Is QQ (Zhongxin Internet Service Provider) certified by Tencent a liar?

What I did at their place was ok. More reliable than those with QQ. The payment on QQ was blacked out as soon as it was added. I was cheated, so I was more cautious. Finally, I chose to cooperate with Zhongxin for a long time. Still in service (for reference only)
