According to the planning and development of the country, will licensed pharmacists be paid more or less attention by the state?

According to the news from the relevant state departments, there is a serious shortage of licensed pharmacists in China, and the gap between supply and demand is at least half. Due to the increasing demand, licensed pharmacists have become the "hottest potato" among medical talents this year. However, at the current medical talent exchange meeting, the demand for medical talents is still uneven, and the demand for licensed pharmacists in pharmacies is the most obvious, but there are still many experienced people who are unwilling to go, and many people who want to go are not qualified.

Roadmap for the development of licensed pharmacists

1993 1 14 10/4 The decision of the Third Plenary Session of the 14th Central Committee of China * * * on several issues concerning the establishment of the socialist market economic system pointed out that it is necessary to formulate standards for various vocational qualifications and employment standards, and implement two certificate systems of academic diplomas and vocational qualifications.

At this time, China's licensed pharmacist qualification system is being formulated.

1On February 22nd, 1994, the Ministry of Labor and the Ministry of Personnel jointly issued the Regulations on Vocational Qualification Certificates, clearly stating that vocational qualification is the access control implemented by the government for some occupations (jobs) with great responsibilities and strong social universality, and it is the necessary standard for professional and technical personnel to start their own businesses or engage in certain professional and technical work according to law.

At this time, China's licensed pharmacist qualification system has been basically formulated, less than 20 days from the date of promulgation.

1on March 5, 1994, the former state administration of traditional chinese medicine and the Ministry of Personnel jointly issued the Interim Provisions on the Qualification System of Licensed Pharmacists, and in the same year, two batches of licensed pharmacists were identified.

As a result, firstly, the management of licensed pharmacists has begun in the field of western medicine in China.

1July 5, 995, the former state administration of traditional chinese medicine and the Ministry of Personnel jointly issued the Interim Provisions on the Qualification System of Licensed Pharmacists. In the same year, 434 licensed Chinese pharmacists were recognized.

Since then, the management of licensed pharmacists has been implemented in the field of Chinese and western medicine in China.

1995 On June 5438+00, the first licensed pharmacist qualification examination was held.

1996 June 5438+00 for the first licensed pharmacist qualification examination.

1997 1 month, the decision of the central government and the State Council on health reform and development clearly put forward the establishment of a licensed pharmacist qualification system.

The period from 1994 to 1998 can be said to be the primary stage of licensed pharmacist management. Here, the licensed pharmacist qualification system is only implemented in the field of pharmaceutical production and operation; The role and importance of licensed pharmacists have not received enough attention and extensive attention. The enthusiasm of pharmaceutical technicians to apply for licensed pharmacists was not high at one time, and the number of licensed pharmacists increased slowly. But this stage has laid an important foundation for the development of licensed pharmacist management in the future.

1In August, 1998, the State Council reformed its organization, established the State Administration of Pharmaceutical Products, and entrusted it with the function of implementing the qualification system for licensed pharmacists, which opened a new chapter in the management of licensed pharmacists in China.

1 April 9991day, the State Administration of Pharmaceutical Products and the Ministry of Personnel jointly issued the revised Interim Provisions on the Qualification System of Licensed Pharmacists, with the document number as. [1999]34. The qualification system for licensed pharmacists is based on a unified national outline, unified examination, unified registration, unified management and classified practice. The Interim Provisions on the Qualification System of Licensed Pharmacists makes the management of licensed pharmacists cover the fields of drug production, management and use.

Subsequently, according to the Interim Provisions on the Qualification System of Licensed Pharmacists, a series of normative documents such as the Implementation Measures for the Qualification Examination of Licensed Pharmacists, the Interim Measures for the Registration Management of Licensed Pharmacists, and the Interim Measures for the Management of Continuing Education of Licensed Pharmacists were successively revised and issued.

