Chapter I General Provisions

Article 1 In order to meet the requirements of the development of socialist market economy and the dynamic management of project cost, so that the pricing information of construction project cost can reflect the changes of market price in a timely, accurate and objective manner, and it is convenient for both parties to the contract and relevant units to determine the price reasonably, these measures are formulated in accordance with the Interim Measures for the Management of Construction Contracts and Contract Prices.

Chapter II Settlement Price

Article 6 The settlement price refers to the price that must be executed when determining the project cost. If both parties to the contract think that it should be adjusted, it should be made clear in the contract. It mainly includes the pre-calculated price and price difference adjustment coefficient of the designated varieties of building materials approved by the provincial engineering cost management stations of cities, prefectures and States, as well as manual price adjustment.

Article 8 The varieties of building materials indicated by the post adjustment coefficient shall be determined by the municipal, prefectural and state engineering cost management institutions according to the specific circumstances, except for the varieties of building materials subject to settlement price and market information price management.

Article 15 The market information price of ordinary materials other than the settlement price shall basically meet the budget needs of compiling general construction projects and supporting water, heating, electricity and sanitation projects, and shall be calculated and compiled by the city, prefecture and state cost management agencies in the same way as the settlement price of building materials.

Chapter IV Price Risk Coefficient

Article 16 The price risk coefficient refers to the predicted value of the change trend of the project cost during the construction period when the pre-tender price of the project is determined and the bid price or contract cost of the fixed-price bidding of the project is determined.

Article 17 In order to reasonably determine the cost of a construction project, do a good job in the pre-tender estimate and bidding quotation of a bidding project, reduce economic disputes in the construction process, and ensure the construction quality and construction period, the project price risk coefficient shall be calculated and published regularly.

Article 18 The project price risk coefficient shall be predicted by the municipal, prefectural and state engineering cost management institutions for projects with different purposes, different structural types, different scales, different specialties and construction period within one year, and shall be released after being examined and approved by the provincial engineering cost management station for reference by the employer and the contractor.

Article 19 The adoption of project price risk coefficient is the independent behavior of the parties to a construction project contract to predict the market, which is determined in the construction contract.
