Article 52 Anyone who commits any of the following acts shall be detained for not less than ten days but not more than fifteen days, and may and shall be fined not more than one thousand yuan; if the circumstances are relatively minor, he shall be detained for not less than five days but not more than ten days, and may also be fined not more than five hundred yuan:
(1) Counterfeiting, altering, or trading in state organs, Article 280 of the "Criminal Law of the People's Republic of China"* * *Forgery, alteration, and trading of official documents, certificates, certification documents, and seals of people's organizations, enterprises, institutions, or other organizations...
Those who use official documents, certificates, or seals of state organs shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance, or deprivation of political rights; if the circumstances are serious, they shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years. Anyone who forges the seal of a company, enterprise, institution, or people's organization shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance, or deprivation of political rights. Anyone who forges or alters a resident identity card shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance, or deprivation of political rights; if the circumstances are serious, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years.
