Article 3 The land space planning shall implement the requirements of land space development and protection put forward by the national development plan in detail, make overall arrangements for functional spaces such as agriculture, ecology and towns, and delineate and implement permanent basic farmland, ecological protection red line and urban development boundary.
Land space planning should include the pattern of land space development and protection, the layout, structure and use control requirements of planned land. Clarify the quantity requirements of cultivated land, the scale of construction land, the scope of land reclamation prohibition, coordinate the layout of land for infrastructure and public facilities, comprehensively utilize the above-ground and underground space, reasonably determine and strictly control the scale of new construction land, improve the level of land conservation and intensive utilization, and ensure the sustainable use of land.

The results of the national land survey will be announced to the public after being approved by the State Council. The results of local land survey are audited by the people's government at the same level, and announced to the public after being approved by the people's government at the next higher level. After the national land survey results are published, the local people's governments at or above the county level may publish the land survey results in their respective administrative areas step by step from top to bottom.
Land survey results are an important basis for national spatial planning, management, protection and utilization of natural resources.
Technical regulations for land survey shall be formulated by the competent department of natural resources of the State Council jointly with relevant departments.
Article 5 The competent department of natural resources in the State Council shall, jointly with relevant departments, formulate land grading standards.
The competent department of natural resources of the people's government at or above the county level shall, jointly with relevant departments, evaluate the land grade according to the land grade evaluation standard. The results of local land grading are audited by the people's government at the same level, approved by the competent department of natural resources of the people's government at the next higher level and announced to the public.
According to the national economic and social development, the land grade is re-evaluated every five years.
Article 6 The competent department of natural resources of the people's government at or above the county level shall strengthen the informatization construction, establish a unified land and space basic information platform, implement the whole process management of land management informatization, dynamically monitor the land use situation, establish a land management information sharing mechanism with relevant departments such as development and reform, housing and urban and rural construction, and disclose land management information according to law.
Seventh people's governments at or above the county level shall strengthen the management of cadastre, establish and improve the cadastral database.
