Article 8 After receiving the procurement demand put forward by the purchaser, the organ shall prepare the procurement documents in time. Article 9 A procurement project that meets one of the following conditions shall be demonstrated in the preparation of procurement documents:

(a) special equipment procurement projects;

(two) national or provincial and municipal key construction projects;

(3) Projects with complex technology or high technology content;

(four) other projects that the procurement supervision department believes should be demonstrated in the bidding documents.

The demonstration team is composed of authorized representatives of the purchaser and experts, with an odd number of more than 3 members, and the number of experts shall not be less than 2/3 of the total members of the demonstration team.

The demonstration team mainly demonstrates the qualifications, commercial terms, technical indicators, bid evaluation standards and methods of bidders (negotiators) in the procurement documents, and issues written demonstration opinions to ensure fair competition among potential suppliers.

Article 10 The agency shall submit the procurement documents to the purchaser for examination after completion, and the purchaser shall generally put forward the examination and confirmation opinions within 3 working days from the date of receiving the documents.

Article 11 After the tender documents are confirmed, they shall be reported to the procurement supervision department for the record.

Article 12 An organ shall issue a procurement announcement in accordance with the Measures for the Administration of Government Procurement Information Announcement.

Article 13 An agency shall keep strictly confidential the procurement documents it sells and properly keep relevant materials. The sales price of procurement documents shall be implemented in accordance with relevant regulations.

Article 14 After receiving the procurement documents, the supplier may raise objections to the contents within the prescribed time limit, and the organ shall adopt the fair and reasonable opinions of the supplier.

Article 15 If the tender documents need to be clarified or revised, the agency shall notify all suppliers who have obtained the tender documents in writing 0.5 days before the prescribed deadline for bidding. After receiving the clarification and modification documents, the supplier shall confirm them in writing. Clarify the revised contents as an integral part of the tender documents.
