In order to give full play to the enthusiasm and creativity of the Self-management Committee, establish an example image of the Self-management Committee, build an elite team on campus, strengthen the sense of responsibility of student cadres, and optimize internal management, these Articles of Association are specially formulated.
Chapter I General Principles
Article 1 The full name of the Association is chongqing technology and business university College Students' Self-management and Service Committee, which is a student self-governing organization under the guidance of the Student Affairs Department of the Party Committee of the school. All the activities of this association are carried out within the scope permitted by the national constitution, laws, regulations, school rules and regulations.
The second work concept: stress politics and obey; Emphasize dedication and service; Talk about innovation and development.
Article 3 Organizational purposes: self-education, self-management, self-service, self-discipline, self-supervision and self-improvement.
Article 4 Work objective: To guide and serve classmates, establish an image and make progress together.
Article 5 The principle of democratic centralism shall be practiced within self-determined organizations.
(1) The Presidium is produced by competitive recruitment, which serves the whole school under the leadership of the Student Affairs Office and is supervised by the teachers and students of the whole school;
(two) the cadres of each center (department) are selected by the presidium, responsible for them and supervised by them;
(three) the division of functions and powers between the presidium and the centers shall follow the principle of giving full play to the initiative and enthusiasm of the centers under the unified leadership of the presidium.
Article 6 All departments of the CPC Central Committee implement the principle of streamlining, post responsibility system, personnel training and assessment system, and constantly improve the quality and efficiency of work.
Chapter II Basic Tasks and Duties
Article 7 This Association implements the Party's educational policy, practices the socialist core values, and guides and unites all students to love the motherland, love the school, study hard, and strive to grow into compound, applied and high-quality outstanding college students in the new era.
Article 8 This Association is a student self-governing organization that helps schools build a good order and environment for study and life. By participating in the democratic management of student affairs, we can promote unity and communication among students and between students and faculty, strengthen the ties between schools and students, maintain school rules and discipline, advocate good school spirit and study style, reflect students' opinions, suggestions and demands in time, safeguard students' legitimate rights and interests, and mobilize and organize all students to build a beautiful industrial and commercial university.
Chapter I Organizational Members
Article 9 Election conditions: Undergraduates and junior college students with chongqing technology and business university status, those who recognize and abide by the articles of association, and those who are selected by the association personnel can become members of the association.
Article 10 Rights of Members
The right to vote and stand for election. Have the right to recommend candidates or recommend themselves to undertake the organization and management of the association;
(two) have the right to supervise, discuss, consult and make suggestions on the work of this association. Have the right to put forward questions, opinions and suggestions on the work of this association;
(three) the right to participate in various activities organized by the association;
(4) Have the right to ask this Association to safeguard the legitimate rights and interests of its members and enjoy all the services provided by this Association;
(5) Have the right to give up membership.
Article 11 Obligations of members:
(a) support the party's line, principles and policies, and consciously keep consistent with the CPC Central Committee politically. Adhere to the four cardinal principles, consciously strengthen ideological and moral cultivation, care about state affairs, and abide by state laws and regulations;
(two) study hard and creatively complete the learning tasks stipulated by the school;
(3) Abide by the school rules, respect the teaching staff, unite students, and safeguard the reputation of the school and the reputation of the Committee;
(four) support and cooperate with the association to carry out various activities;
(5) Abide by the articles of association of this Association, implement the resolutions of this Association, and conscientiously complete the tasks assigned by this Association;
(six) without the consent of the organization, shall not leave without authorization.
Chapter IV Organizational Structure
Article 12: The General Self-Committee has a Secretary-General and a Presidium to co-ordinate the work of the General Self-Committee. The presidium consists of six functional departments: office, apartment community center, work-study program center, study style construction center, peer psychological help group and Orchid Lake management center.
Section 1 Secretary-General
Article 13 A university shall have two secretaries-general, who shall be teachers of the Learning Department (Division) of the Party Committee of the university.
Article 14 The Secretary-General shall be responsible for guiding, supervising and coordinating the work of the Chairman's Group of the Central Committee of communist party, China, and accepting the work report of the Chairman's Group.
Section 2 Presidium
Article 15 The Presidium is a permanent institution of The Central Committee of the Communist Party of China (CCCPC), which is produced through open recruitment and competition. It is led by the Education Department of the Party Committee of the school and guided by the Secretary-General. It is responsible for and reports on its work, and at the same time presides over the daily work of the Party Central Committee.
