Pan Yue was born in a Confucian family. When he was a teenager, he traveled with his father in Henan, Shandong and Hebei. When he was a teenager, he studied in imperial academy, Luoyang, and became an official in his twenties. He served as a powerful minister in the Jia Chong shogunate and later became a Beijing official.
