Article 3 Hainan Normal University is a university approved by the Ministry of Education and the People's Government of Hainan Province, a key university in Hainan Province, an important training base for advanced applied talents in Hainan Province, a research base for education, culture and science in Hainan Province and a foreign exchange base, a training base for Chinese teachers in Southeast Asia approved by the Confucius Institute Headquarters/Hanban, and a receiving institution for overseas students with China government scholarships approved by the Ministry of Education.
Article 4 Hainan Normal University is qualified to recruit doctors, masters and undergraduates. All students who have the official status of our school, have completed the required course credits within the specified study period, and meet the requirements of the undergraduate training plan and training objectives are awarded the undergraduate diploma of Hainan Normal University; Those who meet the conditions for granting a bachelor's degree will be awarded a degree certificate from Hainan Normal University. Students who apply for radio and television editing and directing (Sino-Russian cooperation in running schools) can get diplomas from Hainan Normal University and St. Petersburg State Film and Television University of Russia. Article 5 The enrollment work of Hainan Normal University follows the principles of "fair competition, fair selection, open procedures, comprehensive moral, intellectual and physical examination, comprehensive evaluation and merit-based admission", and is subject to the supervision of the discipline inspection and supervision departments, the parents of the majority of candidates and all sectors of society.
Chapter II Organizational Structure
Article 6 Hainan Normal University shall set up an admissions committee and a leading group for enrollment work. The Admissions Committee discusses and decides the important enrollment policies of the school, and the Admissions Leading Group is fully responsible for undergraduate enrollment.
Article 7 The Admissions and Employment Office of Hainan Normal University is the implementing agency of undergraduate enrollment, and is responsible for handling the daily work of undergraduate enrollment.

Chapter III Enrollment Plan
Article 9 Hainan Normal University enrolls students from 365 and 438+0 provinces (autonomous regions and municipalities directly under the Central Government). The enrollment categories include general arts and sciences, art majors, high-level sports teams, sports training, martial arts and national traditional sports, national poverty-stricken areas special plans, local rural special plans, ethnic minority preparatory classes (only for students from Hainan Province), and normal students trained free of charge in rural areas (only for students from Hainan Province). In the enrollment plan issued by the state, according to the relevant documents of the Ministry of Education, school development plan, school conditions, subject development, student source status and social needs, the school has formulated the enrollment plan for 20 17 years by province and specialty, and the enrollment plan has been announced to candidates and the society through provincial enrollment authorities, school enrollment brochures, websites and other forms.
Article 10 Hainan Normal University takes 1% of the total enrollment plan as the reserved plan, which is mainly used to control the quality of students and solve the enrollment problem of candidates with the same score.
Article 11 The use principle of the transfer plan during the admission period: the unfinished plans of multiple batches of admission provinces will be transferred to the next batch in the same province; The unfinished enrollment plan after each batch of enrollment is mainly adjusted to areas with relatively more students and relatively high pressure for further studies, giving priority to provinces with better students, and provinces with self-set file transfer ratio exceeding 100%, and enrolling candidates who intentionally quit the file because of full quota and obedience to professional adjustment.
Chapter IV Access Principles
Article 12 The Guiding Opinions on Physical Examination of Enrollment in Ordinary Colleges and Universities clearly states that "our school is not allowed to enroll", "our school's related majors are not allowed to enroll" and "majors that are not suitable for study", and our school and related majors are not allowed to enroll; Candidates who are not suitable for the professional requirements of future teachers due to physical reasons may not be admitted to normal universities.
Thirteenth according to the provinces (autonomous regions and municipalities directly under the central government) to determine the proportion of filing, according to the order of voluntary filing batches, the proportion of file transfer is controlled in principle within 1 10% of our school's filing plan in this province (autonomous regions and municipalities directly under the central government), and according to parallel volunteer, the proportion of file transfer is controlled in principle within 105%.
Article 14 When enrolling majors (categories), the candidates shall be admitted from high score to low score according to the specific situation of volunteering in each major (category) in our school. If the first major (category) volunteer cannot be satisfied, the second, third, fourth and fifth major (category) volunteers will be arranged until the plan is met. If all majors (classes) fail to meet their own wishes and obey the adjustment of majors (classes), the school will adjust them to the corresponding majors (classes) according to the results. If they don't obey the adjustment, they will be fired. For the provinces that implement parallel volunteer, we should abide by the principle of recruiting by province, and file from high score to low score in turn until we reach the plan. In the case of the same college entrance examination results and volunteers, candidates with higher scores in the corresponding subjects of the reported majors (categories) will be admitted. Candidates who do not apply for our school's volunteers, but fill in the form and obey the adjustment of colleges and universities, can be admitted under the condition that our major (category) is not full of enrollment; Candidates who fill in their volunteers in our school but fail to fill in their major (category) adjustment will not be accepted if their major (category) is full.
Fifteenth Zhejiang, Shanghai and other pilot provinces and cities to implement the reform of college entrance examination subjects and admission methods, in accordance with the results of selected subjects announced by our school in this province and the relevant admission regulations of the provincial admissions examination department.
