From the traffic police detachment of Kunming Public Security Bureau, it was confirmed that Du Moumou, a drunken Henan man, walked from Xiaochang Village to the vicinity of the tunnel entrance of Beijing Road North Station in the early morning of September 7, and suddenly lay in the driveway. About 5 minutes later, the female driver drove her BMW ADZ 18 1 along Beijing Road from north to south to the section where the drunken man was lying in Xiaochang Village. The BMW passed Du Moumou's body, hung Du Moumou's head under the chassis and dragged Du Moumou's body forward. Due to the huge bumps, Pu Moumou also felt an abnormal sound on the car. When the car drove 250 meters to the south exit of the intersection of Beijing Road and Huancheng North Road, Pu Moumou stopped on the right side and then looked around the car. No abnormalities were found. After that, Pu Moumou continued to drive from north to south along Beijing Road. When the vehicle reaches the intersection of Beijing Road and Jinbi Road, BMW will turn right to Jinbi Road, then go straight along Jinbi Road to Desheng Bridge intersection, and turn left along Xunjin Street to the entrance of Yunjin Market in Houxin Street. The body of Du Moumou towed under the BMW chassis collided with the manhole cover above the road in the driveway, and the body was separated from the vehicle. Pu Moumou continued to drive forward, passing through Shiqiaopu Lane in Linshu Street to the corner of Jingde Lane in Dongsi Street, and was stopped by the following taxi. Subsequently, the female driver Pu Moumou was brought back to the brigade for investigation by the police of the Sixth Brigade of the Traffic Police who arrived later.
The relevant leaders of the traffic police detachment of Kunming Public Security Bureau introduced that BMW driver Pu Moumou had a blood test as soon as he was brought back to the brigade. After testing, there is no alcohol content in its blood, and the BMW temporarily detained by the traffic police is in normal condition after testing. Du Moumou, a 49-year-old Henan deceased who was hung under the chassis of the car, was drunk before his death. After testing, the blood alcohol content was 2 17mg/ 100ml.
Lawyer Zhou of Zhiguo Law Firm expressed his views after learning that the Sixth Brigade of the Traffic Police informed about the traffic accident at the tunnel entrance of 9-07 North Station. He said that through the explanation in the previous stage, he believed that the case of BMW hanging people was a traffic accident and the traffic police's notification was credible. In other words, before the BMW passed the scene of the incident, the fact that the deceased Du Mou was lying on the road because of drunkenness was established, so the BMW driver Pu Moumou would not constitute a criminal offence. In addition, the female driver did not commit a crime intentionally without knowing that someone was hung under the chassis of the vehicle. However, it does not constitute a criminal offence, which does not mean that she does not bear civil liability. Only after the traffic police's traffic accident liability is determined can the civil liability of the female driver Pu Moumou be determined according to her responsibility in the traffic accident.