Following the 1996 policy of dual-subject examination for pharmaceutical personnel with senior titles, 1999 implemented the policy of reasonably reducing the working years of applicants and changing the examination period to two years. In the management of licensed pharmacists, the certification policy of licensed pharmacist qualification examination tends to be more scientific and reasonable, which has mobilized the enthusiasm of pharmaceutical technicians to apply for licensed pharmacists.

At this time, the growth of licensed pharmacists began to accelerate.

1999 10, the pilot scheme of classified management of prescription drugs and over-the-counter drugs was introduced and the pilot work was started. Some pharmaceutical retail chain enterprises in Shenzhen, Wuxi, Mianyang, Guangzhou, Nanjing, Beijing and Harbin became the first batch of pilot areas and enterprises.

The pilot work of classified management of prescription drugs and over-the-counter drugs has sent a clear and strong signal to the industry: the worldwide classified management model of drugs will soon be implemented in China. Licensed pharmacists must ensure the quality of drugs and pharmaceutical services in the process of classified management and sales of drugs. At this point, the demand for the increase in the number of licensed pharmacists really arises.

At this time, the number of licensed pharmacists has further accelerated.

The Interim Provisions on the Circulation Management of Prescription Drugs and OTC Drugs, which came into effect on June 5438+1 October1,2000, regards licensed pharmacists as one of the important conditions for pharmacies to sell prescription drugs and OTC drugs, and further stipulates the responsibilities of licensed pharmacists in the retail business of prescription drugs and OTC drugs. Since then, the "Quality Management Standards for Pharmaceutical Trading" and its implementation rules and regulations have also put forward requirements for pharmaceutical trading enterprises to be equipped with licensed pharmacists. At this point, the demand for the increase in the number of licensed pharmacists has further increased.

At this time, the number of licensed pharmacists has further accelerated.

In August, 20001,the Work Plan of National Licensed Pharmacist Qualification System 200 1-2005 was formulated and implemented, which further clarified the requirements for licensed pharmacists in the fields of drug production, management and use, and put forward measures to speed up the construction of licensed pharmacists. Therefore, the demand for the increase in the number of licensed pharmacists has further increased.

At this time, the number of licensed pharmacists is still growing at a high speed.

On September 15, 2002, the Regulations for the Implementation of the Drug Administration Law of People's Republic of China (PRC) came into effect, and the sale of prescription drugs and Class A over-the-counter drugs by pharmaceutical retail enterprises was one of the necessary conditions. The role and status of licensed pharmacists have been recognized in laws and regulations for the first time. The demand for the increase in the number of licensed pharmacists has further increased.

At the same time, the policy of one-time examination for qualified pharmaceutical technicians in 2002, which was promulgated in July 20001year, was warmly welcomed and highly praised by pharmaceutical technicians in the medical and health field, which greatly mobilized the enthusiasm of pharmaceutical technicians to participate in the qualification certification of licensed pharmacists.

At this time, the number of licensed pharmacists has greatly increased.

In February 2003, the Licensed Pharmacist Law was included in the legislative plan of the State Council and the National People's Congress, and it is expected to be promulgated and implemented in 2005. On June+10, 5438, the State Food and Drug Administration of the United States drafted and submitted the draft Law on Licensed Pharmacists in People's Republic of China (PRC). The draft stipulates the pharmaceutical services that licensed pharmacists must engage in, and puts forward the legislative idea of identifying a group of licensed pharmacists under strict conditions before the promulgation of this law.

The Law on Licensed Pharmacists has not yet been promulgated, and its news of "Lido" has had a great influence on the growth of licensed pharmacists. According to the forecast of the number of licensed pharmacists in 2003, 30,000 people will be qualified as licensed pharmacists in 2003.

In 2003 and 2004, the number of licensed pharmacists still maintained rapid growth.

In 2005, before the introduction of the licensed pharmacist law, qualified existing pharmaceutical technicians will be recognized as licensed pharmacists. It is estimated that 300,000 pharmaceutical technicians will be recognized as licensed pharmacists.

Therefore, if the above identification work is completed, the growth rate of the number of licensed pharmacists this year will be huge.
