The term "wetland resources" as mentioned in these Regulations refers to wetlands and biological resources that depend on wetlands for survival and reproduction. Article 4 Wetland protection shall follow the principles of overall planning, overall protection, scientific restoration, rational utilization and sustainable development.
Wetland protection implements a management system of comprehensive coordination and division of labor. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over wetland protection, establish a comprehensive coordination mechanism for wetland protection, incorporate wetland protection into the national economic and social development plan, and incorporate wetland protection management funds into the fiscal budget at the same level. Article 6 The municipal forestry authorities shall be responsible for the organization, coordination, guidance and supervision of wetland protection in this Municipality.
County (city, district) forestry authorities are responsible for the management of wetland protection within their respective administrative areas.
The Management Committee of Dezhou Economic and Technological Development Zone and the Management Committee of Dezhou Canal Economic Development Zone are responsible for the protection and management of wetlands in the development zones according to the provisions of the Municipal People's Government.
Development and reform, finance, land resources, environmental protection, housing and urban construction, urban and rural planning, agriculture, water conservancy, urban management and other departments shall, in accordance with the division of responsibilities, do a good job in wetland protection.
Township (town) people's governments and sub-district offices shall cooperate with forestry and other relevant departments to do a good job in wetland protection within their respective jurisdictions. Article 7 The Municipal People's Government shall set up an expert committee on wetland protection to provide technical advice for the preparation of wetland protection planning, the establishment of wetland directory and the formulation of wetland protection scheme. The municipal forestry department is responsible for the specific work. Eighth city and county (city, district) people's governments and relevant departments and units shall organize publicity and education on wetland protection, popularize laws, regulations and scientific knowledge related to wetland protection, and raise public awareness of wetland protection. Ninth to encourage and support social organizations and individuals to participate in wetland protection in the form of voluntary service and donation. Tenth all units and individuals have the obligation to protect wetlands, and have the right to report and complain about the destruction of wetlands.
City, county (city, district) people's governments shall commend and reward units and individuals that have made outstanding contributions to wetland protection. Chapter II Planning Article 11 Wetland protection planning shall conform to urban and rural planning, land use planning and environmental protection planning, and be linked with other special planning.
The preparation of wetland protection planning should implement the total wetland area control, determine the city and county (city, district) wetland area control objectives, and implement them step by step.
The preparation of other special plans involving the scope of wetland protection shall solicit the opinions of the competent forestry authorities at the same level. Twelfth wetland protection planning should be clear about the overall layout, protection objectives, protection priorities, protection measures and utilization methods of wetlands, delimit the red line scope of wetland ecological protection according to law, implement classified control, and determine the prohibited development and construction areas and restricted development and construction areas. Thirteenth municipal forestry authorities shall, jointly with relevant departments, prepare the wetland protection plan of this Municipality, and report it to the Municipal People's Government for approval before promulgation and implementation.
The competent forestry department of the county (city, district) shall, according to the municipal wetland protection plan, jointly with relevant departments, prepare the wetland protection plan of this administrative region, report it to the people's government at the same level for approval and promulgation and implementation, and report it to the municipal competent forestry department for the record.
The preparation of wetland protection planning shall solicit the opinions of relevant units, experts and the public through demonstration meetings and hearings. Fourteenth wetland protection planning is the basis for wetland protection, restoration, utilization and management, and any unit or individual shall strictly abide by it and shall not adjust it without authorization.
If it is really necessary to adjust the wetland protection plan, it shall be submitted for approval, filed and announced in accordance with the original examination and approval procedures.
City and county (city, district) people's governments shall supervise and inspect the implementation of wetland protection planning, and urge and guide relevant departments to do a good job in wetland protection according to the planning. Chapter III Protection, Restoration and Utilization Article 15 Wetlands shall be protected and managed at different levels. According to the importance of ecological location, ecosystem function and biodiversity, it can be divided into important wetlands and general wetlands. Important wetlands include national important wetlands, provincial important wetlands, municipal important wetlands and county important wetlands.
The determination and adjustment of national important wetlands and provincial important wetlands shall be carried out in accordance with the relevant provisions of the state and the province.
The determination and adjustment of municipal important wetlands shall be put forward by the municipal forestry department in conjunction with relevant departments and announced after being approved by the Municipal People's government.
The determination and adjustment of important wetlands and general wetlands at the county level shall be put forward by the competent forestry department of the county (city, district) jointly with relevant departments, announced after the approval of the people's government of the county (city, district), and reported to the competent forestry department of the city for the record.
