The traffic administrative department of the public security organ shall, in addition to imposing administrative penalties on road traffic safety violations of motor vehicle drivers, implement a cumulative scoring system for road traffic safety violations according to law.
Seventy-third one of the following acts, after education, given a verbal warning and punishment:
(a) foreign drivers are not familiar with the road and drive into the forbidden road;
(2) Hanging or placing objects that obstruct the driver's sight in the front and rear windows of the cab of a motor vehicle;
(three) when the motor vehicle is running, the door and carriage are not closed;

(seven) pedestrians do not obey the traffic signals;
(eight) other minor traffic safety violations, which did not affect traffic safety and traffic.
Article 74 Pedestrians who cross traffic isolation facilities and skate, use skateboards, sit down, stay, play, sell, send articles, advertisements or beg in the roadway shall be given a warning or fined from 5 yuan to 50 yuan.
Seventy-fifth driving a non-motor vehicle has one of the following acts, a warning or a fine of more than 5 yuan and less than 50 yuan:
(1) Driving in the reverse direction;
(2) drunk driving;
(three) in violation of the provisions of manned or driving speed of more than 15 km;
(4) Entering the expressway;
(five) do not get off when crossing the motorway;

Seventy-sixth driving a motor vehicle has one of the following acts, a warning or a fine of more than 20 yuan and less than 50 yuan:
(a) do not avoid the road maintenance vehicle, engineering work vehicle is working;
(2) Not honking the horn as required, or honking the horn in an area or road section where honking is prohibited;
(three) when passing through a water channel or a water bridge, it is impossible to pass at a low speed;

(6) Failing to affix inspection marks or insurance marks, or failing to carry a driving license or driver's license;
(seven) parking or temporary parking in violation of regulations, obstructing the passage of other vehicles and pedestrians, and the driver is not at the scene;
(eight) the driver or passenger fails to use the seat belt according to the regulations.
Seventy-seventh driving a motor vehicle has one of the following acts, a warning or a fine of more than 50 yuan 100 yuan:
(a) in violation of the provisions of alternate traffic or transfer;
(two) driving in violation of the provisions on the road dividing motor vehicle lanes, non-motor vehicle lanes and sidewalks;
(three) on the road with special lanes, the use of special lanes in violation of regulations;
(four) in case of motor vehicles waiting in line or driving slowly, stop at crosswalks and mesh lines;
(five) not driving at a low speed or avoiding pedestrians in the unit yard or residential area;
(six) reversing or reversing in violation of regulations;
(seven) in violation of the provisions of the intersection;
(eight) in violation of the provisions of the railway crossing, ferry;
(nine) in violation of motor vehicle regulations;
(ten) not according to the provisions of the spray logo, enlarge the brand;
(eleven) in violation of regulations, spraying and pasting advertisements and logos on the glass parts of the car body;

Seventy-eighth driving a motor vehicle has one of the following acts, a warning or a fine of more than 100 yuan 150 yuan:
(1) The length, width and height of the goods exceed the provisions;
(2) The load overflows or scatters when the load is running;
(three) without approval, carrying out the over-limit items that affect traffic safety, not driving according to the prescribed time, route and speed, or not hanging obvious signs;
(4) Failing to wait, overtake or overtake in turn when the preceding vehicle is waiting in line or driving slowly;
(5) Calling or answering a mobile phone, viewing or sending short messages, watching video materials, smoking, barefoot, wearing slippers;
(six) in violation of the provisions of the trailer;

Seventy-ninth driving a motor vehicle has one of the following acts, a warning or a fine of more than 200 yuan 150 yuan:

(eight) non passenger vehicles carrying more than the approved number of passengers;
(nine) in violation of the prohibition signs and markings;
(ten) parking on the road with isolation facilities between motor vehicle lanes and non-motor vehicle lanes and sidewalks;
(eleven) parking at intersections, railway intersections, sharp detours, narrow roads, bridges, steep slopes, tunnels, bus stations and first aid stations with a width of less than 4 meters;
(twelve) parking in key areas and key sections stipulated by the people's governments at or above the county level;
(thirteen) the driver's license is lost or damaged and still driving a motor vehicle;
(fourteen) after the traffic accident, do not obey the command of the traffic police, causing traffic jams;
(fifteen) carrying dangerous goods in violation of regulations;
(sixteen) do not move the mobile faulty vehicle to a place that does not hinder traffic;
(seventeen) driving for more than 4 hours without stopping, or parking for less than 20 minutes;

