Article 2 These Provisions shall apply to the production, sale, registration, road traffic and other activities of electric bicycles in Quzhou. The specific scope of the urban area shall be delineated by the Municipal People's Government and announced to the public.
Article 3 The term "electric bicycle" as mentioned in these Provisions refers to a special bicycle that meets the national standards. If the national standard is revised, it shall conform to the new standard.
Article 4 The management of electric bicycles shall follow the principle of legality and convenience, adhere to the combination of education and punishment, and guide electric bicycle drivers to form the awareness and behavior habits of safe and civilized travel.
Article 5 The municipal and district people's governments shall strengthen their leadership over the management of electric bicycles and establish and improve the working mechanism of coordinated management.
The relevant departments of the municipal and district people's governments shall perform the following duties according to law:
(a) the public security organ is responsible for the registration of electric bicycles and road traffic management;
(two) the quality and technical supervision department is responsible for the supervision and management of the production quality of electric bicycles;
(three) the market supervision and management department is responsible for the supervision and management of electric bicycle sales;
(four) the comprehensive administrative law enforcement department is responsible for the management of electric bicycles parked on urban sidewalks.
Economic and information technology, planning, transportation, housing and urban and rural construction, finance, education and other administrative departments. The management of electric bicycles should be done well according to their respective responsibilities.
Relevant departments should strengthen information sharing and law enforcement cooperation in the management of electric bicycles.
Article 6 The municipal and district people's governments and their relevant departments shall incorporate the construction of centralized parking places for non-motor vehicles and electric bicycles into urban planning.
When building pedestrian crossing facilities or parking lots, ramps should be set up to facilitate the passage of electric bicycles. New construction, renovation and expansion of public buildings, commercial blocks and residential areas shall be equipped with and built with centralized parking places for electric bicycles, and provide supporting facilities such as shading, rainproof and charging.
Encourage and support the establishment of electric bicycle service centers in centralized parking places for electric bicycles, and provide services such as charging, maintenance, insurance, driver education and training.
Article 7 The electric bicycle industry association shall strengthen industry self-discipline, formulate industry rules, standardize members' behaviors, guide members to produce and sell electric bicycles that meet national standards, and assist relevant departments to manage electric bicycles.
Article 8 State organs, enterprises and institutions, schools, news media, trade associations and other social organizations shall carry out education and publicity activities such as civilized driving of electric bicycles and road traffic safety laws and regulations in various forms to improve the operating skills and traffic safety awareness of electric bicycle drivers.
Article 9 Electric bicycles shall be subject to product announcement catalogue management. The municipal administrative department of economy and information technology shall promptly announce to the public the announcement catalogue of electric bicycle products of relevant provincial departments. Electric bicycles not listed in the product announcement catalogue shall not be sold and registered in urban areas.
The seller of electric bicycles shall publicize the announcement catalogue of electric bicycle products in a prominent position in the sales place, and promise to consumers that the electric bicycles they sell have been included in the announcement catalogue of products, which meets the requirements for registration and licensing in this Municipality.
If the electric bicycle purchased by consumers cannot be registered in this city because it is not listed in the product announcement catalogue, they may request replacement or return.
Article 10 An electric bicycle can only run on the road after being registered by the traffic administrative department of the public security organ, obtaining a driving license and hanging a number plate.
Twenty-second driving an electric bicycle on the road shall comply with the following provisions:
(a) take the initiative to avoid pedestrians;
(2) The maximum speed on non-motor vehicle lanes shall not exceed fifteen kilometers, and the maximum speed on mixed roads without non-motor vehicle lanes shall not exceed twenty kilometers;
(3) Turn on the lights of the electric bicycle when driving at night;
(4) Slow down when turning, changing lanes or stopping by the side, and turn on the turn signal or honk the horn in advance;
(5) Turn on the left turn signal or sound the horn in advance when overtaking, and overtake from the left side of the preceding vehicle after confirming that there is enough safe distance;
(6) Get off when the brake fails;
(7) When the non-motor vehicle lane is occupied and cannot pass normally, you can borrow the adjacent motor vehicle lane to drive on the right side in the blocked road section, and quickly drive back to the non-motor vehicle lane after passing through the occupied road section;
(eight) limited to minors under the age of twelve;
(9) The height of the load shall not exceed 150 cm from the ground, the width shall not exceed 15 cm from the handlebar, the front end of the length shall not exceed the wheel, and the rear end shall not exceed 30 cm from the body;

Regulations of Quzhou Municipality on the Administration of Electric Bicycles Article 33 Specific measures for the registration and insurance of electric bicycles shall be formulated separately by the Quzhou Municipal People's Government.
Thirty-fourth counties (cities) under the jurisdiction of Quzhou City, the management of electric bicycles, approved by the Quzhou Municipal People's government, can be implemented with reference to these provisions.
Article 35 These Provisions shall come into force on May 20 17 1 day.
