School of International Relations and Public Affairs of Fudan University (formerly Department of International Politics of Fudan University) is the organizer of MPA project of Fudan University. The college has a strong faculty, which consists of the Department of International Politics, the Department of Political Science and the Department of Public Administration. It has two first-class disciplines, namely, political science and public administration, doctoral degree awarding centers and postdoctoral mobile stations, five doctoral programs in two disciplines, two national key disciplines, a national key project of "2 1 1 engineering", a key research base of humanities and social sciences of the Ministry of Education, and six master's degree programs. The MPA project of Fudan University is mainly based on the teachers of our college and organically integrates outstanding teachers from other departments, including the excellent teachers from the School of Economics, the School of Management, the School of Law, the School of Humanities, the School of Social Development and Public Policy, and the School of Public Health. At the same time, experts from inside and outside the school and at home and abroad are hired to teach MPA students and concurrently serve as thesis tutors.
200 1 Fudan university became one of the first 24 MPA training universities in China. In 2002, the MPA project of Fudan University was granted the right of national independent enrollment, and the admission scores and enrollment numbers were determined independently. In 2003, MPA Education Center of Fudan University was established. Since 2003, in addition to the Fudan headquarters class, three teaching points have been set up in Jiading, Shenzhen and Zhejiang. Since 2004, MPA graduate students have been trained for Shanghai Finance and Taxation Bureau. Since 2005, MPA graduate students have been trained for Shanghai Public Security Bureau, and three teaching points have been added, namely Wenzhou, Wuxi and Changzhou.
The MPA training methods of Fudan University mainly include classroom teaching, public management forum, famous forum and international exchange. The classroom teaching course consists of eight core courses, including socialist theory and practice, basic English, professional English, public management, public policy, political science, public economics and quantitative analysis methods, and six compulsory courses, including organizational behavior, administrative thought and public ethics, information technology and e-government, project management, administrative law and comparative public management. Core courses and compulsory courses, each student must study, totaling 32 credits. Elective courses are divided into eight directions: urban and regional development, China public policy, government public relations, international affairs and foreign affairs management, local public management, social development and management, human resources development and management, and government and politics. There are 50 elective courses for students to choose from.
The MPA project also makes full use of the comprehensive resources of governments at all levels and their departments in China to open a public management forum, inviting government officials to talk about the practical experience and problems of public management in China for MPA students, realizing the organic docking of learning and practice, school and society, and students and officials, enhancing MPA students' understanding of public management practice and improving their practical ability of public management; Relying on the academic advantages of Fudan University and the favorable conditions of the School of International Relations and Public Affairs in foreign cooperation and exchanges, we invited famous experts and scholars at home and abroad to open a MPA forum for famous students, covering natural science, social science and humanities. In cooperation with Georgetown University in the United States, we hold a summer seminar on administration and public policy at Georgetown University every summer, and cooperate with Lee Kuan Yew School of Public Policy of the National University of Singapore on MPA project, exchange teachers and exchange students' visits.
In a word, the Institute of International Relations and Public Affairs and MPA Education Center will devote themselves to cultivating MPA students' global thinking and local action ability, comprehensive analysis and professional management ability, the courage to innovate and solve practical problems, constantly adapt to the requirements of globalization, marketization and information age, and train management talents at all levels for socialist construction.
