I. Scope of application
During the Shanghai World Expo, both corporate vehicles and private vehicles that need to enter Shanghai can apply for passes.
(1) unit vehicle. Including state-owned, collective, Sino-foreign joint ventures, wholly foreign-owned, individual industrial and commercial households and private enterprises with independent legal personality, government agencies (including offices of other provinces and cities in the Soviet Union), public security, procuratorial, court, judicial and national security departments, institutions, social organizations and other units with or with legal personality owned and affiliated vehicles. Military (Armed Police) vehicles shall be issued with special certificates by the military (Armed Police) system.
(2) private vehicles. Including local number plate private cars, non-local number plate private cars owned by local household registration personnel or non-local household registration personnel holding local temporary residence permits. Private vehicles of foreigners living in this province and Hong Kong, Macao and Taiwan personnel can also apply for passes with relevant valid documents.
Second, the application principle
(1) principle of on-demand application. Motor vehicle owners (including units and individuals) apply according to the actual needs of entering Shanghai during the Shanghai World Expo.
(2) the principle of unified standards. Motor vehicles and drivers who apply for vehicle entry permits in Shanghai shall be audited according to unified standards.
(3) The principle of one car and one license. Each motor vehicle can only apply for one vehicle pass to Shanghai.
(4) the principle of free treatment. The application, replacement and renewal of vehicle passes to Shanghai are free of charge.
(5) The principle of territorial management. Local public security organs are responsible for the application and issuance of vehicles entering Shanghai by units or individuals within their respective jurisdictions.
Third, the application procedure.
(1) Fill in the form. After downloading the relevant forms through the police e-home and the government website, units and individuals take the initiative to apply for a vehicle pass to Shanghai at the police station and relevant certification points.
(2) self-examination. The unit conducts self-examination on vehicle affiliation, annual inspection, demand for entering Shanghai, driver identity information, actual performance, etc., and puts forward audit opinions. If the unit finds that the vehicle or driver has one of the following six circumstances, it shall not be submitted to the public security organ for examination:
1, which is not the actual vehicle or affiliated vehicle of the unit;
2. The annual inspection of vehicles is unqualified or exceeds the validity period of annual inspection;
3. There is obviously no actual demand for vehicles to enter Shanghai during the World Expo;
4. The identity information of the vehicle driver is inconsistent with the actual situation;
5. The driver of the vehicle has a history of serious illness or mental illness, which may affect driving safety;
6. Vehicle drivers are emotionally unstable due to family conflicts and economic disputes, which may affect driving safety.
(3) application. Apply according to the following requirements:
1, unit vehicle. Vehicles and drivers who need to apply for a pass after self-examination shall submit the following certification materials:
(1) A written application signed and sealed by the person in charge of the unit (legal person);
(2) the responsibility letter signed by the person in charge of the unit (legal person);
(3) Copy of vehicle driving license and driver's license of the unit entering Shanghai;
(4) An electronic form (CD) for summarizing the information of the applied vehicle and driver filled in according to the prescribed format.
Among them, vehicles of municipal party and government organs (including Party committees, governments, people's congresses, CPPCC, ministries, commissions, offices and bureaus) and urban highway passenger vehicles are uniformly applied to the vehicle management office of Nantong Public Security Bureau, and vehicles of urban dangerous goods transport units are handled by the Order Section of the Traffic Patrol Detachment of the Municipal Public Security Bureau. Vehicles of other social units shall be applied by the unit to the public security police station in the actual place of operation or registration.
If there are foreigners and Hong Kong, Macao and Taiwan personnel among the vehicle drivers applied by the unit, the unit shall apply to the Exit-Entry Administration Office of Nantong Public Security Bureau.
2. Private vehicles. The owner of a private vehicle shall apply to the police station of the domicile or temporary residence (except the temporary residence in the county (city)) and submit the following supporting materials:
(1) Apply for personal vehicles to pass through Shanghai;
(2) Letter of Commitment signed by the owner himself;
(3) The original and photocopy of the owner's resident ID card, driver's license and vehicle driving license. Temporary residents should also submit temporary residence permits.
If the vehicle applying for a pass needs to be driven by someone other than the owner, the owner must also issue a driving power of attorney; Authorize the driver to bring his/her resident identity card, original and photocopy of the driver's license, and apply together with the owner.
If the driver entrusted by the owner of a private vehicle is a foreigner or a person from Hong Kong, Macao and Taiwan, the owner shall apply to the Exit-Entry Administration Office of Nantong Public Security Bureau.
3. Private vehicles of foreigners and residents of Hong Kong, Macao and Taiwan. Foreigners and residents of Hong Kong, Macao and Taiwan who apply for private vehicle passes shall apply to the Exit-Entry Administration Office of Nantong Public Security Bureau by the owner, and submit the following supporting materials:
(1) Apply for personal vehicles to pass through Shanghai;
(2) Letter of Commitment signed by the owner himself;
(3) Foreigners submit valid passports (within the validity period of visas), residents of Taiwan Province Province submit valid endorsement passes for residents of Taiwan Province Province to and from the mainland, and residents of Hong Kong and Macao submit the original and photocopy of valid passes for residents of Hong Kong and Macao to and from the mainland;
(4) Foreigners and residents of Taiwan Province Province submit the original and photocopy of the registration form for temporary accommodation of overseas personnel;
(5) Original and photocopy of driver's license (temporary driving license) and vehicle driving license.
(4) report the loss. If the pass is lost or stolen, the unit vehicle shall report the loss to the original issuing point with the introduction letter from the unit, the original vehicle driving license and the lost (stolen) pass, and the private vehicle shall report the loss with my ID card (temporary residence permit) and the lost (stolen) pass.
(5) reissue. After the loss of the pass is reported 10 working days, the unit (individual) can apply for a replacement at the original issuing point. Each card issuing point shall, in accordance with the card issuing procedures, reissue it within 5 working days from the date of receiving the application. In principle, the pass is only reissued once.
(6) redemption. If the pass is unrecognizable due to serious damage, it shall apply for a replacement; When you get a new card, you must return the old card. In principle, the pass is only extended once.
3. Distribution sequence
In view of the late deployment of the certificate-making work in our province and the shortage of time, all public security certificate-making points in the city should make certificates according to the time when the vehicles applying for passes enter Shanghai, and according to the priority order. Priority will be given to the issuance of certificates for highway passenger vehicles, Expo through trains, dangerous goods transport vehicles, postal vehicles, green channel vehicles for agricultural and sideline products, and units and private vehicles that have recently entered Shanghai.

Four, the unit all long-distance freight, bus guarantee not illegal loading and unloading of goods and get on and off outside the passenger station (this article only involves long-distance passenger units).
5. Ensure that the vehicle pass applied for in Shanghai is consistent with the vehicle information applied for, and keep it properly. It is not allowed to transfer, forge, alter or resell the vehicle pass in Shanghai. Once lost or stolen, report it to the public security organ in time.
