If it is included in the protected area, it is definitely impossible to build a factory. If it only belongs to general cultivated land, you can apply for protective agricultural land. Of course, factories that protect agricultural land can only be used for agriculture, such as agricultural and sideline products processing plants, livestock and poultry breeding and so on.
To go through the formalities for the use of agricultural land for facilities, you must go to the Land Institute and the Agricultural Technology Service Center (also called the Agricultural Technology Station) to get the form and report it to the County Land and Resources Bureau and the Agricultural Bureau for approval.
