Promoting teaching by competition and exploring new ways of talent training. We will comprehensively promote the ideological and political construction of college courses, further promote the construction of new engineering, new medicine, new agricultural science and new liberal arts, continuously deepen the reform of innovation and entrepreneurship education, lead the profound changes in the talent training paradigm of various schools, form new concepts and standards of talent training quality, and effectively improve students' innovative spirit, entrepreneurial awareness and innovative and entrepreneurial ability.
Promote learning by competition and cultivate a new force of innovation and entrepreneurship. Service to build a new pattern of development and a high degree of self-reliance, stimulate students' creativity, encourage young people to take root in the land of China to understand the national conditions and people's feelings, increase their wisdom and talents in innovation and entrepreneurship, firmly pursue their ideals, seek truth from facts and innovate, integrate their passionate youth dreams into the great Chinese dream, and strive to grow into promising talents with both ability and political integrity.

Fourth, the content of the competition
(1) Major events. Including high school leaders track, "Youth Red Dream Tour" track, vocational education track, budding track and industrial proposition track.
(2) "Dream Tour of Red Youth" activity.
(3) Concurrent activities. That is, "Creating Fruits"-the International Exhibition of College Students' Innovative and Entrepreneurial Achievements, "Creating Hongqiao"-the Matchmaking Meeting of Excellent Project Resources of the Competition, and "Creating the Future"-the President Forum of World Higher Education Development for New Engineering, New Medicine, New Agricultural Sciences and New Liberal Arts.
Verb (abbreviation of verb) organizational structure
(1) The contest was co-sponsored by the Ministry of Education, the United Front Work Department of the Central Committee, the Office of the Central Cyber Security and Informatization Committee, the National Development and Reform Commission, the Ministry of Industry and Information Technology, Ministry of Human Resources and Social Security, the Ministry of Agriculture and Rural Affairs, the China Academy of Sciences, the China Academy of Engineering, China National Intellectual Property Administration, the National Rural Revitalization Bureau, the Central Committee of the Communist Youth League and the Chongqing Municipal People's Government, and was undertaken by Chongqing University.
(II) The Organizing Committee of the Contest (hereinafter referred to as the Organizing Committee of the Contest) shall be established, with the principal responsible comrades of the Ministry of Education and Chongqing Municipal People's Government as directors, the principal responsible comrades of the Ministry of Education and Chongqing Municipality as deputy directors, the principal responsible comrades of Ministry of Education of the People's Republic of China as secretary-general, and the responsible comrades of relevant departments (units) as members, responsible for organizing and implementing the contest.
(3) The competition shall set up an expert committee to be responsible for the project review.
(4) A discipline supervision committee shall be established for the contest, which shall be responsible for supervising the organization of the contest, the evaluation of the participating projects, and the related work of the co-organizers, and handling the acts violating the discipline of the contest.
(5) The final contest is supported by the title of China Construction Bank, and the provincial education administrative departments can actively seek the sponsorship and support of the branches of China Construction Bank for provincial competitions.

Entry requirements for intransitive verbs
(1) The participating projects can closely combine the actual needs of various fields of economy and society, fully reflect the achievements made by colleges and universities in the construction of new engineering, new medicine, new agricultural science and new liberal arts, cultivate new products, new services, new formats and new models, promote the transformation and upgrading of industries such as manufacturing, agriculture, health, energy, environmental protection and strategic emerging industries, and promote digital technology and education, medical care, transportation and so on.
(2) The participating projects should promote positive energy, practice socialist core values, and be true, healthy and legal. It shall not contain contents that violate the Constitution of People's Republic of China (PRC) and other laws and regulations. The inventions, patented technologies and resources involved must have clear and legal intellectual property rights or property rights. If you plagiarize, steal other people's achievements, provide false materials and other acts that violate the relevant laws and regulations and the spirit of the competition, you will immediately lose your qualifications, awards and other related rights and bear all legal responsibilities.
