I. Organizational leadership and division of responsibilities
The Admissions Committee of the Autonomous Region and the Political Department of the Xinjiang Military Region have set up a leading group for the enrollment of military academies and national defense students in the autonomous region, with an admissions office under it. The director of the office is the director of the Admissions Office of the Autonomous Region, and the deputy director is the cadre department of the Political Department of Xinjiang Military Region and the leader in charge of Shihezi University. The staff consists of relevant personnel from the General Recruitment Department of the Admissions Office of the Autonomous Region, the Department of Cadres of the Political Department of the Xinjiang Military Region, and the China People's Liberation Army Reserve Officers Selection and Training Office of Shihezi University (hereinafter referred to as the Selection and Training Office). The office is mainly responsible for the leadership and coordination of political assessment, interview, physical examination and admission of military academies and national defense students. Local, state and municipal enrollment committees and military sub-district political departments should also set up corresponding institutions, organize and lead local, state and municipal enrollment offices and the People's Armed Forces Department according to the arrangements and requirements of military academies and national defense students' enrollment leading groups in the autonomous region, and assist military academies and national defense students' enrollment personnel to carry out related work.
Local, state and municipal admissions offices are responsible for notifying candidates and cooperating with relevant departments to conduct political assessment, interview and physical examination of candidates; Basic information of candidates in "Political Assessment, Interview Conclusion and Physical Examination Form for Recruiting High School Graduates from Ordinary Middle Schools and National Defense Students from Ordinary Colleges and Universities" (see annex 1); Cooperate with military divisions (People's Armed Forces Department) to organize and train local medical examiners; After the political examination, interview and physical examination, assist the interview and physical examination staff to report the candidates' political examination, interview and physical examination materials to the Autonomous Region Admissions Office.
As the military service organ of the people's government at the same level, the People's Armed Forces Department of the county (city, district) is mainly responsible for guiding and mobilizing qualified candidates to apply for military academies or national defense students in the enrollment work of military academies and national defense students; Responsible for the political assessment of candidates who apply for military academies and national defense students in counties (cities, districts); Handle the relevant enlistment procedures for recruiting candidates in military academies; In accordance with the Measures for Resettlement of Young Students in Military Academies after Suspension from School and the relevant provisions of the enrollment work of ordinary colleges and universities, * * * will do a good job in the transfer and resettlement of unqualified candidates and national defense students in military academies in conjunction with relevant colleges and local enrollment departments.
Second, the application conditions
1. fresh high school graduates from ordinary middle schools who have taken the national unified entrance examination for ordinary colleges and universities.
2. Unmarried under 20 years old (as of August 3 this year1).
3. Ordinary high school graduates (excluding reserve officers) who apply for military academies should be at least 17 years old (as of August 3 this year1).
4. Participated in the political assessment, interview and physical examination organized by the army, and the conclusions were all qualified.
Third, political assessment.
The political assessment of candidates in military academies and national defense students shall be organized and implemented by the People's Armed Forces Department of the county (city, district) where the candidates are registered, and the local admissions office, the middle school where the candidates are located and the police station where the candidates are registered should actively cooperate.
The content of applying for the political assessment of candidates in military academies and national defense students is in accordance with the Provisions on Political Conditions for Military Academies to Recruit High School Graduates from Ordinary Middle Schools and Military Academies to Receive Graduates from Ordinary Colleges and Universities (Zheng Lian [20065438+0] No.65438+0), and the standards are implemented in accordance with the Provisions on Political Assessment for Recruiting Citizens for Active Service and the Political Conditions for Recruiting High School Graduates from Ordinary Middle Schools in Military Academies. Its main contents include the actual performance of candidates, religious beliefs, motivation to apply for the exam, main family members and so on.
