The responsibilities of water resources protection and water pollution prevention and control are divided. The Municipal Water Affairs Bureau is responsible for water resources protection and the Municipal Environmental Protection Bureau is responsible for water environmental quality and water pollution prevention and control. The two departments should further strengthen coordination and cooperation, establish a consultation mechanism, regularly inform the relevant situation of water resources protection and water pollution prevention and control, and resolve relevant major issues through consultation.
Municipal Environmental Protection Bureau releases water environment information and is responsible for the accuracy and timeliness of the information. The Municipal Water Affairs Bureau shall, in consultation with the Municipal Environmental Protection Bureau, release the contents related to water environmental quality in water resources information.
In accordance with the division of responsibilities of the transportation department, violations of water laws and regulations occurring within the overlapping range of rivers and their estuaries and waterways shall be dealt with by the Municipal Water Affairs Bureau according to law, and violations of water laws and regulations involving major waterways shall be dealt with by the Municipal Water Affairs Bureau jointly with the Municipal Transportation Commission or the Guangzhou Port Authority.
Other departments should seek the opinions of the Municipal Water Affairs Bureau in advance when building transportation facilities involving water affairs. The Municipal Water Affairs Bureau shall solicit the opinions of the Municipal Communications Commission or Guangzhou Port Authority in advance when building water facilities involving ports, waterways and waterway transportation.
The establishment, responsibilities and establishment of subordinate institutions shall be stipulated separately.
