Chapter I General Principles

Chapter II Licensing System

Article 6 The municipal government shall implement a licensing system for dog breeding and sales. Without permission, no unit or individual may raise or sell dogs. Article 16 If a dog dies or is missing, the breeder shall apply to the municipal or district urban management department for cancellation of registration within two months and return the dog-raising license.

Chapter III Quarantine and Epidemic Prevention of Dogs

Seventeenth dog-raising units and individuals shall regularly go to the municipal veterinary epidemic prevention department or its authorized subordinate veterinary epidemic prevention institutions to inject rabies vaccine for dogs and castrate them. It is forbidden for other units and individuals to inject rabies vaccine and castrate dogs without permission.

Article 18 Where a dog sales unit or individual sells dogs raised in other places, it shall, within 15 days from the date of purchase, go to the municipal veterinary epidemic prevention department or its authorized subordinate veterinary epidemic prevention institution to inject rabies vaccine for dogs and obtain a dog immunization certificate.

Nineteenth dog sales units and individuals selling dogs, should provide the original "dog immunization certificate" to the buyer.

Article 20 Anyone who brings dogs from the mainland into the Special Zone for breeding shall apply for a dog-raising license in accordance with these Regulations within 15 days after entering the Special Zone.

Twenty-first dogs entering or leaving the country shall go through the entry and exit formalities in accordance with the Law of People's Republic of China (PRC) on Entry and Exit Animal and Plant Quarantine. To carry or consign dogs out of the Special Zone, it is necessary to obtain a national unified "Certificate of Inspection of Livestock and Poultry Transportation" issued by the Municipal Veterinary and Epidemic Prevention Department, and handle the formalities of dog transportation with this certificate. Anyone who brings a dog from abroad to stay in the special zone for more than one month shall apply for a dog license in accordance with these regulations.

Article 22 Where a dog breeding and selling unit or individual discovers or suspects that a dog has rabies, it shall immediately send the dog to the municipal veterinary epidemic prevention department or its authorized subordinate veterinary epidemic prevention institution for detention and observation. If rabies is diagnosed through inspection, the municipal veterinary epidemic prevention department shall implement harmless treatment.

Twenty-third municipal veterinary epidemic prevention departments shall establish dog immunization files and register the dog immunization.

Chapter IV Dog Breeding Management

Twenty-fourth in any of the following circumstances, it must be kept in captivity and outdoor activities are prohibited:

(1) Dogs raised by the unit;

(2) Dogs for sale;

(3) Dogs brought into the Special Zone and transported to the Mainland through the Special Zone;

(four) dogs brought into the Special Zone from the mainland have not gone through the relevant formalities in accordance with these regulations.

Twenty-fifth individuals carrying dogs for outdoor activities must abide by the following provisions:

(1) Wearing a number plate made by the municipal urban management department for dogs;

(2) Put a protective mask on the dog;

(three) wearing a leash, watched by adults;

(four) immediately remove the feces discharged by dogs.

Twenty-sixth dogs are prohibited from entering and leaving the following places:

(a) Buses, minibuses and other public transport;

(2) Party and government organs, schools and places for children's activities;

(three) theaters, museums, dance halls, gymnasiums, playgrounds and other public cultural and entertainment places;

(four) restaurants, shops, markets, hospitals, waiting rooms, waiting rooms and other public places. Those who bring dogs into the park must abide by the relevant provisions of the park management department.

Twenty-seventh residents raising dogs shall not interfere with others, and when barking affects the normal work and rest of others, breeding units or individuals shall take effective measures to stop it.

Article 28 When a dog bites, the breeder shall immediately take the injured person to a nearby health and epidemic prevention institution or hospital for treatment and inject rabies vaccine, and send the injured dog to the municipal veterinary epidemic prevention department or its authorized subordinate veterinary epidemic prevention institution for detention and observation. The related medical and transportation expenses of the injured shall be borne by the breeder.

Twenty-ninth breeders shall properly handle sick dogs, injured dogs and dead dogs, and shall not abandon them at will.

Thirtieth when rabies epidemic occurs in the special zone, the municipal and district urban management departments and the municipal veterinary epidemic prevention departments shall immediately report to the relevant departments and deal with them according to the relevant laws and regulations of the state.

