Must the selection be for civil servants?

(1) Transfer selection is an important way for civil servants to transfer jobs. A great feature is that the higher authorities directly select people from the grass-roots organs, and they can leapfrog the selection, and the level of the selected work unit will be greatly improved. (2) Selection includes two possibilities: job grading and promotion. The choice is more often the level of the position, and the position of the clerk chooses the clerk, which is a bit equivalent to the choice of tone. There are also some selected positions, and successful positions will lead to promotion. A clerk can choose a deputy director clerk, and a minor course can choose a chief clerk. This is a bit equivalent to open selection, but the selected civil servants are all internal institutions. (3) The selection requirement is grassroots work experience. The Measures for Public Selection of Civil Servants (Trial) (No.7 [2020] of the Central Office of the Communist Party of China) stipulates that civil servants who participate in public selection should have more than 2 years of working experience in grassroots work experience and more than 2 years of civil servants, referred to as "double 2 experience". At present, some positions require a term of not less than 2 years in the current position.
