Office:

To undertake the leadership work of the government affairs activities of the bureau; Conduct comprehensive policy research and coordination; To be responsible for the comprehensive coordination of bureau organs and the operation of government affairs, formulate work systems and work plans, and be responsible for supervision and inspection; Responsible for the supervision of leadership instructions and meeting decisions; Responsible for meeting organization, document review, message processing, confidential files, secretarial affairs, letters and visits, reception and liaison; Responsible for the news propaganda of this bureau, collecting and providing labor and social insurance information; Undertake statistical work, and be responsible for the financial, security and confidentiality work of this bureau. Employment and Vocational Training Section:

Implement the basic policies of the city's urban and rural employment planning, formulate labor market development planning and management rules and supervise their implementation; To formulate measures for the management and use of employment funds in the whole city and organize their implementation; Formulate employment management measures and employment service development plans; Responsible for the management and guidance of public employment service agencies to carry out employment services; Responsible for the planning and management of the city and regional labor flow, the development and employment of rural surplus labor, and the orderly flow of rural labor across regions. Responsible for formulating community employment development plans, organizing the establishment of community employment service networks, organizing the implementation of policies and measures for laid-off workers to achieve re-employment in the community, and guiding the community to develop jobs. Responsible for regional "labor cooperation" according to the division of labor, and responsible for the qualification identification and management of the city's labor recruitment agency, consulting and training business; Organize and implement the employment access system. Formulate the city's urban and rural vocational skills training plan, and organize the implementation of the vocational qualification certificate system and vocational skills appraisal in accordance with the national vocational classification, vocational skills standards and industry standards; Organize and implement the labor preparation system according to the division of labor; To organize the implementation of the regulations, policies and measures formulated by the state concerning employee assessment, commendation, awards and skill competitions; To formulate development plans and management rules for technical schools, employment training centers and private vocational training institutions in the city; Guide the construction of teachers in technical schools and vocational training institutions.

Legal and Labour Inspection Section:

Participate in the drafting, revision and cleaning of relevant labor and social insurance documents; Responsible for undertaking the suggestions of the Municipal People's Congress and the proposal of CPPCC; Responsible for the supervision and inspection of the implementation of labor and social insurance laws and regulations in the city; To undertake relevant legal affairs and handle administrative reconsideration and administrative litigation cases of labor and social insurance; Responsible for the popularization of labor and social insurance law and consulting work. To formulate the basic rules for the adjustment of labor relations in the whole city and the implementation norms for the labor contract and collective contract system; Responsible for the management and operation of the employer's labor contract and collective contract system within the administrative division; Exercise labor and social security supervision and inspection rights according to law; To guide the construction of labor inspection institutions and teams in the city; Responsible for the professional training, assessment and qualification of labor inspectors; Organize to investigate and deal with cases that violate labor security laws and regulations, and deal with mass emergencies that have a significant impact on labor relations; Participate in the "1 10" social linkage. Supervise enterprises to implement the national system of working hours, rest and vacation for employees and the special labor protection policies for female employees and underage employees; To formulate relevant policies and measures for enterprise wage guidance line and occupation (job type) wage guidance price; Draw up the minimum wage standard and supervise its implementation.

Social Insurance and Fund Supervision Section:

To prepare the development plan and annual plan of the city's labor and social security undertakings; Leaders responsible for the standardization of social insurance; Put forward audit opinions on the budget and final accounts of social insurance funds; Implement the laws, regulations and policies of urban and rural endowment insurance, formulate reform plans and development plans according to the division of labor, and organize their implementation; Review and prepare the basic old-age insurance rates and basic collection indicators; Supervise the insurance agencies to implement the relevant national basic pension conditions and employee retirement policies; Responsible for the audit of the insured's retirement and early retirement and the examination and approval of early retirement of special types of work; To organize the implementation of the management system of social insurance agencies; Formulate the supervision system of social insurance funds, establish and improve the supervision network of social insurance funds, and organize and supervise the management of various social insurance funds; Organize the implementation of the relevant national social internal audit rules and the qualification certification system for internal auditors; Establish and manage the supervision and reporting system of social insurance funds, accept complaints and reports, and investigate and deal with cases of fund management violations.

Medical insurance section:

To formulate the basic policies, reform plans and development plans of the city's medical, work-related injury and maternity insurance and organize their implementation; In accordance with the relevant provisions of the state, formulate measures for determining the rates of medical, industrial injury and maternity insurance, fund collection policies, treatment items and payment standards, and organize the implementation of social pooling policies for medical, industrial injury and maternity insurance expenses and personal account management policies for medical insurance; To organize the formulation of the catalogue of basic medical insurance diagnosis and treatment projects, the scope of medical service facilities and payment standards; To organize the formulation of management measures and cost settlement measures for designated medical care and pharmacies; Responsible for the qualification of designated medical institutions and retail pharmacies in the city's basic medical insurance; Responsible for the construction, maintenance and upgrade of medical insurance information management system; To undertake the appraisal of industrial injury and occupational disease disability grade and labor ability; Review the payment items and payment standards of employees during illness, work-related injury treatment and childbirth.

Labor dispute arbitration office:

Be responsible for establishing and improving the labor dispute handling system and handling labor disputes according to law; To undertake the daily work of handling labor dispute cases; According to the authorization of the Arbitration Commission, be responsible for managing arbitrators and organizing arbitration tribunals; To administer the documents, files and seals of the Arbitration Commission; To be responsible for consulting the laws, regulations and policies on labor disputes and their handling; Report to the Arbitration Commission and ask for instructions; Handle other matters authorized or assigned by the Arbitration Commission.