(3) Only one track that meets the requirements can be selected for the competition. The participating schools represented by the participating teams are determined according to the leader's school status or academic qualifications, and the participating schools are unique. Teams must fill in and submit the materials involved in the project on time and truthfully in the registration system. Projects that have won gold and silver medals in previous finals of this competition cannot register for this competition.
(4) Participants (excluding teachers who are members of the industry proposition track) are not over 35 years old (1 born on or after March/987).
(five) the provincial education administrative departments and relevant schools should strictly review the entries to ensure the compliance and authenticity of the entries. The evaluation mainly includes the qualifications of the competition and the scientific and technological achievements, intellectual property rights, financial status, operation and honorary awards involved in the project.
Seven, the competition system
(1) The competition mainly adopts the three-level competition system of school-level preliminary competition, provincial rematch and final competition (excluding budding track and international competition). The school-level preliminaries are organized by universities, the provincial rematch is organized by local governments, and the finals are selected and recommended by local governments according to the quota determined by the organizing Committee of the competition. The organizing committee of the competition will comprehensively consider the number of local registration teams (including the number of invited international competitions), the number of participating institutions, innovation and entrepreneurship education and other factors to allocate the final places.
(II) The contest * * * produced 3,500 finalists (the number of entries from Hong Kong, Macao and Taiwan is listed separately), including 2,000 advanced tracks (1.500 domestic projects and 500 international projects), 500 "Youth Dream Tour" tracks, 500 professional tracks, 200 budding tracks and 300 industrial proposition tracks.
(3) The total number of short-listed projects selected by colleges and universities in Gaojiaozi track shall not exceed 5, and the short-listed projects selected by colleges and universities in "Youth Red Dream Tour" track and vocational education track shall not exceed 3 respectively. The total number of selected projects for each proposition in the industrial proposition track of each college shall not exceed 3. The total number of projects selected for the national finals by schools in Germination Track shall not exceed 2.
Eight. Schedule
(1) Entry (April-July 2022). Teams can log on to the National College Students' Entrepreneurship Service Network (website: cy.ncss.cn) or the official WeChat account (named "National College Students' Entrepreneurship Service Network" or "China Internet Top Ten College Students' Innovation and Entrepreneurship Competition") to register. In the "data download" section of the service network, you can download the student's operation manual to guide you to sign up for the competition, and the official WeChat account can consult the competition. The evaluation rules will be announced in the near future. For details, please visit the National College Student Entrepreneurship Service Network. Provincial education administrative departments and relevant schools are responsible for reviewing the qualifications of contestants.
The opening time of the registration system is April 15, 2022, and the deadline for registration is decided by each place according to the arrangement of the rematch, but not later than July 3 1 day. International entries will be registered in official website (website: www.pilcchina.org) through the Global Youth Innovation Leaders * * * Promotion Association, and specific arrangements will be announced separately.
(2) preliminaries and semi-finals (June-August 2022). Schools from all over the country log in to cy.ncss.cn/gl/login for competition management and information viewing. Provincial users log in with the account issued by the organizing Committee of the competition, and the school-level account is managed by provincial users. The competition links and scoring methods of the preliminaries and semi-finals shall be decided by the schools and localities themselves. The organization of the competition shall meet the requirements of the local COVID-19 epidemic normalization prevention and control, and an emergency plan shall be formulated. All localities should complete the provincial semi-finals and the selection of finalists before August 15 (recommended projects should be ranked for final reference). The selection and recommendation of international entries will be arranged separately.
(3) Finals (June 5438 +2022 10). There are gold, silver and bronze prizes in the contest; There are also provincial and municipal organization awards, college collective awards and several individual awards. The finalists will enter the finals live competition through online evaluation and conference evaluation, and decide on various awards. The organizing committee of the competition provides services such as project display, entrepreneurship guidance, talent recruitment and resource docking for the participating teams.
