With the approval of the Central Military Commission, the Regulations of China People's Liberation Army Petty Officers on Visiting Families and Vacations came into effect on June 5438+ 10/day, 2005, which is another important measure to protect the rights and interests of petty officers.

China implements a military service system that combines conscripts and volunteers. Soldiers in compulsory military service are called conscripts, and soldiers in voluntary military service are called non-commissioned officers. At present, the number of non-commissioned officers in the whole army has accounted for 47% of the total number of soldiers. The reporter interviewed Zang Guoqing, Minister of the Military Department of the General Staff Department, on the latest regulations on visiting relatives and vacations for non-commissioned officers in active service.

Petty officers' leave is divided into family leave and leave.

The "Regulations" clarify that non-commissioned officers enjoy two kinds of holidays: family leave (visiting parents and spouses) and vacation. Among them, vacations are only available to senior non-commissioned officers. The basic leave for non-commissioned officers to visit their parents is determined according to the length of service and marital status: unmarried non-commissioned officers enjoy two leave to visit their parents during their first-class term, with 20 days off each time; Enjoy visiting your parents once a year, with a holiday of 30 days; Five-level noncommissioned officers take 20 days off every year, and six-level noncommissioned officers take 30 days off every year; Married noncommissioned officers separated from their spouses have the right to visit their spouses once a year for 40 days; People who live apart from their parents have the right to visit their parents once every two years for 20 days. Non-commissioned officers' home leave does not include the holiday time of national statutory holidays.

Non-commissioned officers in difficult areas and special posts have increased their vacation time for visiting relatives.

The "Regulations" determine the corresponding increase in holiday time based on the category of difficult areas and the degree of post hardship, and on the basis that non-commissioned officers enjoy the basic holiday of home leave. Non-commissioned officers working in areas above 4500 meters above sea level will be given an additional 30 days for each vacation; Non-commissioned officers working in Tibet and other areas above 3,000 meters above sea level, as well as troops in Xisha and Nansha Islands, have an increase of 20 days for each vacation; The troops are not stationed in Tibet and areas above 3,000 meters above sea level, but I am on duty in the above areas all the year round, working in areas below 3,000 meters above sea level in Qinghai, working in the land borders of Xinjiang, Gansu, Inner Mongolia, Heilongjiang, Jilin, Liaoning, Yunnan and Guangxi, and working under the condition of nuclear radiation all the year round, the number of non-commissioned officers will increase by 10 day every holiday.

Generally, non-commissioned officers who are visiting relatives on leave cannot be recalled.

The "Regulations" emphasize that except for the mobilization order issued by the state and the tasks of fighting, emergency rescue and disaster relief, and first-class combat readiness, it is generally not allowed to recall non-commissioned officers who are visiting relatives for vacation; Non-commissioned officers whose work needs to be recalled and whose remaining holidays exceed 7 days should be arranged for compensatory time off in that year. The "Regulations" clearly stipulate that the home leave of non-commissioned officers studying in military academies is arranged during the winter and summer vacations. Non-commissioned officers who graduated from military academies, as well as non-commissioned officers directly recruited from local areas, enjoy the prescribed family leave from the second year after graduation or enlistment.

Cancel compensatory leave and incentive leave

It is clear in the "Regulations" that non-commissioned officers only enjoy family leave or vacation once a year, and those who did not enjoy it in that year shall not be accumulated across years. Due to special circumstances, with the approval of units above the regiment (brigade) level, non-commissioned officers can divide a year's holiday into two sections. The current policy of increasing 15 to 20 days' holiday for noncommissioned officers who did not visit relatives in that year will be cancelled from next year 1. At the same time, it is clear that non-commissioned officers are not allowed to take personal leave at will. If it is necessary to ask for leave for special reasons, the leave time shall be deducted from the current holiday; If there is no holiday in that year, it will be deducted from the holiday in the next year. In addition, it is clearly stipulated that no other kinds of holidays for visiting relatives are allowed except the statutory holidays stipulated in these regulations, which eliminates all kinds of arbitrariness from the system and ensures that the troops can handle affairs in accordance with the law and formally.

Spouses of noncommissioned officers who do not join the army can come to visit relatives once a year according to regulations, and the detention time is generally not more than 45 days. It should be noted that the opportunity for spouses of non-commissioned officers to come to the team should not only fully consider the wishes of non-commissioned officers, but also make unified planning and proper and careful arrangements according to the work of the army and the temporary housing turnover of the families of non-commissioned officers, so that spouses of non-commissioned officers can feel the care and warmth of the army during their coming to the team.
