Supplementary opinions of Suzhou municipal government on further promoting the sustained, stable and healthy development of the city's real estate market

In order to resolutely implement the decision-making arrangements of the CPC Central Committee and the State Council to establish and improve a long-term mechanism for the sustained, stable and healthy development of the real estate market, we should adhere to the positioning of "houses are for living, not for speculation", implement the requirements of stabilizing land prices, housing prices and expectations, curb speculative real estate speculation, make precise policies, and reasonably guide market expectations. After research by the municipal government, in the Notice of the Municipal Government on Printing and Distributing the Implementation Opinions on Further Strengthening the Management of Suzhou Urban Real Estate Market (Fu Su [20 16]19) and the Notice of the Municipal Government on Printing and Distributing the Opinions on Further Strengthening the Regulation of the Real Estate Market in Our City (Fu Su [2016)
First, adjust the rules of land transfer quotation, and adjust the conditions of land transfer quotation from fixed value to interval setting. If the land tender exceeds the market guidance price of 10% (excluding 10%), you can only apply for the pre-sale permit after the project is completed and accepted, and if the project is completed and accepted beyond the market guidance price of 5- 10%, you can apply for the pre-sale permit. The provision that land bidding is converted into one-time quotation transfer mode after it exceeds the market guidance price of land transfer by 25% (excluding 25%) is adjusted to exceed the market guidance price 10-25%. The first quotation interval is adjusted accordingly. The specific bidding rules and corresponding requirements for land transfer are clearly defined in the land transfer plan and transfer announcement.
Second, the transfer of new commercial housing in Suzhou Industrial Park and some key areas of Suzhou High-tech Zone (from Beijing-Hangzhou Canal in the east, Zhujiang Road in the west, Zhuyuan Road in the south and Dengxu Road in the north) is restricted. From the date of issuance of this opinion, commercial housing projects that have newly obtained pre-sale (sales) permits in restricted transfer areas (including those that have obtained pre-sale permits but have not yet started online signing) can only be transferred after three years from the date of obtaining the property right certificate.
Third, implement restrictions on the transfer of second-hand houses in Suzhou Industrial Park. From the date of this opinion, the purchaser shall not transfer the new property right certificate through the second-hand residential market transaction within five years.
Four, Suzhou Industrial Park and other cities (counties), districts, can be combined with the local actual situation, optimize and improve the teaching area housing degree policy.
Five, in Suzhou Industrial Park newly obtained pre-sale (sales) license of commercial housing, the implementation of talent priority purchase policy. Real estate development enterprises should pre-sell (sell) houses with a permitted construction area of 50-60%, giving priority to talents who are employed and start businesses in Suzhou Industrial Park and have no own houses in this city. The specific standards for talent identification and preferential policies for purchasing houses shall be formulated separately by the Suzhou Industrial Park Management Committee.
Six, this opinion shall come into force as of the date of promulgation.
