Matters needing attention after the revision of the implementation rules
(1) For newly registered enterprises, the establishment date of the enterprise shall prevail, which solves the problem that newly registered enterprises cannot apply for allocation indicators in the current year.
When a newly registered enterprise applies for the allocation index of the current year, the declared tax amount is the tax amount actually put into storage at the end of last month as of the application date. When applying for allocation indicators in the next year, it shall be treated as an old enterprise, but the tax amount corresponding to the number of indicators in the previous year shall be deducted when declaring tax amount.

3. The value-added tax and business tax declared by the newly registered enterprise are the taxes actually put into storage during the period of "this year 1 to the end of last month". The declared tax amount is the actual tax amount paid in the previous year, but the number of codes obtained in the previous year will be deducted when calculating the number of applicable codes.
(2) The individual application code shall be kept for 3 months from the date of approval, and can only be confirmed once within a validity period (i.e. within 3 months), and the validity period after approval after each confirmation shall be increased by 3 months on the basis of the original validity period.