(twenty) other motor vehicles spray special or similar logo patterns for police cars, fire engines, ambulances and engineering rescue vehicles;
(twenty-one) taking psychotropic drugs or narcotic drugs under state control, or being overtired;
(twenty-two) spraying and pasting materials on motor vehicles that affect the reception of traffic technical monitoring information;
(twenty-three) in violation of the provisions of the car, a car accident;
(twenty-four) to change the registered structure, structure or characteristics of motor vehicles without authorization;
(twenty-five) driving a local motor vehicle with an army or armed police driver's license;
(twenty-six) driving a motor vehicle in violation of regulations during the internship period;

Article 80 Whoever drives a motor vehicle and commits one of the following acts in violation of highway traffic management shall be fined between 65,438 yuan and 65,438 yuan in 200 yuan:

Article 81 If a motor vehicle is under any of the following circumstances, the owner or driver of the motor vehicle shall be fined between 65,438 yuan and 200 yuan:
(1) Failing to apply for registration within the prescribed time limit;
(two) did not participate in the motor vehicle safety technical inspection within the prescribed time limit, or did not apply for the motor vehicle inspection mark within the prescribed time limit;
(3) Failing to handle the transfer registration as required;
(4) Failing to go through the vehicle change registration as required.
Article 82 If a domestic motor vehicle driver fails to go through the relevant formalities as required to drive a foreign motor vehicle that has temporarily entered the country, he shall be fined between 65,438 yuan and 5,000 yuan.
Eighty-third motor vehicle coaches in violation of the relevant provisions in the process of coaching, more than 200 yuan 100 yuan fine.
Eighty-fourth highway passenger vehicles carrying passengers in excess of the rated number or carrying goods in violation of regulations shall be punished in accordance with the following provisions:
(a) more than the rated number of less than 20%, a fine in 200 yuan;
(two) more than 20% and less than 50% of the rated number, a fine of 1000 yuan;
(three) more than 50% of the rated number, a fine of 2000 yuan;
(four) in violation of the provisions of the cargo, more than 500 yuan 1000 yuan fine.
Freight motor vehicles that exceed the approved load quality or carry passengers in violation of regulations shall be punished in accordance with the following provisions:
(a) more than 30% of the approved load quality, a fine in 200 yuan;
(two) more than 30% and less than 50% of the approved load quality, a fine of 1000 yuan;
(three) more than 50% of the approved load quality, a fine of 2000 yuan;
(four) in violation of the provisions of the passenger, more than 500 yuan 1000 yuan fine.
In case of any of the acts mentioned in the preceding two paragraphs, after the traffic administrative department of the public security organ detains the motor vehicle according to law, the driver shall transfer the overloaded passengers and unload the overloaded goods, and the expenses shall be borne by the driver or owner of the overloaded motor vehicle.
Eighty-fifth motor vehicles driving on roads with a speed limit of less than 60 kilometers exceed the prescribed speed by less than 50% or driving on expressways by less than 20% shall be given a warning.
Driving on a road with a speed limit of less than 60 kilometers, if the speed exceeds the prescribed speed by more than 50% (excluding) and fails to reach 100%, 300 yuan will be fined; 500 yuan will be fined for exceeding the prescribed speed 100%.

(3) If the speed limit exceeds 50% on the road above100km (excluding100km), a fine of 1500 yuan will be imposed; Driving a passenger motor vehicle, a medium-sized truck or a dangerous chemical transport vehicle at a speed exceeding 50% per hour will be fined 2000 yuan.
Article 87 Whoever commits one of the following acts shall be punished in accordance with the following provisions:
(a) illegal installation of alarm and sign lamps, a fine of 1000 yuan;
(two) driving a motor vehicle without obtaining a motor vehicle driver's license, a fine of 2000 yuan; Driving a motorcycle, punishable by a fine of more than 200 yuan and less than 500 yuan; Driving a non-operating motor vehicle other than a motorcycle shall be fined above 500 yuan 1000 yuan;

(6) If escaping after a traffic accident does not constitute a crime, a fine of not less than 500 yuan but not more than 65,000 yuan shall be imposed on non-motor vehicle drivers, and a fine of not less than 65,000 yuan but not more than 2,000 yuan shall be imposed on motor vehicle drivers;
(seven) forcing motor vehicle drivers to drive motor vehicles in violation of road traffic safety laws, regulations and safety requirements, causing traffic accidents, which do not constitute a crime, and impose a fine of more than 2000 yuan 1000 yuan;
(eight) in violation of traffic control regulations, forced passage, do not listen to dissuasion, pedestrians or non motor vehicle drivers in 200 yuan fine, motor vehicle drivers in 500 yuan above 1000 yuan fine;
(9) Intentionally damaging, moving or altering traffic safety facilities, resulting in harmful consequences, which does not constitute a crime, shall be fined from 500 yuan to 1000 yuan;
(ten) illegal interception and detention of motor vehicles, do not listen to dissuasion, resulting in serious traffic jams or large property losses, a fine of more than 500 yuan 1000 yuan;
(eleven) driving a motor vehicle is inconsistent with the quasi-driving type specified in the driver's license, and a fine from 300 yuan to 500 yuan is imposed;
(twelve) driving a motor vehicle after the expiration of the driver's license, a fine of more than 200 yuan and less than 400 yuan.
(thirteen) the driver of a motor vehicle driving a motor vehicle on the road does not constitute a crime, and shall be fined more than 2000 yuan 1000 yuan;
(14) Units or individuals that organize and participate in road races without approval shall impose a fine of more than 2000 yuan 1000 yuan on the organizers or participants.

