Chapter I General Principles

Article 2 "Yunshan Scholar" is a special post in the school. It is an important measure for the construction of high-level teachers in our school to implement it step by step according to the development goal and discipline construction plan of the school and the prescribed procedures.
Article 3 The post of "Yunshan Scholar" shall adhere to the principles of setting posts according to needs, open recruitment, strict assessment and dynamic management.
Article 4 The post of "Yunshan Scholar" shall be openly recruited at home and abroad according to the responsibilities, objectives and tasks, and the appointment system shall be implemented during the employment period. According to the nature of the post, the annual salary system or monthly salary system are adopted respectively, and the employment period is one to five years according to the category.
Chapter II Post Setting
Article 5 post setting principles

(2) It must be combined with the discipline construction of the school and give priority to supporting key disciplines, doctoral disciplines, master's disciplines, key development disciplines, scarce disciplines and emerging disciplines at or above the provincial level.

Article 7 The positions of "Yunshan Scholars" are divided into four categories: leading scholars in Yunshan, outstanding scholars in Yunshan, young scholars in Yunshan and lecturers in Yunshan.
(1) The position of "Leading Scholar in Yunshan" is positioned as a high-level academic leader with outstanding management ability and organization and coordination ability at home and abroad. Candidates must have profound insights and construction ideas on the development of this discipline, and can lead the team and integrate resources to play a "leading" role in the discipline development of the school, and drive the key disciplines or key construction disciplines in our college to catch up with or maintain the domestic advanced level.
(2) The post of "Outstanding Scholar in Yunshan" is positioned as a high-level academic backbone with outstanding research ability at home and abroad. The candidate for the post must have outstanding academic ability, obtain high-level scientific research achievements or teaching achievements recognized by domestic and foreign peer experts, be able to continuously achieve breakthrough and landmark achievements in this discipline, and play an exemplary role in scientific research and teaching in our school.
(3) The position of "Yunshan Young Scholars" is an outstanding young academic echelon member with great development potential. The selected candidates must have a solid academic foundation, outstanding academic innovation ability and development potential, and provide talent reserves for the provincial training objectives, national science foundation projects and provincial key projects of Guangdong Province.
(4) The establishment of the post of "Yunshan Lecture Professor" is mainly to attract outstanding experts and scholars at home and abroad to participate in the discipline construction of our school, guide and train young and middle-aged academic leaders and academic backbones in our school, actively carry out cooperative research, provide important suggestions for the development and research focus of this discipline, promote the discipline to follow the international academic frontier, and expand the academic influence of the discipline at home and abroad.

(4) the domestic applicant has the experience of organizing national scientific research projects or topics, presided over major national projects, and completed the projects with excellent results. Foreign candidates should generally hold the position of associate professor or above or other corresponding positions in foreign high-level universities, and have the experience of organizing major scientific research projects.
Tenth "Yunshan outstanding scholar" job requirements.
(a) generally should have a doctoral degree, senior professional title, doctoral tutor or provincial academic leaders, especially outstanding and scarce talents, academic requirements can be appropriately relaxed.
(2) Having deep academic attainments in the discipline field and achieving high-level academic achievements recognized by domestic and foreign peer experts in scientific research must meet the following three requirements 1 to 5:

3. Published 1 paper in Nature or Science, ranking the top 3, or more than 12 academic papers in natural sciences published in recent five years were included by SCI and EI (the first author), and academic papers in humanities and social sciences were published by SSCI and A&; HCI contains more than 3 articles (first author).
4 in the past five years won the national scientific research achievement award, or won the third prize of the provincial (ministerial) scientific research achievement award, and was the first author.
5. Rich teaching experience and remarkable teaching achievements. In the past five years, I have won the national excellent teaching achievement award (I ranked the top 2), or won the first prize of provincial (ministerial) excellent teaching achievement award (I ranked the top 2), or served as the first person in charge of national excellent courses.
(3) Foreign candidates should generally hold the position of associate professor or above or other corresponding positions in high-level universities abroad, and obtain high-level academic achievements recognized by domestic and foreign peer experts in scientific research.
Eleventh "Yunshan Young Scholars" job requirements

Article 12 Requirements for the post of "Yunshan Lecture Professor"
(a) "Yunshan Chair Professor" applicants must have a doctoral degree, full and senior titles, as a doctoral supervisor, which has a great influence in this field and has a certain influence at home and abroad.
(2) To engage in the front-line work of teaching and scientific research, foreign applicants should generally hold the position of associate professor or above or other corresponding positions in high-level universities, while domestic applicants should work in famous domestic universities or high-level research institutions.
(three) the academic level is high, and the international advanced research results have been achieved in the frontier fields of disciplines, and the achievements recognized by peers at home and abroad have been achieved.
(four) to ensure that the working time in our school is not less than 3 months each year during the employment period.

