(1) Office (Publicity and Training Department).

Formulate environmental protection policies; Responsible for formulating other policies related to environmental protection; To draft relevant local laws and regulations; To be responsible for the legality review of relevant regulatory documents of the organ; To undertake administrative reconsideration and administrative litigation.

(4) Department of Science and Technology and Foreign Cooperation.

Responsible for the development of environmental protection science and technology; Formulate local standards, benchmarks and technical specifications for environmental protection; Participate in guiding and promoting the development of circular economy and environmental protection industry. Put forward suggestions on relevant issues in foreign environmental cooperation; Responsible for the implementation of international environmental protection treaties; Participate in handling foreign-related environmental protection affairs; Responsible for foreign affairs.

(5) Office of Total Pollutant Emission Control.

To formulate the system of total amount control of major pollutants and pollutant discharge permit and organize its implementation; Put forward the province's total control plan; Assess total emission reductions; Responsible for the province's environmental statistics and pollution source investigation.

(6) Environmental Impact Assessment Office.

Responsible for planning environmental impact assessment, policy environmental impact assessment and project environmental impact assessment; Supervise and manage the qualification of environmental impact assessment institutions and related professional qualifications; For areas that exceed the total pollutant control index, have serious ecological damage or have not completed the task of ecological restoration, they are responsible for suspending the examination and approval of environmental impact assessment documents of all construction projects except pollution reduction and ecological restoration projects.

(7) Environmental monitoring and emergency department.

Organizing environmental monitoring and environmental emergency services; Investigate and evaluate environmental quality, and make prediction and early warning; Responsible for the construction of provincial environmental monitoring network and provincial environmental information network; Organize the formulation of emergency plans for major environmental emergencies and ecological damage events, and guide and coordinate the investigation and handling.

(8) Pollution prevention department.

To draft local laws and regulations on the prevention and control of water, air, soil, noise, light, odor, solid waste, chemicals and motor vehicles; Organize the implementation of environmental management systems such as sewage declaration and registration, water quality evaluation of cross-border river sections and ecological compensation of river basins; Organize the preparation of relevant pollution prevention and control plans and supervise their implementation.

(9) Natural Ecological Protection Department (Hebei Biosafety Management Office).

Organize the preparation of ecological protection planning; Put forward suggestions for examination and approval of newly-built national and provincial nature reserves, and supervise the protection of nature reserves; Organize biodiversity protection, biological genetic resources and rural ecological environment protection; Carry out the evaluation of the ecological situation in the whole province; Guide the establishment of ecological demonstration and the construction of ecological agriculture; To undertake the work of Hebei Biosafety Management Office.

(10) Radiation Safety Management Office (Nuclear Safety Management Office).

Responsible for nuclear safety, radiation safety and radioactive waste management; Responsible for drafting relevant local laws and regulations; Responsible for emergency response to nuclear accidents and radiation environmental accidents; Supervise and manage the safety of nuclear facilities, radioactive sources and electromagnetic radiation, the application of nuclear technology and the prevention and control of pollution in the development and utilization of radioactive mineral resources; Supervise and manage the control of nuclear materials and the design, manufacture, installation and nondestructive inspection of civil nuclear safety equipment; To undertake the work related to the implementation of international treaties.

Party Committee (Personnel and Education Department). Responsible for the party-mass work of organs and directly affiliated units.