(1) Undergraduates and junior college students in chongqing technology and business university, who have worked for one year or more, can participate in the open recruitment competition for the chairman and vice-chairman of the National People's Congress;
(2) The chairman and vice-chairman of the Central Committee shall not serve for more than two consecutive terms;
Article 16 The chairman of the Great Self-Committee presides over the work of the Great Self-Committee in an all-round way, promulgates rules and regulations according to the decision of the Student Affairs Office (Department), appoints and dismisses ministers, awards medals and honorary titles to the Great Self-Committee, organizes exchanges with other students on behalf of the Great Self-Committee, receives representatives of other student organizations, and is the highest representative of the Great Self-Committee at home and abroad.
Article 17 The deputy director of the Great Self-Committee shall assist the director in his work and guide the related work of the center in charge. Entrusted by the chairman, the vice-chairman of the Central Committee may exercise part of the functions and powers of the chairman.
Article 18 The chairman and vice-chairman of the Central Committee of communist party, China shall exercise their functions and powers until the chairman and vice-chairman elected in the next public election take office.
Article 19 In the absence of the Chairman of the Central Committee, the Vice Chairman and Director of the Office of the Central Committee shall act as Chairman.
When the vice-chairman of the Central Committee is absent, the secretariat will consult with the presidium to select ministers from the central departments as vice-chairmen.
Section 3 Office
Article 20 Under the guidance of students, teachers and the Presidium, the Office coordinates the affairs of various committees in the Central Committee of the Communist Party of China, and consists of two departments: the Personnel and Finance Department and the Planning and Organization Department.
(1) Personnel Finance Department
1. Responsible for the procurement, storage and distribution of committee funds, finance and daily necessities;
2. Responsible for the drafting of self-appointed documents and filing and keeping of various materials;
3. Training and evaluating the members of the self-appointment committee;
(2) Planning organization department
1. Responsible for organizing and implementing large-scale activities such as the meeting of the CPC Central Committee;
2. Responsible for the publicity and reporting of the self-appointed committee and the selection and management of the reporter team, etiquette team and presiding team;
3. Be responsible for the contact and communication with student organizations on campus and off-campus work units;
Section 4 Apartment Community Center
Article 21 The apartment community center, under the guidance of teachers and the Presidium of the Apartment Management Section of the Party Committee of the school, manages the whole school apartment, the building management committee, the party member service station and the building assistance, and consists of three departments: the affairs service department, the cultural propaganda department and the supervision and inspection department.
(1) service department
1. Responsible for the management of the property and archives of the center;
2. Be responsible for the training, assessment and evaluation of center members and building cadres.
3. Assist the apartment management section to organize various meetings and do a good job in the daily management of dormitory resources;
(2) Cultural Propaganda Department
1. Responsible for the publicity and reporting of apartment work;
2. Responsible for the inspection and management of the publicity column, party member service station and study room of each building;
3. Assist the apartment management section to build apartment culture, create a good learning atmosphere and manage the website;
4. Responsible for the planning, organization and development of various apartment cultural activities in the apartment community;
(3) Supervision and inspection departments
1. Be responsible for the regular spot check and evaluation of the cleanliness, safety, lateness, surfing the Internet at night and the duty of counselors in the dormitories on each floor;
2. Be responsible for the skills training, performance appraisal and work supervision of the management committee cadres and floor assistants in each building of the school;
3. Responsible for building information collection, sorting and feedback.
Section 5 Work-study Program Center
Article 22 The Work-study Center, under the guidance of teachers and the Presidium of the Student Affairs Office of the Party Committee of the school, manages the economic difficulties and work-study work of the school as a whole, and consists of five departments: Human Resources Department, School Affairs Department, Propaganda Department, Market Development Department and Work-study Pavilion.
