According to "People's Republic of China (PRC) Civil Servant Law" and "Civil Servant Employment Regulations", and in accordance with the principles of openness, equality, competition and merit-based, with the approval of the Organization Department of Sichuan Provincial Committee of the Communist Party of China, our city decided to employ 420 civil servants by reference to the public examination of the civil servant law management unit. The relevant matters are hereby announced as follows.
I. Candidates and Admission Conditions
(A) the object of recruitment
College graduates in 2023 and social on-the-job and non-on-the-job personnel who meet the post requirements. The deadline for calculating the above age is 20221October 26th 10 (the first day of this open recruitment registration).
6. Have the physical conditions and psychological quality to perform their duties normally.
7. Have the educational level and working ability that meet the requirements of the post. Among them, the "professional" condition of the reported position refers to the major corresponding to the "required academic degree".
8. Other qualifications that meet the requirements of laws and regulations and recruitment positions.
(3) In any of the following circumstances, registration shall not be granted.
1. Persons who have received criminal punishment for crimes and those who have been dismissed from public office.
2. Persons who have been expelled from the Party membership in China.
3. Persons who are listed as joint disciplinary targets for dishonesty according to law.
4. Persons who are found to have serious violations of employment discipline such as fraud in the recruitment of civil servants at all levels.
5. Civil servants and staff members of organs (units) managed with reference to the Civil Service Law have been dismissed for less than 5 years.
6. On-the-job (including civil servants on probation) (refer to the staff of the civil service law management unit).
7. Active servicemen.
8. Non-2023 college graduates who are studying (those who are studying full-time in full-time colleges and universities and have not graduated cannot apply for their academic degrees).
9. Other circumstances that the law stipulates that it is not allowed to be employed as a civil servant.
Candidates are not allowed to apply for positions that constitute the avoidance situations listed in Article 74 of the Civil Service Law after employment, nor are they allowed to apply for positions of employers with husband and wife, lineal blood relatives, collateral blood relatives within three generations, and close relatives as leading members.

III. Registration and Qualification Examination
Registration for this exam is conducted by online registration. Online registration time is from 20221October 26th 10 to 8:00 am. Candidates log on to the "Personnel Examination" column in official website, Department of Human Resources and Social Security of Sichuan Province to register online and upload photos and websites.
The qualification examination work is specifically responsible for the organization department of the Party Committee of the county (district) where the recruitment position is located. Qualification examination runs through the whole process of examination. Anyone who finds an applicant unqualified or practicing fraud will be disqualified from the examination and employment, and the consequences will be borne by the applicant himself.
Registration and qualification examination shall be conducted according to the following procedures:
(1) Online Registration
1. Select a location. Candidates log on to the registration website, carefully read the Announcement and the Position Table (attachment), understand the scope, objects, conditions, registration procedures, relevant policies and precautions of the positions to be recruited, and then choose the positions that fully meet the requirements according to their own reality, otherwise all losses caused by this will be borne by the candidates themselves (among them, if the professional conditions of the positions to be recruited are set to the first-level discipline or above, please refer to the postgraduate and undergraduate students formulated by the national education administrative department for details) If the professional conditions of the position to be applied for are set in two disciplines, the professional conditions shall be subject to the professional name published in the open recruitment position table, so applicants must carefully compare and choose). Applicants should use the relevant information of valid ID card to register, and only one position in a department (unit) can be selected. The ID card information reported at the time of registration must be consistent with the ID card used at the time of examination. 2. Fill in the information. Applicants are requested to register according to the online prompts, fill in the Registration Information Form for Civil Servants (Reference Management Staff) in Sichuan Public Examination in 2022 (hereinafter referred to as the Registration Information Form) truly, accurately and completely, and download the photo review processing tool (downloaded from the photo uploading place in the registration information form) for photo processing, and upload photos according to the online prompts. Forge or alter the relevant certificates, materials and information to cheat the examination qualification, and deal with it according to the relevant provisions of the Measures for Handling Violations of Civil Servant Recruitment issued by the Central Organization Department and Ministry of Human Resources and Social Security (No.[202 1] 12 of the Central Organization Department).
3. Query the preliminary qualification examination results. Applicants should log on to the registration website at 8:00 am on June 26th165438+1October 2nd to check whether they have passed the preliminary qualification examination. Applicants should register as early as possible within the specified time to avoid failing to pass the preliminary qualification examination and missing the opportunity to apply for other positions. If the applicant fails to pay attention to the results of the preliminary qualification examination in time, all the responsibilities shall be borne by the applicant himself. Those who pass the preliminary qualification examination will print 2 copies of the registration information form according to the online prompts for qualification examination. Those who fail in the preliminary qualification examination may change to other qualified positions before the registration deadline. For those who have passed the preliminary qualification examination, the recruitment agency shall keep the "Registration Information Form" of candidates for qualification examination and inspection.
