1. The owner fills in the Application Form for Motor Vehicle Registration, Transfer and Cancellation of Registration/Transfer, and carries the original ID card, motor vehicle registration certificate, motor vehicle driving license and the certificate of loss of motor vehicle issued by the relevant departments, then the account can be closed, and the handling fee is free.
2. Legal basis: Article 13 of the Road Traffic Safety Law of the People's Republic of China
Motor vehicles driving on the road after registration shall, in accordance with the provisions of laws and administrative regulations, carry out regular safety and technical inspections according to different conditions such as the purpose of the vehicle, the number of passengers and cargo, and the service life.
Providing motor vehicle driving license and motor vehicle third party liability compulsory insurance policy shall be inspected by motor vehicle safety and technical inspection institutions, and no unit may attach other conditions. To meet the national technical standards for motor vehicle safety, the traffic administrative department of the public security organ shall issue inspection marks. Specific measures shall be formulated by the State Council. If the technical inspection of motor vehicle safety is socialized, no unit may require motor vehicles to go to designated places for inspection. The traffic administrative department of the public security organ and the motor vehicle safety technical inspection institution shall not require motor vehicles to go to designated places for repair and maintenance.
Motor vehicle safety and technical inspection institutions shall strictly implement the charging standards approved by the competent price department of the State Council when collecting motor vehicle inspection fees.
2. What are the procedures for car cancellation?
1. The owner of a motor vehicle shall apply to the vehicle management office where the motor vehicle is under its jurisdiction for cancellation of registration and go through the cancellation procedures of the motor vehicle;
2. Submit cancellation materials, such as the Application Form for Cancellation of Motor Vehicle Registration; Original proof of the identity card of the motor vehicle owner;
3. The vehicle management office shall record the cancellation of registration on the motor vehicle registration certificate, and recover the motor vehicle number plate, motor vehicle driving license and motor vehicle registration certificate within one day after acceptance.
