1. According to Article 17 of the Regulations on the Administration of Outdoor and Signboard Setting in Zhengzhou City, administrative licensing procedures shall be handled for setting up outdoor advertisements according to law. Without administrative permission, no unit or individual may set up outdoor advertisements without authorization. 2. According to Article 18 of the Regulations on the Administration of Outdoor Advertisements and Signboards in Zhengzhou City, outdoor advertisement setters shall apply to the administrative departments of the city, county (city) and Shangjie District, and submit the following materials: (1) an application form for outdoor advertisement setting, (2) a business license or other documents proving the legality and validity of the subject qualification, (3) a location map and a panoramic color effect map, and (4) a venue for outdoor advertisement setting. 3 city, county (city, district) urban management administrative departments shall, in accordance with the relevant provisions, review the application materials submitted by outdoor advertising setters. If the application materials are incomplete or inconsistent with the statutory form, the administrative department of urban management shall inform the applicant of all the materials that need to be supplemented on the spot or within five working days. 4. If the materials are complete, the administrative department in charge of urban management shall issue a notice of acceptance according to law, and make a licensing decision within seven working days, and apply for temporary outdoor advertising, the administrative department in charge of urban management shall make a licensing decision within three working days from the date of acceptance. If the license is granted, an outdoor advertising license shall be issued; if the license is not granted, the reasons shall be explained in writing.
Urban management administrative departments should strengthen the supervision and inspection of outdoor advertising, establish administrative law enforcement publicity, law enforcement process records, law enforcement inspection and safety inspection system, and promptly investigate and deal with illegal acts in the process of outdoor advertising. Township (town) people's government, street offices found in violation of outdoor advertising and signs management regulations, it should promptly report to the relevant departments, and assist in the investigation.
Urban management administrative departments and other administrative departments shall establish an information exchange mechanism for outdoor advertising administrative licensing to realize information sharing and facilitate public inquiry and supervision. The administrative department of urban management shall establish an information disclosure system, investigate and deal with illegal outdoor advertisements, expose illegal units or individuals, and incorporate their bad records into the credit information system.
Any unit or individual who discovers the illegal acts of outdoor advertisements and signboards has the right to report and complain to the administrative department of urban management and other administrative departments. After receiving reports and complaints, the relevant departments shall promptly deal with them according to law.
