First, the public security organ is the competent department of dog management, and shall perform the following duties:
(1) Organize, guide and coordinate the dog management within their respective administrative areas;
(2) Establish the city's dog information management system, centrally purchase customized dog labels and electronic signs of dog information, innovate supervision methods, and promote the application of modern information technology in urban and rural dog service and management;
(three) for dog registration, change, cancellation and annual inspection;
(four) dog information collection and entry, electronic identification and dog label issuance;
(5) Capture, receive and dispose of abandoned dogs, stray dogs and dogs without owners;
(six) the establishment and management of dog detention centers;
(seven) collect dog management service fees;
(8) investigate and deal with illegal dog-raising behavior;
(9) Carry out the publicity work of keeping dogs legally, civilly and scientifically;
(10) Other duties stipulated by laws and regulations.
Two, the agricultural and rural departments in the dog management work, perform the following duties:
(1) Prevention, control, purification and elimination of canine rabies and other diseases;
(2) Dog quarantine;
(3) Supervise and manage the collection, temporary storage, transfer and harmless treatment of sick dogs;
(four) the supervision and management of dog clinics;
(5) To assist the public security organs in the implantation of electronic dog information identification;
(6) establishing a monitoring network of canine epidemic situation;
(7) investigate and deal with violations of animal epidemic prevention laws and regulations.
Three, dog units and individuals shall, in accordance with the following time limit to qualified animal clinics to receive rabies vaccination, and obtain proof of dog immunity:
(1) Within fifteen days from the date of the puppy's third month of life;
(two) before the expiration of the validity period, the dog has been vaccinated with rabies vaccine;
(three) other dogs, within fifteen days from the date when the dog owner obtains the dog.

Article 3 Dog management shall follow the principles of supervision by government departments, self-discipline of dog owners, participation of grass-roots organizations and public supervision.
Article 4 The people's governments at the city and county levels shall strengthen the leadership over dog management, establish a coordination mechanism for dog management and a linkage mechanism for law enforcement, and ensure the personnel, funds, places, equipment and facilities needed for dog management at the corresponding level.
The funds needed for dog management should be included in the fiscal budget at the same level.
Article 5 Any unit or individual has the right to dissuade, complain and report acts that violate the provisions of these Regulations.
The relevant departments of dog management shall announce the way of complaint reporting, register and deal with it in time after acceptance, keep the complainant and informant confidential, and inform the complainant and informant of the handling situation, except for objective reasons such as no contact information and unknown identity.
