should submit the list of non-local workers issued by the Immigration Department of the Macau Security Police. (4) For those who are accompanying their relatives in Macao, they should submit the certificate of relatives of laborers issued by the Immigration Department of the Macao Security Police. (5) For those who have been approved by the Macao Social and Cultural Affairs Bureau to work in Macao's science and technology, education, culture and health sectors, the approval documents of the Macao Social and Cultural Affairs Bureau shall be submitted. Acceptance (1) Submission of application materials. The applicant shall submit the application materials in person to the Exit-Entry Administration of the Public Security Bureau. However, the following cases are excluded: 1. If the applicant applies for an endorsement again at the same acceptance department, he/she can entrust another person or his/her guardian to submit the application. 2. 2. If the applicant has reached the age of 70 or is seriously ill and other special reasons, he/she cannot apply in person, he/she can entrust another person to submit the application. 3、If the applicant is under 16 years old, he/she must be accompanied by his/her legal guardian to submit the application, or the application can be submitted by his/her legal guardian. 4. For those who apply to engage in labor service in Hong Kong and Macao, a designated person may be appointed by the designated labor service operating company to be responsible for handling the relevant procedures. In the above cases, the appointed person shall submit a power of attorney and submit the identity documents of himself/herself and the appointed person; the legal guardian shall submit his/her identity certificate. The labor company must be the company's seal, the signature of the person in charge of the public security organs for the record to the exit-entry administration department. (ii) Examination of application materials. The receiving department shall verify the applicant's proof of identity, check whether the application form is filled out completely; issued by the work unit or the public security police station opinion is standardized, other types of application materials are complete, valid and meet the requirements, copies and originals are the same; verification of the applicant whether the valid pass, whether it belongs to the registration of the record of the person, whether it belongs to the inadmissibility of the situation. Acceptance of qualified personnel to receive the application materials after inspection, copies of the relevant materials on the "check with the original" stamp and signature; that there is doubt, the necessary inquiries should be made. The application materials are complete, in line with the statutory form and the relevant provisions of the acceptance, the application should be accepted, and issue a receipt. The receipt shall state the applicant's name, identity card number, go to the place, the subject matter of the application, acceptance of the application time and the time of the appointment for evidence, and stamped with the official seal of the acceptance of the department. Chapter II Examination and Approval I. The verification includes: checking whether the applicant has ever applied for a laissez-passer, whether he/she is a registered state employee, whether he/she is legally prohibited from leaving the country, and whether there are other circumstances that do not allow him/her to be approved. The Exit-Entry Administration Department of the Public Security Bureau of the place where the applicant's permanent residence is located shall reply to the sending department by fax within 20 days after receiving the verification letter. (1) If the verification result shows that the applicant is a registered person, the applicant shall not be approved and shall be informed to return to the place of his/her permanent residence for processing. 2. The validity period and the number of times each type of endorsement is valid are stipulated as follows: (1) Visiting relatives endorsement (T). 1. (ii) Business endorsement (S) 1. Targets: Issued to persons who go to Hong Kong and Macao to engage in business or other activities, and to persons who drive transportation between the Mainland and Hong Kong and Macao. 2. Validity period and number of times the endorsement is valid: (1) For those who have not filed a record, a single validity endorsement valid for 3 months will be issued. (2) For those who have applied for the record, a single validity endorsement valid for 3 months, a multiple validity endorsement valid for 6 months or a multiple validity endorsement valid for 1 year can be issued. Exit-entry Administration Departments of local public security organs shall determine the validity period of the endorsement issued to the personnel of the filed units according to the filing standards announced to the public. Replacement of the laissez-passer The holder of the laissez-passer may reapply for the laissez-passer and endorsement in accordance with the provisions of this specification under any of the following circumstances: 1) six months before the expiration date; 2) the endorsement page is used up or is about to be used up; 3) it is defaced or damaged; 4) it is produced incorrectly or there is a problem of unqualified quality; 5) other special circumstances recognized by the original approving department or the higher competent authority; and 6) it is not possible to apply for a new laissez-passer or endorsement. Other special circumstances recognized by the original approval authority or higher authority. For those who need to renew their permits and apply for similar endorsements after entering Hong Kong and Macao with permits with short-term residence endorsements, they can submit applications to the Shenzhen and Zhuhai Visa Offices through the China Travel Service of Hong Kong and Macao. The Exit-Entry Administration Department of the public security organ accepting the application shall verify the issuance record of the original laissez-passer and invalidate the original laissez-passer by punching holes in it or cutting the corners. If the endorsement attached to the applicant's original laissez-passer is still within the validity period, the applicant is not required to submit supporting documents corresponding to the subject matter of the application. Within the validity period of the original endorsement, the original laissez-passer can be used at the same time with the newly issued laissez-passer. II. Replacement of the laissez-passer (a) The holder of the laissez-passer who has lost the laissez-passer can re-apply for the laissez-passer and the endorsement in accordance with the provisions of this specification; the holder of the laissez-passer with a short-term residence endorsement who has lost the laissez-passer in Hong Kong or Macao needs to apply for a replacement of the laissez-passer and the endorsement for the same kind of endorsement, he can apply through the Hong Kong, Macao China Travel Service to the visa office in Shenzhen and Zhuhai. (b) In addition to submitting the required supporting documents in accordance with these Regulations, the application shall be accompanied by a declaration of loss; in the case of an application for a replacement EEP in Hong Kong or Macao, the application shall also be accompanied by a certificate of identification issued by the Hong Kong Immigration Department or the Macao Public Security Police. (c) The Exit-Entry Administration Department of the public security organ accepting the application for a replacement EEP shall verify the record of issuance of the lost EEP and the entry and exit records of the holder of the EEP, and notify the original issuing department of the relevant information of the lost document, which shall be declared null and void by the original issuing department. (d) The holder of the laissez-passer who has lost the laissez-passer in Hong Kong or Macao can apply for a one-time entry/exit permit to return to the mainland from Shenzhen or Zhuhai Visa Office. Third, the work period (a) applications for permits and endorsements, should be from the date of acceptance of the application within 15 working days to complete the examination and approval and the production of documents and endorsements. (B) If a person has already held a valid EEP and applies for an endorsement again, the approval and production of the document and endorsement shall be completed within 10 working days from the date of acceptance of the application. (C) For applications to engage in labor service in Macao, the approval and production of documents and endorsement shall be completed within 10 working days from the date of acceptance of the application. (d) If there is an urgent need to go to Hong Kong or Macao under special circumstances, the application shall be prioritized for approval in accordance with the principle of urgency. (e) If the Exit-Entry Administration of the public security organs verifies the non-local permanent residents, the time required for verification will not be counted in the working period. IV. Revocation and Annulment of Permits and Endorsements (1) If the holder of a Permit has any of the circumstances set forth in Article 13 or Article 28 of the "Interim Measures for the Administration of Transit of Chinese Citizens to and from the Hong Kong Region or the Macao Region for Private Purposes", his or her Permit shall be revoked or declared null and void. If a mainland resident holding a short-term residence endorsement is disqualified from residing in Hong Kong or Macao for a short period of time, his/her short-term residence endorsement shall be revoked or declared invalid. (b) There are two forms of revocation of a laissez-passer: collection of the laissez-passer; cutting off the upper right corner of the cover of the laissez-passer or punching holes in the cover of the laissez-passer. In the case of revocation of an endorsement, a "cancellation stamp" may be affixed to the endorsement. The Exit-Entry Administration of the public security organs shall issue to the applicant a certificate of seizure of the laissez-passer after the seizure of the laissez-passer.