The political examination time is from June 13 to June 16, and candidates who apply for military academies and national defense students can participate. The county (city, district) People's Armed Forces Department, together with the county (city, district) Admissions Office and the public security department, forms an assessment team, and the leaders of the county (city, district) People's Armed Forces Department serve as the leader of the assessment team to organize political assessment. After the evaluation conclusion is made, it shall be signed by the head of the evaluation team. After the examination, the people's Armed Forces Department of the county (city, district) shall inform the candidate's middle school of the examination conclusion in time. If there is any objection to the conclusion of the review, the review team shall promptly organize a review. Those who pass the political examination shall bring their political examination form to the designated interview and physical examination place for interview and physical examination within the specified time.
Four. Interview and physical examination
The interview and physical examination time is from June 20 to June 22, organized and implemented by the Admissions Office of Xinjiang Military Region, with the cooperation of the Admissions Office of the Autonomous Region. The interview and physical examination staff will arrive at the interview and physical examination point before June 19.
There are four interview and physical examination points in Xinjiang, namely Urumqi Point, which undertakes the interview and physical examination of candidates in Urumqi, Changji, Turpan, Hami, Tacheng, Altay, Kuitun, Karamay and Shihezi. The physical examination is conducted in the 23rd Hospital of the People's Liberation Army in Urumqi. "Kashi Point": To undertake the interview and physical examination of candidates from Aksu, Kashgar, Hotan and Zhou Ke, and the physical examination will be conducted in the People's Liberation Army 12 Hospital in Kashgar. "Bazhou Point": to undertake the interview and physical examination of candidates in Bazhou, and the physical examination was conducted in the 273rd Hospital of the People's Liberation Army in Korla. "Yining Point": It undertakes the interview and physical examination of candidates from Yili and Bozhou, and the physical examination is conducted in Yining City 1 1 PLA Hospital.
At each interview and physical examination point, the interview leader and the responsible comrades of the Admissions Office where the candidates participated in this interview and physical examination point form an interview and physical examination leading group, which is responsible for the organization and coordination of the candidates' interviews and physical examinations. The local, state and city admissions offices where candidates are located should send staff to the interview and physical examination site to be responsible for the management and coordination of candidates in the local, state and city. The interview and physical examination of candidates applying for national defense students are carried out simultaneously with the recruitment interview and physical examination of military academies. Xinjiang Military Region and relevant inspection hospitals should strictly abide by the policies and regulations of physical examination interview, and implement the chief physician responsibility system and the publicity system of physical examination interview results. Candidates should bring a letter of introduction from the county (city, district) Admissions Office, my admission ticket and three recent two-inch bareheaded black-and-white photos when interviewing and having a physical examination. Candidates who have not participated in the political assessment and failed the political assessment shall not participate in the interview and physical examination. The travel expenses of the interview and medical examination personnel shall be borne by my work unit; Candidates' round-trip travel expenses, accommodation and medical examination fees are borne by themselves.
Each interview point has an interview group and a reconsideration group. The interview group consists of 1 cadres at or above the regimental level and 2 cadres at or above the battalion level, selected by the local military sub-division (garrison area); The reconsideration group consists of the political department of the local military division (garrison) 1 leaders and the local admissions office 1 leaders.
Interviews are mainly conducted by visual inspection, password adjustment and language communication. Visual inspection mainly evaluates the image temperament and behavior of candidates through observation; Password adjustment: the candidate acts according to the password issued by the interview staff, mainly evaluating the candidate's physical coordination ability and reaction ability; Language communication, through targeted questions to communicate with candidates, to understand candidates' motivation, logical thinking and language expression ability.
Interview conclusions are divided into qualified and unqualified, and the proportion of interview elimination should be strictly controlled within 20%. Candidates should be informed of the interview results on the spot. If the interview fails, you should explain the reasons to the candidates. If the candidate disagrees with the interview result and applies for reconsideration, the reconsideration group shall immediately organize reconsideration and inform the candidate of the reconsideration result. The conclusion of reconsideration is final and candidates must obey it. Cadres at or above the regimental level who organize interviews and reconsideration shall sign the conclusion of the interviews and reconsideration (see Annex 3 for the interview form).
