Article 3 Accelerate the development of industries such as oil and gas, petrochemical industry, steel, information, automobiles, ships and marine engineering equipment, electric power, textiles, building materials, medicine, machinery, aerospace, new non-ferrous metal materials, forestry pulp and paper, and food; Actively develop emerging industries such as energy conservation and environmental protection, advanced equipment manufacturing, new materials, new energy, biomedicine, marine industry, new energy vehicles, and next-generation information technology; Vigorously develop modern logistics, finance, science and technology, commerce, exhibition, commerce, shipping services, tourism, culture and other modern service industries.
Article 4 Focusing on the industrial layout and development needs of the economic zone, priority should be given to supporting the construction of key infrastructure such as ports, highways, railways, airports, urban rail transit, water conservancy, information and ports in accordance with the principles of overall planning, trial first and appropriate advance.
Article 5 All industries and their supporting infrastructure projects that are the key development of the economic zone shall be given priority in the overall planning, special planning and regional planning of the national economic and social development of the autonomous region, in the major project plans promoted by the autonomous region as a whole, and in the national application for loans from international financial organizations and foreign governments. Among them, projects that meet the requirements for the use of government funds are given priority in the annual plan of investment projects in the central budget (national debt), the annual investment plan of investment projects in the fiscal budget of the autonomous region, and the preliminary work plan of the autonomous region, and are supported in the preliminary work funds.
