The term "green building" as mentioned in these Regulations refers to civil buildings that implement green building standards in the process of planning, design, construction and use, save resources, protect the environment and reduce pollution, provide healthy, applicable and efficient use space, and are in harmony with nature. Article 4 The principles of resource conservation, advanced technology, safety, reliability, eco-environmental, economic rationality and local conditions shall be adhered to in building energy conservation and green building development. Article 5 The people's governments at or above the county level shall strengthen their leadership in building energy conservation and green building development, establish a mechanism combining government guidance with market operation, actively cultivate the building energy conservation service market, promote the development and application of building energy conservation technologies, develop green buildings that are energy-saving, land-saving, water-saving, material-saving and environmentally friendly, and promote the energy conservation transformation of existing buildings. Article 6 The construction administrative departments of the people's governments at or above the county level shall be responsible for the management and supervision of building energy conservation and green building development within their respective administrative areas.
The departments of development and reform, industry and informatization, finance, land and resources, quality and technical supervision, environmental protection and statistics of the people's governments at or above the county level shall, within their respective functions and duties, do a good job in building energy conservation and green building development. Seventh construction units, design units, construction units, supervision units and other units and individuals related to building energy efficiency shall abide by building energy efficiency standards and be responsible for building energy efficiency standards according to law.
The owner, user or operation management unit of the building shall be responsible for the operation of the energy-using system of the building to meet the energy-saving standards. Eighth people's governments at or above the county level and their construction administrative departments shall strengthen the publicity, education, training and guidance of building energy conservation and green buildings.
The people's governments at or above the county level and their construction administrative departments shall take measures to encourage scientific research and technological development of building energy conservation and green buildings, popularize and apply new technologies, new processes, new products and new materials, and develop building energy conservation services. Chapter II General Provisions Article 9 The people's governments at or above the county level shall arrange special funds for building energy conservation and new wall materials to support the following activities:
(1) Scientific and technological research, product development, standard formulation and engineering demonstration of building energy efficiency;
(two) the application of renewable energy in civil buildings;
(3) Establish energy-saving service system and supervision system;
(four) the energy-saving transformation of existing building envelope and energy-using equipment and facilities;
(5) Developing green buildings;
(six) publicity, promotion, training and reward of building energy efficiency and green building;
(7) Other related matters. Tenth districts of the city and county (city) people's government shall, according to the resource situation, reasonably determine the urban heating mode, develop central heating, implement household metering and charging, and improve energy efficiency. Article 11 Construction administrative departments at or above the county level shall organize the compilation of special plans and annual plans for building energy conservation in their respective administrative areas, and put forward the main tasks, specific arrangements and safeguard measures for new building energy conservation, energy conservation renovation of existing buildings, development and application of renewable energy buildings, green building development and construction modernization. Article 12 The provincial construction administrative department shall, according to the catalogue of new technologies, new processes, new materials, new equipment and new products for energy-saving and green buildings published by the state, and the catalogue of high-energy-consuming technologies, processes, materials, equipment and products that are restricted or prohibited, formulate, publish and update the catalogue that is promoted, restricted and prohibited in this province in time.
Construction units, design units and construction units shall not use technologies, processes, materials, equipment and products listed in the national and provincial prohibited catalogues in construction activities. Thirteenth at or above the county level construction, industry and information technology, quality and technical supervision, industrial and commercial administrative departments should strengthen the supervision and management of building energy-saving and green building materials and products production, sales and use.
The municipal construction administrative departments of provinces and districts shall, jointly with the quality and technical supervision and the administrative department for industry and commerce at the same level, establish a publicity system for illegal acts in the production, sale and use of building energy-saving and green building materials and products. Article 14 In the preparation of the overall urban planning, the application of renewable energy and the requirements for the construction of underground utility tunnel, urban air ducts and sponge cities should be considered as a whole, the urban spatial layout should be optimized, and the sharing of infrastructure between regions should be promoted.
Detailed urban planning shall conform to the requirements of urban design, energy utilization and ecological environment protection, and give full consideration to energy-saving elements such as building layout, underground space utilization, development of green buildings and prefabricated buildings, density, height, shape, orientation, lighting, ventilation and greening.