The physical examination is organized by four separate interview and physical examination leading groups and implemented by the physical examination hospital. Physical examination doctors should select people with good political thoughts, decent style, strong sense of responsibility and high professional level; The chief physician is a physician with the title of deputy chief physician or above, and has corresponding professional qualifications, and is familiar with the Physical Examination Standard for College Admissions of China People's Liberation Army (Jun Ti Fa [2006] No.6). The conclusion of physical examination can be divided into three types: command specialty qualified, non-command specialty (including national defense students) qualified and unqualified. A qualified command major is also a qualified non-command major. The conclusion of the physical examination shall be signed by the examiner, and if there are any mistakes or omissions, the examiner shall be responsible; If fraud and other fraudulent acts are found, it is necessary to seriously investigate and deal with the relevant responsible persons, cancel the admission qualifications and admission qualifications of candidates, and notify Xinjiang. Physical examination hospitals must charge fees according to the standards stipulated in relevant documents, and no unit or individual may charge extra fees to candidates for any reason.
The handling of various violations of the examination staff in the examination shall be carried out in accordance with the Measures for Handling Violations of the National Education Examination. Education system staff has one of the following acts, by the violator's unit or the competent department at a higher level to cancel the qualification of the examination staff, revoke their entrance examination positions, and give disciplinary sanctions such as transferring from their current jobs and expelling from public office; If a crime is constituted, criminal responsibility shall be investigated by judicial organs:
(1) practicing fraud or practicing favoritism in issuing and reviewing candidates' registration qualification certificates, certificates, physical examinations, files and other materials (including supporting materials required for policy extra points);
(2) Bribery or extortion in the entrance examination; Or engages in malpractices for selfish ends, abuses his power, fails to enroll students according to the admission requirements, or recruits students who do not meet the admission standards without authorization, resulting in heavy losses in the enrollment work;
(3) Participating in illegal enrollment activities of social intermediary organizations or individuals;
(four) in any name and reason to collect fees linked to enrollment;
(five) other acts that undermine the entrance examination.
Other social personnel who commit one of the above acts shall be recommended by their units or higher authorities to refer to this article.
Before June 24th, the physical examination hospital shall provide the physical examination results of all candidates to the local military sub-divisions and the local, state and municipal admissions offices, which will inform the relevant schools and candidates themselves of the physical examination results. Candidates who have objections to the conclusion of the physical examination may apply for re-examination within 1 day after the results of the physical examination are announced. The person in charge of the interview team will report the list of qualified candidates and unqualified candidates to the Admissions Office of Xinjiang Military Region and Autonomous Region before the morning of June 25th 12. Local, state and municipal admissions offices shall submit the database of qualified candidates, their political assessment, interview conclusions and physical examination forms (scanned cards) to the Autonomous Region Admissions Office 12 before June 26th. (Urumqi City and Changji Prefecture are required to report the card scan before June 25th afternoon 17). Those who fail to report within the time limit will be investigated for responsibility and leadership responsibility. Autonomous Region Admissions Office scans the form card on time. Candidates who need re-examination should submit a written application to the prefecture, prefecture and city admissions offices, which are responsible for reprinting the political assessment, interview conclusions and physical examination forms of national defense high school graduates recruited by ordinary middle schools and ordinary colleges and universities, and submit them to the candidates themselves together with the original military examination forms. Candidates take the newly printed military inspection form and the original military inspection form for re-examination at the Urumqi General Hospital of Lanzhou Military Region at 9: 30 am (Beijing time) on June 26, at their own expense. As the final conclusion, once reported, no unit or individual has the right to change it. Re-examination conclusion The form cards of qualified candidates must be submitted to the Admissions Office of the Autonomous Region before June 29th morning 12.
In order to ensure the scanning quality, correction fluid and accessories shall not be used in the political assessment, interview conclusion and physical examination form (scanning card) for recruiting senior high school graduates and national defense students in ordinary colleges and universities. If the form card needs to be numbered, the pencil number should be used uniformly. The report must be sorted by the number of the admission ticket, with the trumpet at the front and the large at the back.

