Violation of regulations can only be handled or issued vehicle number plates. If it is a violation on the spot, such as a violation directly caught by the traffic police on the spot, it must be handled in Yinchuan, the illegal place. If it is an off-site violation, such as a violation captured by a traffic camera, it can be handled in Yinchuan, where the violation occurred, or in the place where the motor vehicle license plate was issued.
2. According to the Provisions of the Ministry of Public Security on Handling Procedures for Road Traffic Safety Violations, which came into effect on April 1 2009,
Article 4 Illegal acts discovered by traffic police in law enforcement on duty shall be under the jurisdiction of the traffic administrative department of the public security organ where the illegal acts occurred.
Article 5 Illegal acts recorded in traffic technical monitoring data may be under the jurisdiction of the traffic administrative department of the public security organ at the place where the illegal act occurred, was discovered or registered as a motor vehicle.