Article 88 Whoever drives an assembled motor vehicle or a motor vehicle that meets the scrapping standards on the road shall be confiscated, forcibly scrapped, fined 1000 yuan but not more than 2,000 yuan, and his motor vehicle driver's license shall be revoked.

Ninetieth tourist buses, Class III commuter buses, dangerous goods transport vehicles and school buses that fail to use satellite positioning devices and on-board video monitoring devices according to regulations shall be fined by the traffic management department of the public security organ in 200 yuan.
Article 91 Whoever drives a non-motor vehicle under any of the following circumstances shall be fined between 200 yuan and 500 yuan, and the non-motor vehicle may be detained:
(a) the non-motor vehicle that should be registered fails to apply for registration within the prescribed time limit;
(2) Forging, altering or using forged or altered non-motor vehicle license plates and driving licenses or using other non-motor vehicle license plates and driving licenses;
(3) Changing the motor vehicle number and body number of the non-motor vehicle registration;

Article 92 Whoever, in violation of regulations, obstructs the vehicle from the scene of a traffic accident, thus affecting road traffic safety and obstructing the passage of other vehicles and pedestrians, shall be fined between 200 yuan and 800 yuan.
Article 93 If the traffic administrative department of the public security organ fails to obtain the consent in accordance with the regulations, or fails to carry out the construction within the scope agreed by the traffic administrative department of the public security organ, the traffic administrative department of the public security organ may order the road construction operation unit to stop the illegal act and restore the traffic quickly, and impose a fine of 1000 yuan to 5,000 yuan according to law.
Article 94 The traffic administrative department of the public security organ may punish the owner or manager of illegal motor vehicles according to the traffic technical monitoring records or the verified road traffic safety violations reported by citizens. Those who can confirm the driver shall be punished according to law.
Ninety-fifth people's governments at all levels and their staff members are under any of the following circumstances, and the directly responsible person in charge and other directly responsible personnel shall be punished by the competent department according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:
(a) failing to implement the responsibility system for road traffic safety according to regulations;
(two) matters that should be heard and publicized are not publicized;
(3) Failing to carry out emergency treatment in accordance with the provisions for traffic accidents with heavy casualties or significant impact, resulting in the expansion of accident consequences.
Article 96 The traffic administrative department of the public security organ and its traffic police shall abide by the provisions of national laws and regulations and implement traffic safety management in accordance with legal authority and procedures. In violation of the provisions of these measures, one of the following acts, the directly responsible person in charge and other directly responsible personnel shall be punished by the competent department according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:
(1) Failing to issue a fine receipt or fill in the amount of the fine truthfully when collecting the fine on the spot;
(two) in violation of the prescribed conditions and procedures, make a decision on examination and approval or issue a permit or license;
(three) illegal detention of vehicles, motor vehicle driving license, driver's license, vehicle number plate;
(four) the use of vehicles detained according to law;
(five) after receiving a report of a traffic accident with heavy casualties or significant influence, concealing or delaying the report;
(six) distorting the facts and issuing false or untrue traffic accident confirmation;
(seven) illegal possession of public property by taking advantage of their powers, soliciting or accepting bribes, or abusing their powers to illegally impose administrative penalties;
(eight) other cases of dereliction of duty and failure to perform statutory duties.
Article 97 If road collapse, potholes, water damage and uplift seriously affect road traffic safety, or traffic accidents frequently occur on roads that have been put into use, and the local people's government orders them to make rectification within a time limit, and the maintenance department or management department fails to make rectification within the time limit or fails to make effective rectification, thus causing major road traffic accidents, the relevant personnel shall be investigated for responsibility according to law.
Ninety-eighth serious road traffic accidents, one of the following circumstances, the competent department of the person directly responsible for management shall be punished according to law:
(1) Making decisions on licensing conditions and procedures in violation of regulations, or issuing licenses or licenses;
(two) failing to carry out safety inspection in accordance with the provisions;
(three) only punish serious traffic violations without correction;
(four) there are major traffic safety hazards, which are not reported in time or rectified in time;
(five) there are other dereliction of duty, dereliction of duty, which does not constitute a crime.