(2) Payment confirmation
Candidates who pass the preliminary examination must log on to the registration website 165438 before 8:00 am on June 3 to confirm the payment. According to the Notice of Sichuan Provincial Development and Reform Commission and Sichuan Provincial Department of Finance on Continuing to Implement Administrative Fees of Sichuan Provincial Department of Human Resources and Social Security (No.539 [2022] of Sichuan Development and Reform Commission), the written examination fee is 50 yuan per subject. If the payment is not confirmed within the specified time after online registration, it will be deemed as giving up the registration. The specific procedures for confirming payment shall be carried out according to the network prompts.
Candidates who meet the requirements for reducing or exempting the registration fee do not need to pay the fee after passing the preliminary examination. 1. Urban and rural family candidates who enjoy the national minimum living allowance stipulated in the Interim Measures for Social Assistance (Order No.649 of the State Council) and the Measures for the Implementation of Social Assistance in Sichuan Province (Order No.286 of Sichuan Provincial People's Government) enjoy the minimum living allowance certificate and the extremely poor certificate issued by the county (city, district) civil affairs department;
2 poor family candidates by the township (town) government, street offices, school students issued a certificate of poor households, special difficulties;
3. Family candidates whose parents are both dead, one of whose parents is a martyr or a first-class disabled soldier, and whose life is very difficult, should issue the parents' death certificate issued by the relevant department or the father or mother's martyr certificate issued by the civil affairs department (Veterans Affairs Department) and the father or mother's first-class disabled soldier certificate.
(3) Post adjustment
Only when the ratio of the number of payers to the number of applicants reaches 5: 1 can the examination be started. The positions in the hard and remote areas of Junlian County, Gongxian County, Xingwen County and Pingshan County were relaxed to 3: 1. See the post table for the specific proportion of each post. After the registration and payment work, the organization department of the Municipal Party Committee will reduce or cancel the employment plan for positions that have not reached the examination proportion. Official website, the Department of Human Resources and Social Security of Sichuan Province, will refund the fees to the applicants who have paid the fees or adjust to other positions in this city that meet the requirements of the examination after obtaining the consent of the candidates from the Organization Department of the Municipal Party Committee. (4) Print the admission ticket
Applicants who have passed the preliminary qualification examination and the photo quality are qualified, and have successfully completed the payment confirmation (including fee reduction and exemption), please log in to the "Personnel Examination" column of official website, Sichuan Provincial Department of Human Resources and Social Security on1October 22-25, and print their admission ticket (printed on A4 paper, with clear handwriting and photos). If the admission ticket is not printed within the time limit, all the responsibilities affecting the exam shall be borne by the applicants themselves. The admission ticket is an important document for candidates to participate in written examination, interview and physical examination. Please keep it properly.
Four. Examination and interview qualification examination
The exam is divided into written test and interview. The total test score is calculated as 100, with 60% written test and 40% interview.
(1) Written examination
1. Written test subjects: Administrative Professional Ability Test and Application, with full marks in each subject 100.
2. Time and place of written test: The written test will be held on Sunday, October 27th, 2022 165438. The specific written test time and place of each subject shall be subject to my admission ticket.
Candidates should take the exam at the time and place determined on the admission ticket. You must bring an admission ticket and a valid identity certificate at the same time when taking the exam. Those with two certificates are not allowed to take the exam. The expired ID card and a copy of the ID card shall not be used as the evidence for taking the exam.
3. written test plus points:
(1) Those who made outstanding performance in the earthquake relief of "5. 12 Wenchuan Earthquake" were commended by the provincial party committee, provincial government and national ministries and commissions or above when applying for civil servants in our city, and their written test scores were converted into 1.5 points, which were determined by the municipal (state), county (city, district) party committees, governments and departments.
(2) Those who were commended by the Decision of the Sichuan Provincial Party Committee and the Sichuan Provincial People's Government on Commending the Advanced Collective and Individual in Earthquake Relief for the 4.20 Lushan Earthquake in Sichuan Province (Sichuan Committee [2013] No.255) had their written test scores reduced to 65,435 when they applied for civil servants in our city.
At the same time, in line with the provisions of the earthquake relief award bonus points, not cumulative, according to the highest bonus points.