Chapter V Punishment Rules

Article 31 In violation of the provisions of Article 6, paragraph 1, Article 20, paragraph 2 and Article 21, if a dog is kept without a dog-raising license, the municipal and district urban management departments, neighborhood offices (towns) or public security organs shall impose a fine of more than 7000 yuan 10000 yuan per dog and confiscate the dog.

Thirty-fourth, in violation of the provisions of Article 11 and Article 13, the annual review is not handled on time, and the municipal and district urban management departments shall impose a fine of fifty yuan for each day overdue; If it is overdue for more than one month, its license shall be revoked.

Thirty-fifth in violation of the provisions of article sixteenth, the municipal and district urban management departments shall impose a fine of one thousand yuan, and revoke the "dog license".

Thirty-sixth in violation of the provisions of the first paragraph of article seventeenth, the municipal veterinary epidemic prevention department shall order vaccination within a time limit and impose a fine of one thousand yuan; If the injection is overdue, the dog will be confiscated. In violation of the provisions of the second paragraph of article seventeenth, the municipal veterinary and epidemic prevention department shall order it to stop its illegal business activities and impose a fine of five thousand yuan.

Thirty-seventh in violation of the provisions of article eighteenth, article nineteenth, by the municipal veterinary epidemic prevention department according to each dog fined one thousand yuan, and ordered to inject rabies vaccine; If the injection is overdue, the dog will be confiscated.

Thirty-eighth in violation of the provisions of article twenty-fourth, article twenty-fifth, article twenty-sixth, the city and district urban management departments, street offices (towns) or public security organs shall be ordered to make corrections, and impose a fine of five hundred yuan; If the circumstances are serious, their dogs shall be confiscated, and the "Dog Breeding License" shall be revoked by the municipal and district urban management departments.

Thirty-ninth in violation of the provisions of article twenty-seventh, the city, district urban management departments, street offices (towns) or public security organs shall be ordered to make corrections and impose a fine of one thousand yuan; Refuses to correct, confiscate the dog, and by the city and district urban management departments to revoke the "dog license".

Fortieth dogs cause damage to others, breeding units or individuals shall bear civil liability according to law. If the dog owner is at fault, the city, district urban management department, street office (town) or public security organ shall impose a fine of not less than 1,000 yuan but not more than 3,000 yuan on the dog owner. In violation of the provisions of Article 28, a fine of 1,000 yuan shall be imposed by the municipal and district urban management departments, neighborhood offices (towns) or public security organs, and dogs shall be accommodated.

Article 41 Anyone who violates Article 29 of these Provisions shall be fined 1000 yuan by the city, district urban management department, sub-district office (town) or public security organ, and ordered to properly handle dogs.

Article 42 Where a license plate, number plate or immunization certificate is forged or altered, the forged or altered certificate shall be confiscated by the municipal, district urban management department, sub-district office (town), public security organ or municipal veterinary epidemic prevention department, and a fine of 1 10,000 yuan shall be imposed; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.

Forty-third unattended stray dogs shall be taken in by the municipal and district urban management departments, street offices (towns) or public security organs. Those who wear license plates shall be ordered to collect them within a time limit and be fined in 500 yuan; If it is not worn or unclaimed within the time limit, it shall be handled by the municipal and district urban management departments.

Forty-fourth city, district urban management departments, street offices (towns), public security organs or municipal veterinary epidemic prevention departments in accordance with the provisions of the investigation of illegal acts, has made a decision on punishment, not for the same illegal act repeated punishment. City, district urban management departments, sub-district offices (towns), public security organs or municipal veterinary epidemic prevention departments shall, in accordance with the provisions, revoke and confiscate the dog-raising license, dog-selling license and dog immunization certificate, and hand over the documents to the municipal urban management department for the record within 10 days from the date of punishment.

Forty-fifth city, district urban management departments, street offices (towns) public security organs, municipal veterinary epidemic prevention departments or industrial and commercial administrative departments in accordance with the provisions of the investigation and punishment of illegal acts, they should show their law enforcement certificates to the parties, and inform them of their legal rights. Those who obstruct law enforcement officers from performing their official duties by violence or threats of violence shall be investigated and dealt with by public security organs according to law.

Forty-sixth administrative law enforcement officers who abuse their powers and engage in malpractices for selfish ends shall be given administrative sanctions by their law enforcement departments or administrative supervision departments; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.