(1) Human Resources Department
1. Be responsible for the training and assessment of the center, and formulate the personnel demand plan;
2. Be responsible for the management of the center's finance and archives;
3. Responsible for guiding and supervising the related work of work-study institutions in colleges;
4. Responsible for the daily management and maintenance of university students' weekend cultural square;
(2) School Affairs Department
1. Responsible for the implementation of the specific funding scheme by the Financial Aid Office of the Student Affairs Office, and the daily management of the student source loan, the national student loan and the three assistances;
2 responsible for organizing the screening and information maintenance of students with financial difficulties in families;
3. Responsible for investigating the development of work-study activities in various colleges of the school, and timely reflecting the suggestions and opinions of students to the Student Affairs Office;
(3) Propaganda Department
1. Responsible for the publicity and website management of the work-study center;
2 responsible for the management and maintenance of the center website, timely collection, review and release of relevant network information;
3. Be responsible for keeping the inherent assets of the center.
(4) Market Development Department
1, responsible for the contact and coordination of work-study programs inside and outside the school;
2, responsible for off-campus work-study practice base research, inspection, negotiation and business contact; Actively negotiate with off-campus businesses and commit to establishing school-enterprise cooperation;
3. Responsible for safeguarding the rights and interests of work-study students.
(5) Work-study kiosk
1. Responsible for the management of part-time staff in newsstands;
2. Responsible for the daily management of newsstands;
Section 6 Study Style Construction Center
Article 23 Under the guidance of teachers and the Presidium of the Student Education Department of the Party Committee of the school, the Center for the Construction of Academic Atmosphere supervises and manages the construction of academic atmosphere of the whole school, and consists of three departments: the Investigation Department of Academic Atmosphere, the Supervision Department of Academic Atmosphere and the National Flag Class.
(1) Responsibilities of the research department
1. Responsible for assisting the Student Education Section of the Political and Educational Affairs Office to carry out special investigations such as style of study construction, classroom order inspection, classroom evaluation, inspection discipline and discipline; ;
2. Be responsible for the training and assessment of center personnel;
3. Be responsible for planning, organizing and publicizing the activities of the Center.
(II) Responsibilities of the regulatory authorities
1. Responsible for the selection, training, assessment and daily management of attendance personnel;
2. Responsible for the statistical reporting of attendance data of students and counselors;
3. Responsible for the coordination and feedback in daily affairs management.
(3) National Flag Class
1. Responsible for the selection, training, assessment and ideological education of new players;
2. Responsible for storing national flags, uniforms and other related items;
3. Responsible for the flag-raising ceremony of daily flag-raising and large-scale activities.
Section 7 Peer Psychological Support Group
Article 24 The Peer Psychological Assistance Group, under the guidance of the teachers and the Presidium of the College Students' Mental Health and Counseling Center Office of the Party Committee of the school, studies the psychological dynamics of the whole school students to solve their psychological problems, and consists of three departments: Information Liaison Department, Psychological Research and Counseling Department and Psychological Propaganda Department.
(1) Information Liaison Department
1. Responsible for the financial and file management of the center;
2. Responsible for the training and assessment of psychological liaison officers and center members in all classes of the school; .
(2) Psychological Research and Consulting Department
1. Responsible for psychological investigation and consultation of all students;
2. Responsible for assisting the office of college students' mental health counseling center to carry out psychological training and assistance;
3. Responsible for the planning and organization of center activities.
(3) Propaganda Network Department
1. Responsible for the maintenance and update of the spiritual navigation website;
2. Responsible for the editing and publishing of the Herald of Mind;
3. Be responsible for the publicity and reporting of the Center.
Section 8 Orchid Lake Management Center
Article 25 The Orchid Lake Management Center, under the guidance of the presidium, cooperates with ordinary colleges to guide and manage the freshmen of Orchid Lake, and consists of two departments: the Affairs Management Department and the Navigation Supervision Department.
(1) Navigation supervision department
1, responsible for supervising the work of navigation seniors;
2, responsible for assisting ordinary colleges and universities to carry out freshmen orientation and military training;
3. Responsible for contact with the Presidium of General Education College;
(2) Affairs Management Department
1. Responsible for the financial and file management of the center;
2. Be responsible for the training and assessment of center personnel;
3. Be responsible for organizing and planning the activities of the center;
4. Responsible for assisting the office to do a good job in the publicity and reporting of Orchid Lake.
Chapter V Supplementary Provisions
Article 26 These Articles of Association are applicable to all members of chongqing technology and business university College Students' Self-management and Service Committee.
Article 27 The Articles of Association shall come into force as of the date of formulation, and the original Articles of Association shall be abolished immediately.
Article 28 The abolition or amendment of the Articles of Association shall be proposed by the Presidium of the College Students' Self-management and Service Committee, and can only be implemented with the consent of more than two thirds of the cadres of the College Students' Self-management and Service Committee.
Article 29 The final interpretation right of the Articles of Association belongs to chongqing technology and business university College Students' Self-management and Service Committee.
