7, administrative licensing matters, basis, conditions, quantity, procedures, time limit, and all the materials needed to apply for administrative licensing and handling;
8, the approval and implementation of major construction projects;
9, poverty alleviation, education, medical care, social security, employment promotion and other aspects of policies, measures and their implementation;
10, emergency plan, early warning information and response to public emergencies;
1 1, supervision and inspection of environmental protection, public health, production safety, food and drug, and product quality.
(two) the Municipal People's government, the people's government at the county level and its departments shall also include the following contents:
1, major issues in urban and rural construction and management;
2. Construction of social welfare undertakings;
3, expropriation or requisition of land, housing demolition and compensation, subsidy payment and use;
4, emergency rescue and disaster relief, special care, relief, social donations and other funds and materials management, use and distribution.

1, implement the national policy on rural work;

3, township (town) land use planning, homestead use audit;
4, expropriation or requisition of land, housing demolition and compensation, subsidy payment and use;
5, township (town) creditor's rights and debts, financing and labor;
6, disaster relief, special care, relief, social donations and other funds and materials distribution;
7. Contracting, leasing and auction of township collective enterprises and other township economic entities. ;
8. Implement the family planning policy.
Two, "Shanxi Provincial People's government information disclosure directory" arrangement system
The Information Disclosure Catalogue of Shanxi Provincial People's Government arranges, records and stores all kinds of information in the form of electronic documents, which mainly includes the following nine elements: index number, information name, publishing agency, content summary, disclosure form, disclosure time limit, information generation date, remark/document number and text content.
(1) index number
The index number is a set of 22-bit codes, which is the unique identification code of each piece of government public information. It consists of four groups of *** 19 digits, such as organization code, information classification, information generation year and serial number, which are connected by "-"and are 22 characters long.
(2) Information name
The information name refers to the title of the information (the information disclosed according to the application is marked with "★").
(3) Issuer
Publishing organization refers to the main body of information publishing.
(4) Summary of contents
The content summary is a brief summary of the published information, and the number of words is controlled within 150 Chinese characters.
(5) Open form
Publicity through government gazette, government website, press conference, newspapers, radio, television and other forms.
(6) Time limit for publicity
It is divided into long-term publicity, timely publicity and disclosure according to application.
(7) Date of information generation
Information generation date refers to the time when information was generated or changed.
(8) Remarks/document number
Remarks/document number is used to fill in the document number or related explanatory information.

Voluntary disclosure
1, public scope
For the scope of information voluntarily disclosed to the public by people's governments at all levels and government departments at or above the county level, see the Catalogue of Information Disclosure compiled by various departments at all levels (hereinafter referred to as the Catalogue). Citizens, legal persons and other organizations can consult the catalogue on the portal websites of all levels and departments, and can also consult the information reference rooms of all levels and departments.
2. Open style
For information that is voluntarily disclosed, all levels and departments mainly take the form of online disclosure. Citizens, legal persons and other organizations can log on to the portals of all levels and departments for information inquiry, or log on to the portals of Shanxi Provincial People's Government to link the portals of municipal people's governments and the portals of relevant departments of the provincial government; Citizens, legal persons and other organizations can go to all levels and departments to consult the information materials that are not publicly available on the Internet. 3. Time limit for publicity
After all kinds of government information that should be disclosed voluntarily are produced, all levels and departments will try their best to disclose it at the first time, and at the latest within 20 working days after the information is produced. Where there are other provisions in laws and regulations on the time limit for government information disclosure, those provisions shall prevail.

Citizens, legal persons and other organizations need government information other than that voluntarily disclosed by various departments at all levels, and may apply to the people's government or department that holds the information, and the accepting department shall handle it in accordance with the provisions of Article 20 of the Regulations on the Openness of Government Information in People's Republic of China (PRC).

2. Application steps
(1) Fill in the application form
To apply to various departments at all levels, the application form for Shanxi provincial government information disclosure shall be filled out (see the attached table, hereinafter referred to as the application form). 3. Application processing
After receiving the application, the accepting organ will conduct a formal review of whether the elements of the application are complete. If the elements are incomplete, it will return the application and ask the applicant to make corrections.
If the information applied for belongs to the information that has been voluntarily disclosed by this organ, this organ shall suspend the application acceptance procedure and inform the applicant of the ways and means to obtain the information.
The agency processes applications according to the order of receipt. If several independent requests are made in an application at the same time, a unified answer will be given after all of them are processed. In view of the fact that different requests may have different answers, in order to improve the processing efficiency, it is suggested that applicants apply separately for different requests.
4. Processing time limit
If the accepting organ receives an application for government information disclosure and can reply on the spot, it shall reply on the spot; If you can't reply on the spot, you should reply within 15 working days from the date of receiving the application; If it is necessary to extend the reply period, it shall be approved by the person in charge of the government information disclosure work agency, and inform the applicant that the longest extension of the reply period shall not exceed 15 working days.

Fourth, the way of supervision.
Citizens, legal persons and other organizations may complain to the discipline inspection and supervision office of the accepting organ if they think that the accepting organ has not fulfilled the obligation of government information disclosure according to law. If it believes that the organ violates the relevant provisions and infringes upon its legitimate rights and interests, it may apply for administrative reconsideration or bring an administrative lawsuit according to law.
