Nanjing Urban Construction Investment Holding (Group) Co., Ltd. (hereinafter referred to as "Nanjing Urban Construction Group") was established in June 2002. It is a large state-owned enterprise funded by Nanjing Municipal Government. Its main function is to accept the entrustment of the municipal government and undertake the investment, financing, construction, operation and management tasks of urban infrastructure and municipal public utilities projects. Its subject credit is the highest AAA level.

Up to now, there are five wholly-owned and holding secondary member enterprises 15 actually managed by Urban Construction Group, with nearly 30,000 employees. It owns 1 listed companies and 10 high-tech enterprises, including 5 high-tech enterprises and 5 small and medium-sized high-tech enterprises. Smart Transportation Company was awarded the "Excellent" grade of SASAC Science and Technology Reform Demonstration Enterprise in the State Council, and became one of the five excellent enterprises in Jiangsu Province. The reform tasks of three "first-class enterprises", including Nanjing Public, were carried out as planned, and the Lighting Group was included in the comprehensive reform list with reference to "scientific and technological reform demonstration enterprises" by the Provincial State-owned Assets Supervision and Administration Commission.
