(1) Feasibility study stage
Most construction projects that must be subject to tender according to law need the approval of relevant departments. According to the Regulations on Examination and Approval of Construction Projects, consulting engineers must include the contents of bidding in the project feasibility study report.
The bidding contents of the project feasibility study report include:
(1) The specific bidding scope of the survey, design, construction, supervision and procurement of important equipment and materials of the project (all or part of the bidding).
(two) the bidding organization form to be adopted for the survey, design, construction, supervision and procurement of important equipment and materials of the project (entrusted bidding or self-bidding); Submit written materials in accordance with the Trial Measures for Self-Bidding of Construction Projects (Order No.5 of the former State Planning Commission).
(three) the bidding method (open bidding or invited bidding) to be adopted in the survey, design, construction and supervision of the project and the procurement of important equipment and materials; If the national key projects determined by the National Development and Reform Commission and the local key projects determined by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government intend to adopt the invitation to bid, the reasons for adopting the invitation to bid shall be explained.
(4) Other relevant contents.
According to the law, consulting engineers must also apply for not inviting tenders for construction projects when preparing feasibility study reports, and explain the reasons for not inviting tenders.
When examining and approving the feasibility study report of the project, the project examination and approval department shall, in accordance with the authority prescribed by laws and regulations, put forward opinions on whether to approve the bidding scope, bidding organization form and bidding method drawn up by the project construction unit. Consulting engineers should pay attention to the implementation of examination and approval opinions. If the project construction unit changes the bidding scope, bidding organization form and bidding method approved by the project examination and approval department in the bidding activities, it shall remind the project construction unit to go through the relevant examination and approval procedures with the original examination and approval department.
(II) Bidding implementation stage
After the project can enter the bidding implementation stage according to law, the related work that the consulting engineer should engage in includes the following contents:
(1) Draw up a detailed bidding work plan. After the consulting engineer accepts the bidding agency task, according to the nature and type of the project, combined with the market situation, and according to the bidding content in the approved project feasibility study report, the consulting engineer will formulate a detailed bidding work plan for the tenderer, which will be implemented after being submitted to the tenderer for approval.
(2) Carry out bidding activities according to legal procedures. Consulting engineers should deal with the whole process of the tenderee's bidding activities, such as issuing corresponding bidding information according to different bidding methods, examining the qualifications of bidding applicants, compiling and issuing bidding documents, accepting bidding documents, and organizing bidders to visit the site.
(3) Prepare the pre-tender estimate. For a project subject to tender with a pre-tender estimate, the consulting engineer shall prepare the pre-tender estimate according to the corresponding regulations. The pre-tender estimate must be kept confidential as a reference for bid evaluation.
(4) Formulate specific bid evaluation criteria. According to the bid evaluation methods specified in the tender documents, formulate specific bid evaluation principles and standards.
(5) Organize bid opening, bid evaluation and calibration, and assist the tenderer in calibration. Assist the tenderee to organize the bid opening, and set up a bid evaluation committee according to law. The bid evaluation committee will evaluate the bid, recommend the candidate winning the bid or directly determine the winning bidder.
(6) Drafting contracts. The consulting engineer drafts the contract according to the contract terms in the tender documents, assists the tenderer to negotiate the contract with the winning bidder, and finally signs the contract.
In a word, the consulting engineer is the staff of the tenderer and provides bidding consulting services for the tenderer. The quality and level of consulting engineers' work plays a decisive role in bidding.
