I. Purpose of the Association
Harbin SME Cooperative Development Service Association aims at promoting the healthy development of SMEs, abides by national laws and regulations, conducts industry self-discipline and management with reference to international rules, and serves its members wholeheartedly. Focusing on improving the market competitiveness, independent innovation and self-development ability of small and medium-sized enterprises, improving the quality and management level of small and medium-sized entrepreneurs, safeguarding the legitimate rights and interests of small and medium-sized enterprises and entrepreneurs, reflecting the suggestions and requirements of small and medium-sized enterprises, we will carry out various activities for small and medium-sized enterprises to explore the market and strengthen international exchanges and cooperation. Give play to the role of bridge and link between the government and small and medium-sized enterprises, and promote small and medium-sized enterprises to become stronger, bigger, faster and better.
Second, the internal structure and work functions
Harbin SME Association consists of five departments: member social service department; Financing service department; Training department; Department of Legal and Rights Protection Services; Outreach and information department. Its job responsibilities:
1, member social service department: review member-related affairs; Organize and carry out economic theory research and high-level forums for small and medium-sized enterprises; Timely reflect the opinions and requirements of small and medium-sized enterprises, and give full play to the role of the association as a bridge, link and staff assistant; Organize and carry out the selection and commendation publicity activities for outstanding small and medium-sized enterprises, advanced collectives of entrepreneurs and model workers; Entrusted by the relevant government departments, carry out business work such as qualification and qualification certification of small and medium-sized enterprises and management upgrading; To undertake various tasks entrusted by the competent government departments and relevant departments.
2. Financing service department: providing financial consultation, investment guarantee consultation and financial consultation for small and medium-sized enterprises; Strengthen contact and cooperation with financial institutions, guarantee institutions and intermediaries, and provide multi-channel investment and financing services for members and small and medium-sized enterprises.
3. Legal and Rights Protection Service Department: providing legal advice and rights protection services for members. Actively guide small and medium-sized enterprises to abide by the law and integrity, enhance professional ethics, and consciously assume social responsibilities; Strengthen cooperation with the complaint service center for rights protection of non-public enterprises, and safeguard and safeguard the legitimate rights and interests of small and medium-sized enterprises and their operators according to law.
4. Training Department: organize special activities of technical training and information consultation, and provide services such as entrepreneurship counseling, management consulting, technical support, enterprise informatization and talent training for small and medium-sized enterprises; Entrusted by the government, we will study and formulate the evaluation and recommendation system for professional managers, establish the qualification certification, evaluation and training, exchange and recommendation system for professional managers, and accelerate the professionalization and marketization of managers in small and medium-sized enterprises.
5. Outreach Information Department: providing timely information on economic policies and regulations for SMEs; Provide opportunities and channels for exchanges and cooperation at home and abroad, provide services such as talent introduction, project cooperation, exhibition and sales, actively develop contacts with small and medium-sized enterprise associations in large and medium-sized cities in China and foreign associations and chambers of commerce, and organize small and medium-sized enterprise members to participate in economic exchanges and cooperation with other provinces and cities, foreign enterprises and government departments; Summarize and popularize the advanced experience and management achievements of small and medium-sized enterprises; Promote brand building and independent innovation of SMEs.
Three. Development goals
Since its establishment, Harbin Small and Medium-sized Enterprise Cooperative Development Service Association has devoted itself to building a service organization for small and medium-sized enterprises with honesty and law-abiding, mutual assistance and cooperation, resource sharing, optimal allocation, smooth information flow and coordinated development, and has made positive contributions to promoting the rapid economic development of our city and building a well-off society in an all-round way. At present, strategic cooperation includes China Association for the Promotion of International Economic and Technical Cooperation, Zhongchuang Group, Zhenbaodao Group, Beidahuang Group, Zhonghe Group, Harbin People's Insurance Company, national authoritative inspection and testing institutions and other well-known domestic enterprises and institutions, involving machinery manufacturing, food processing, medicine, trade circulation, financial services and other fields.
In recent years, the association has established cooperative relations with Beijing, Shanghai, Guangzhou, Hangzhou and business associations, providing a platform for small and medium-sized enterprises in our city to participate in international competition, expand cooperation and exchanges, and carry out economic and technological cooperation. Expand cooperation and exchanges to promote the common growth of member enterprises.
