Taking work-related injury insurance and medical insurance as the starting point of social security for migrant workers, Beijing implemented the Interim Measures for Migrant Workers to Participate in Work-related Injury Insurance and the Interim Measures for Migrant Workers to Participate in Basic Medical Insurance in September 2004. The insured objects are migrant workers who have formed labor relations with all employers in cities and towns within the administrative area of Beijing, including enterprises, institutions, social organizations and private non-enterprise units. The premium is calculated and paid at 60% of the average monthly salary of employees in this city for more than one year, and is paid by the employer at the rate of 2%. Individual migrant workers in other places do not pay. Among them, 1.8% is included in the basic medical insurance pooling fund, and 0.2% is included in the large medical mutual aid fund. Do not set up a personal account, regardless of the payment period, enjoy the relevant treatment in the current payment period.
The medical insurance for migrant workers in Beijing has two characteristics: the first is the protection of serious illness, which is defined as the hospitalization expenses paid by the overall fund and the three special diseases of outpatient service; The second is to protect the current period, that is, the medical security of migrant workers during their work in Beijing, but it is not included in the management scope after retirement. Relevant surveys show that 80% of migrant workers have worked in Beijing for less than three years. This flexible insurance form in Beijing has woven an effective protection net for migrant workers. However, such a system design also has defects, that is, it is too utilitarian, has no long-term planning, and cannot adapt to future development (in line with urban security).
In addition to medical insurance for migrant workers, migrant workers can now participate in the basic medical insurance for urban residents, but I don't know how it is stipulated in Beijing.
