Before the implementation of this opinion, the land acquired by means of transfer shall be implemented according to the original policy: the funds invested in development and construction shall reach more than 25% of the total investment in engineering construction or the standard of plus or minus zero after the completion of basic projects.

1. If applying for the pre-sale of the project land or mortgage of the project under construction, it shall submit the written materials (original) issued by the mortgagee agreeing to the pre-sale of commercial housing.
2. Foreign-related construction projects (including projects built by Hong Kong, Macao and Taiwan investment enterprises, foreign-funded enterprises and Sino-foreign joint ventures) shall be submitted to the National Security Review Opinion of Foreign-related Construction Projects issued by Chengdu National Security Review Agency or the site selection approval document (original and photocopy).
3. The real estate development enterprise with provisional qualification shall submit the letter of guarantee (original) and business license (photocopy with fresh seal) of the guarantee unit.

5. If the name of the project applying for the pre-sale of commercial housing is inconsistent with the construction permit, the certification materials of the civil affairs department on the record of place names shall be submitted.

1. Before the pre-sale project declares the pre-sale plan of commercial housing in the online government affairs hall for the first time, it is necessary to go to Room 4 12 on the fourth floor of Area C of the real estate sub-center of the government affairs center to handle the key of the pre-sale plan and install the commercial housing sales publicity system. The original supervision agreement on the pre-sale payment of commercial housing and a copy of the business license of the supervision bank are scanned and uploaded to the annex of the pre-sale plan.
2. The development enterprise shall make a schematic diagram of the pre-sale scope and upload it to the annex of the pre-sale plan. The schematic diagram of the pre-sale scope will be printed on the pre-sale permit of commercial housing.
3. The description of the construction progress shall include the name of the development enterprise, the project address, the application for house pre-sale and the specific construction progress, and indicate the completion and delivery date. The applicant shall truthfully declare the progress of the project construction, otherwise the dishonest behavior will be included in the credit record.
4. The pre-sale area filled in the Application Form for Pre-sale Permit of Commercial Housing is the total saleable area (excluding areas not included in the pre-sale scope, such as reserved houses and public facilities). The applicant shall truthfully declare the land seizure information on the application form.
5. Acceptance is only a preliminary review. If problems are found in the audit, they can continue to be handled only after the materials are corrected, and the time limit for correcting the materials is not included in the commitment time limit; If the information cannot be corrected within the prescribed time limit, the applicant shall withdraw the documents and reapply after the information is complete.
6. Result inquiry: The information of pre-sale permit of commercial housing is made public voluntarily, and the applicant can visit official website of Chengdu Urban and Rural Real Estate Administration for inquiry.