Applicants who meet the above-mentioned bonus points must send a copy of the admission ticket, the original and copy of the meritorious service certificate, the commendation document and other relevant supporting materials and their contact telephone numbers to the Civil Servant Division II of the Organization Department of the Municipal Party Committee (address: Room 208, Building 2, No.82 Duchang Street, Cuiping District) before1October 29th (working day). Failing to submit the certification materials within the specified time, it shall be deemed as giving up the qualification of extra points and not giving extra points.
4. Results query: The written test results of all subjects were published in the column of "Personnel Examination" in official website, Department of Human Resources and Social Security of Sichuan Province in late February, 65438. If you have any questions due to special circumstances such as absence from the exam, violation of discipline, zero score, etc., you should log in to the registration website within 2 days from the date of publication of the results and submit an application for verification. The verification results will be published on the website within 3 working days after the application is completed. Calculation method of written test scores:
Written test score = administrative professional ability test score ×30%+ application score ×30%+ written test bonus.
(2) Interview qualification examination
According to the candidates' written test scores, the list of people who enter the interview qualification examination is determined from high score to low score according to three times the number of places to be hired (those who are absent from the written test and those who violate discipline and discipline are not allowed to enter the interview qualification examination). If the last written test candidate who intends to enter the interview qualification examination has the same score, the tied personnel will enter the interview qualification examination together. If the number of people who enter the interview qualification examination is less than 3 times that of positions, all those who pass the written examination of the position will enter the interview qualification examination.
The announcement of qualification examination was published on Yibin Personnel Examination Network. Candidates bring 1 registration information form (with photos), valid ID card, graduation certificate, degree certificate (positions with clear degree requirements), household registration certificate (positions with clear examination scope) and other certificates and materials required by the recruiting unit, and go to the designated place for interview qualification examination within the specified time. Among them, special applicants must meet the following procedures:
1.2023 The fresh graduates of colleges and universities shall issue their student ID cards (if there is no student ID card or the information on major and education level on the student ID card is incomplete, the department, education level and major issued by the employment department of the graduates of their school shall be issued).
2. Overseas students who apply for the exam must issue a certificate of academic degree certification from the Ministry of Education. Candidates can log on to China Study Abroad Network and follow the relevant requirements and procedures.
3. Unless otherwise stipulated by the state, such provisions shall prevail.
Vacant positions that fail to pass the interview qualification examination or are voluntarily abandoned shall be filled by candidates who apply for the same position according to the written test scores from high to low. Substitutes need to be interviewed before entering the interview. If the number of qualified personnel is less than 3 times that of the post, all qualified personnel in the post will enter the interview.
Those who fail to participate in the interview qualification examination within the prescribed time limit shall be regarded as candidates' automatic waiver of interview qualification. Those who pass the interview qualification examination shall pay the interview examination fee of 80 yuan according to the provisions of document No.539 [2022] of Sichuan Development and Reform Price Regulation.
(3) Interview
Those who have passed the interview qualification examination shall attend the interview with their valid resident ID card, interview notice and relevant supporting materials. According to the order of the total test scores from high to low, the positions to enter the physical examination and inspection are determined equally. If the total score of the exam is the same, the ranking will be determined by the written test results; If the written test results are still the same, the ranking will be determined by the results of the administrative professional ability test and the application.
(1) Physical examination
The physical examination shall be carried out in the medical institutions designated by the provincial and municipal departments in charge of civil servants. The physical examination shall be carried out in accordance with the Notice of Ministry of Human Resources and Social Security, the National Health and Family Planning Commission and the National Civil Service Bureau on Amending the General Standard for Civil Servant Physical Examination (Trial) and the Manual for Civil Servant Physical Examination (Trial) (Ministry of Human Resources and Social Security Fa [2065]140). From the announcement to the implementation of this public medical examination, if the state introduces new medical examination regulations, they shall be implemented in accordance with the new regulations.
For positions where the actual number of people who participated in the interview did not reach 3 times of the employment quota, the total score of those who intend to enter the medical examination shall not be lower than the minimum total score of those who have reached the interview opening ratio in this open recruitment (excluding the replacement personnel). If the medical examination is unqualified or vacancies automatically appear, with the consent of the Organization Department of the Municipal Party Committee, the candidates who apply for the same position can be replenished from high score to low score (the total score of the replacement personnel shall not be lower than the minimum total score of the medical examination personnel who have reached the interview opening ratio in this open recruitment).
Recruiting units or candidates who have doubts about the results of the physical examination items that have not been re-examined on the same day or on the spot may request re-examination within 7 days from the date of receiving the notice of the conclusion of the physical examination. The re-examination is only conducted once, and only the items that have an impact on the physical examination conclusion are re-examined. The conclusion of physical examination shall be subject to the re-examination results. Those who fail the physical examination shall not enter the next examination procedure.