Military academies recruit ordinary high school graduates, and ordinary colleges and universities recruit national defense students. With the assistance of the Admissions Office of Xinjiang Military Region, we insist on the openness of enrollment information, strictly implement the "ten openness" system of enrollment information in colleges and universities, and timely announce enrollment policies, articles of association, plans, admission results and other information to the majority of candidates. National defense students are recruited by military colleges and universities, and the enrollment offices of relevant colleges and universities and the selection and training offices of colleges and universities will cooperate with the enrollment offices of the autonomous region to organize the implementation. According to the roster of qualified candidates for political examination, interview and physical examination and related materials provided by local, state and municipal admissions offices, and according to the wishes and achievements of candidates, the Admissions Office of the Autonomous Region will file from high score to low score according to 0.20% of the enrollment plan of 65438+ colleges and universities. When filing a case, we should distinguish between men and women, command and non-command. Candidates who fail in political assessment, interview and physical examination shall not be admitted. Children of active servicemen and children of servicemen who died in the line of duty or died in the line of duty shall be given priority in filing under the same conditions, and priority shall be given to admission within the range of filing proportion. Candidates who have not been admitted to military academies and ordinary colleges and universities that train national defense students will continue to participate in the admission of other ordinary colleges and universities. When there are not enough online candidates, the Admissions Office of the Autonomous Region and the Admissions Office of the Xinjiang Military Region will publish the unfinished plans on the Internet in time, openly collect online qualified candidates, and file with the admissions institutions in accordance with the prescribed scope and requirements. Within one week after admission, the Admissions Office of the Autonomous Region shall provide the Xinjiang Military Region Admissions Office with the enrollment database, enrollment database and enrollment roster of candidates admitted to military academies (stamped with the seal of the Admissions Office of the Autonomous Region).
The Art College of the People's Liberation Army, the Third Military Medical University and the Fourth Military Medical University continued to recruit non-military students in 20 14, and the enrollment work was carried out in accordance with the Notice on Recruiting Non-military Students in Four Military Colleges and Universities issued by the Ministry of Education, the Ministry of Public Security, the General Staff Department, the General Political Department and the General Logistics Department.

Military academies and resident training offices conduct political and physical examinations within three months after freshmen enter school. Those who meet the requirements of the Regulations on Academic Degrees in People's Republic of China (PRC) shall be awarded corresponding degrees. After graduation, colleges and universities are assigned to the military system according to the distribution plan issued by the General Political Department, and they are appointed as officers or civilian cadres according to their jobs. Those who are admitted as national defense students will enjoy scholarships every year. After passing the graduation examination, they will directly receive military jobs and enjoy the same treatment as graduates of military academies in the same period.
Seven. Management and supervision
Recruiting high school graduates from ordinary middle schools and national defense students from local colleges and universities is a basic project to train outstanding military talents who can shoulder the heavy responsibility of strengthening the army and an important guarantee for implementing the strategy of strengthening the army with talents. Admissions departments at all levels should strictly implement the policies and systems of the state and the army on enrollment, adhere to the principles of openness, fairness and impartiality, safeguard the interests of candidates, and ensure the quality of enrollment. Military colleges and universities must complete the file audit work on time, and must not delay the admission time without reason, so as to ensure the normal circulation of candidates' electronic files and the smooth admission. Xinjiang Military Region and enrollment colleges should deploy cadres, discipline inspection departments and other departments to form an enrollment inspection team to supervise the entire enrollment work.
Leading cadres and enrollment staff at all levels should conscientiously implement the spirit of "Sunshine Project" in enrollment work, strictly implement enrollment policies and regulations, abide by laws and regulations, and oppose and resist unhealthy trends. The political assessment, interview and physical examination standards, admission principles, methods and results of enrollment work should be disclosed to the majority of candidates in a timely manner. Those who fail to perform their duties and violate the provisions of the enrollment policy will be dealt with severely according to the relevant provisions, depending on the seriousness of the case.
