Definition: Filing units, also known as members of the whole clan, refer to the units or individuals that make up the whole clan.
Usually, an independent organ or organization is an archiving unit, and all the files it forms constitute a fonds.
Judging whether a unit is a filing unit mainly meets the following three conditions.
1. can independently exercise their functions and powers and write independently in their own names;
2. Accounting units or economic accounting units that independently prepare budgets;
3. There are institutions or personnel in charge of personnel and certain personnel appointment and removal rights.
The first condition above is a necessary condition, and the last two conditions are supplementary conditions.

The name of the fonds should list the names of the joint filing units, such as "China * * * Beijing Municipal Commission for Discipline Inspection (Beijing Municipal Supervision Commission) fonds".

Archives collection: refers to the collection of unknown, scattered and organized files in a certain way.
This kind of archives can be composed of "archives collection" according to its basic content, time, region and name, and compiled into a fonds number to be managed as a fonds.
Note: Document collection is a temporary management measure. Once the scattered files belong to the whole clan, they should still be managed by the corresponding whole clan.
