When the vehicle management office handles the transfer registration, if the current motor vehicle owner's domicile is not within the jurisdiction of the vehicle management office, the vehicle management office at the transfer place shall inspect the motor vehicle within three days from the date of acceptance, inspect the rubbing film or electronic data of the motor vehicle identification code, review the submitted certificates and vouchers, withdraw the license plate and driving license, endorse the transfer and change matters on the motor vehicle registration certificate, issue a temporary driving license valid for 30 days, and make and upload the electronic file of the motor vehicle. The owner of a motor vehicle shall, within the validity period of the temporary driving license, apply to the motor vehicle management office for motor vehicle transfer.
When the owner of a motor vehicle applies for the transfer of a motor vehicle, he shall confirm the application information, submit the identity certificate and motor vehicle registration certificate, and submit the motor vehicle for inspection. If the motor vehicle is transferred beyond the validity period of the inspection, it shall carry out safety technical inspection in accordance with the provisions, and submit the certificate of motor vehicle safety technical inspection and the compulsory insurance certificate for traffic accident liability. Transfer to the vehicle management office shall, within three days from the date of acceptance, inspect the motor vehicle, collect and check the rubbing film or electronic data of the motor vehicle identification code, review the relevant certificates, vouchers and electronic files of the motor vehicle, endorse the transfer information on the motor vehicle registration certificate, and issue the license plate, driving license and inspection mark.
Small and micro passenger cars or motorcycles are traded at the transfer place, and now the owner of the motor vehicle shall go through the transfer registration at the vehicle management office.