Article 47 If a party refuses to accept the administrative punishment decision of the administrative law enforcement department, he may, within 15 days from the date when the punishment decision is served, apply for reconsideration to the superior organ of the punishment organ or bring a lawsuit directly to the people's court. If it fails to apply for administrative reconsideration or bring a lawsuit within the time limit and fails to perform the punishment decision, the punishment organ shall apply to the people's court for compulsory execution.

Chapter VI Supplementary Provisions

Article 2 Organizations and individuals within the administrative area of this Municipality shall abide by these Provisions.

Article 3 Guangzhou Public Security Bureau is the administrative department in charge of dog management in this Municipality, and is responsible for organizing the implementation of these Provisions. Animal husbandry and veterinary, industrial and commercial administration, health and epidemic prevention, city appearance and environmental sanitation and other departments shall, in accordance with their respective functions and these Provisions, cooperate with the public security organs to do a good job in dog management. Street offices and town people's governments shall manage and supervise the dog-raising work within their respective jurisdictions.

Article 4 In the administrative streets of Yuexiu District, Dongshan District, Haizhu District, Liwan District, Tianhe District, Baiyun District, Huangpu District, Fangcun District, Guangzhou Economic and Technological Development Zone, Bonded Zone and scenic spots, dog-raising areas are restricted (hereinafter referred to as "restricted areas"). Article 6 If the military organs, public security organs and customs in the restricted support area need to raise dogs because of their work, they shall handle it in accordance with relevant regulations and file with the Municipal Public Security Bureau; Scientific research institutions, zoos, acrobatic troupes, circuses, etc. need dogs for scientific research, exhibitions, performances, etc. , and must be approved by the Municipal Public Security Bureau, apply for a "dog license" and should be kept in captivity. Eleventh units and individuals that raise dogs in non-restricted areas shall accept the dog quarantine of the local animal husbandry and veterinary department. Every year, the animal husbandry and veterinary department that originally issued the license should inject rabies vaccine into dogs and register them.

Eighteenth units and individuals engaged in dog diagnosis and treatment services, must be reported to the municipal animal husbandry and veterinary department for approval, to the administrative department for Industry and commerce to handle the relevant procedures.

Article 34 If a party refuses to accept the administrative punishment, it may apply for reconsideration or bring a lawsuit to the court in accordance with the Regulations on Administrative Reconsideration and the Administrative Procedure Law. Article 1 In order to strengthen the management of dog breeding, safeguard the personal health and safety of citizens, and maintain social public order and city appearance and environmental sanitation, these Regulations are formulated in accordance with the provisions of relevant state laws and regulations and combined with the actual situation of this Municipality.

Article 2 All units and individuals shall abide by these Regulations within the administrative area of this Municipality.

Article 3 The administrative areas of New Town, beilin district and Lianhu District of this Municipality, the areas under the jurisdiction of Yanta District, weiyang district, Baqiao District and yanliang district Sub-district Office, as well as cultural relics and scenic spots are the key restricted dog-raising areas. The administrative areas outside the key dog-raising areas in Yanta District, weiyang district City, Baqiao District and yanliang district City are general dog-raising areas. The key restricted dog-raising areas and general restricted dog-raising areas in municipal counties are delineated and announced by the county people's government and reported to the Municipal People's government for the record.

Article 4 The municipal public security department is the administrative department in charge of restricting the work of raising dogs in this Municipality, and the administrative departments in charge of health, agriculture, industry and commerce, city appearance, etc. They should cooperate with each other according to their respective responsibilities.

Article 5 This Municipality implements a dog-raising license system. Without the approval of the public security department, no unit or individual may raise a dog.

Article 6 It is forbidden to engage in trading, breeding and holding dog exhibitions in dog breeding areas. Individuals are prohibited from raising strong dogs and large dogs. Focus on restricting approved individuals from raising small ornamental dogs in kennel areas. The classification of strong dogs, large dogs and small ornamental dogs shall be determined and published by the municipal public security department in conjunction with the agricultural department.

Article 7 Individuals who meet the following conditions may apply for raising dogs:

(1) Having a permanent residence or temporary residence in this Municipality;

(2) Having the capacity for civil conduct;

(3) single-family houses. Approved to raise a dog, each household is limited to one.

Eighth units that meet one of the following purposes may apply for raising dogs:

(1) Investigation and patrol;

(2) Scientific research and medical experiments;

(3) Performances by professional performing groups;
