1, in case of any of the following circumstances, the chief supervision engineer may issue a project suspension order;
(1) The construction unit requires to suspend construction, and the project needs to suspend construction;
(2) In order to ensure the engineering quality, work must be stopped;
(3) There are potential safety hazards in the construction, and the chief supervision engineer thinks it necessary to stop work to eliminate the potential hazards;
(4) In case of emergency during construction, the construction must be temporarily stopped;
(5) The construction unit carries out construction without permission, or refuses to be managed by the project supervision organization.
2. The project suspension order must be issued by the chief supervision engineer (other supervisors of the supervision institution have no right to instruct the construction unit to suspend construction by other supervision forms and means such as the notice of the supervision engineer). The chief supervision engineer shall seek the consent of the construction unit before issuing the project suspension order. If the consent of the construction unit cannot be obtained in time due to an emergency, the supervision institution shall issue a project suspension order to the chief supervision engineer within 24 hours.
3. When the chief supervision engineer issues an order to suspend the project, the scope of shutdown shall be determined according to the influence scope and degree of the suspended project.
4. When the cause of shutdown disappears and the conditions for resumption of work are met, the chief supervision engineer shall sign the application form for project commencement/resumption of work submitted by the construction unit in time and instruct the construction unit to continue construction (verbal notice is strictly prohibited).
5. The chief supervision engineer shall, during the period from the issuance of the project suspension order to the project commencement/resumption report, distinguish the reasons for shutdown and the attribution of responsibilities in conjunction with relevant parties according to the provisions of the construction contract, and cooperate with the construction unit to deal with the construction period and expenses caused by the project suspension.
6. When the general manager, deputy general manager, chief engineer and project manager of the supervision unit patrol the construction site, they find that the supervision institution violates the above provisions, and the supervision unit will impose fines, demotion or dismissal on those responsible according to the degree of harm.
