Since Hefei started the administrative license for online car sharing, 22 online car sharing platform companies, such as Didi Chuxing, Shouqi Yueche and Shenzhou, have been allowed to apply for the qualification certificate of online car driver 18594 and vehicle transportation certificate 14 105. At the same time, more than 79,000 non-compliant network car-related businesses were cleared, 2 157 illegal network car-related businesses were investigated, and 1 125 network car-related platform companies were filed.
According to the notification from Hefei Transportation Management Office, Didi Company, Harrow Travel Company and other two platform companies carry out so-called "hitchhiking" business activities without obtaining a business license, and their business information is not connected to the supervision platform of the competent department, so the charging standard is obviously higher than the actual fuel cost. It doesn't conform to the provisions of "encouraging and advocating public free mutual carpooling" or "sharing some travel costs" in the Guiding Opinions of the General Office of Hefei Municipal People's Government on Private Passenger Cars (Provisional). In fact, it engages in online carpooling business activities in the name of "hitchhiking", which not only disrupts the normal order of the urban passenger transport market, but also brings hidden dangers to people's safe travel.
Hefei Transportation Management Office reiterated that it is strictly forbidden for network car platform companies that have not obtained business licenses to engage in network car business activities without authorization or in the name of "hitchhiking", and it is strictly forbidden for network car platform companies that have obtained legal qualifications to provide social vehicles with operating network car information services in the name of "hitchhiking".
For illegal business practices, they will be "discovered together and investigated together"; For the network car platform companies that repeatedly punish and commit serious crimes, they will be severely punished according to relevant regulations and included in the "blacklist" of the credit system until the license is revoked; For the network car platform companies that have not obtained the business license of this city, if they find illegal operations, they will be punished according to law and the license will be strictly examined.