(D) "Yunshan Chair Professor" job responsibilities
1. Set up courses or lectures in the frontier field of this discipline, teach young teachers and graduate students in our school the theory and technology courses in the international frontier field, and introduce international advanced research ideas and technologies.
2. Work with our teachers to guide doctoral students and master students.
3. Apply for national projects together with the researchers in our school and conduct research together.
4. Guide the construction of academic echelon of this major, and form or participate in the formation of professional teams with domestic advanced level.
5. Participate in the "Famous Professors Forum" and give at least 1 high-level academic lectures every year during the employment period.
6. During the employment period, with Guangdong University of Foreign Studies as the first author, he published more than two academic papers 1 in more than two authoritative journals at home and abroad every year.
Chapter IV Organization Establishment and Implementation Procedures
Fifteenth leading and assessment institutions
(a) the school set up a leading group to implement the "Yunshan Scholar Post Plan" (hereinafter referred to as the leading group). The leading group is headed by the principal, with the vice-principal in charge of personnel and discipline construction as the deputy head. The members are composed of the Ministry of Personnel, graduate department, Scientific Research Department, Organization Department, Academic Affairs Office and Finance Office. Its main responsibilities are:
1. Responsible for the formulation of relevant policies and the decision-making on major issues of "Yunshan Scholar's Station Plan".
2. According to the discipline development plan, the shortage of talents and the present situation of teaching staff construction in our school, put forward suggestions on post setting, hiring candidates and salary, and report them to the principal's office for approval and implementation.
(2) There is an office under the leading group, located in the Personnel Department, which is responsible for the specific implementation of the "Yunshan Scholar Post Plan", and the Director of the Personnel Department concurrently serves as the office director.
(3) The school has set up a number of "Yunshan Scholars" evaluation groups according to the characteristics of the discipline, and the members are composed of the main leaders of the school, leaders in charge of personnel and discipline construction, and experts inside and outside the school. Their main duties are:
1. Evaluate the qualification of "Yunshan Scholar" and recommend candidates to the leading group of "Yunshan Scholar Post Plan".
2. Review the discipline construction and scientific research plans and work plans formulated by Yunshan scholars, and put forward suggestions.
3. Inspect and comment on the plan implementation and achievements of Yunshan scholars during their tenure, and put forward evaluation opinions.
Sixteenth "Yunshan Scholar" post setting procedures
(1) The leading group puts forward the post setting scheme for each batch of "Yunshan Scholars" according to the school discipline planning.
(two) the relevant teaching and scientific research units according to the post setting plan to the office of the leading group to apply for jobs, but also through the form of people and posts linked.
(3) The Office of the Leading Group entrusts the academic committee of the school to hold a meeting to fully demonstrate the discipline development planning, development potential, development goals, team echelon and other aspects of the unit applying for post setting, and put forward suggestions on post setting.
(four) the leading group to discuss and consider the recommendations of the academic committee of the school, clearly put forward the opinions of setting up posts and report them to the principal's office for approval.
Seventeenth "Yunshan scholar" appointment procedures.
(1) The post-setting unit determines the recruitment conditions of "Yunshan Scholar" according to the development strategic objectives of the department, the needs of key scientific research bases and discipline construction planning, and the post-setting posts announced by the school.
(2) The personnel department and the post setting unit formulate and arrange job recruitment conditions for grandpa at school. Candidates apply to the post setting unit according to the post recruitment conditions. I must fill in the Recommendation Form for Yunshan Scholar Position of Guangdong University of Foreign Studies in quadruplicate, and attach relevant certificates and supporting materials. The college (center) is responsible for investigating and reviewing the contents filled in by the applicant.
(III) The Office of the Leading Group shall, according to the opinions of the employing unit, organize relevant discipline evaluation teams to conduct strict evaluation according to the application conditions of "Yunshan Scholar" candidates, recommend them on the basis of merit, and invite me to attend the meeting to report on work and give academic lectures to determine the recommended candidates.
(4) The office of the leading group shall report to the leading group for discussion and deliberation according to the opinions of the discipline appraisal group. If there is no objection after the announcement 1 week, it shall be submitted to the school principal's office for approval.
(5) On behalf of the school, the personnel department will sign an employment contract with the employed personnel in conjunction with the post setting unit, and the school will issue a letter of appointment. The contract should be specific, clear, standardized and legal for the on-the-job working hours, work objectives and tasks, ownership of achievements, employment period and treatment of the employed personnel.
Chapter V Duration and Treatment of Employment
Article 18 The employment period of "Chief Scholar of Yunshan", "Outstanding Scholar of Yunshan" and "Young Scholar of Yunshan" is generally 4 years, which can be determined as 3-5 years according to the actual situation; The employment period of "Yunshan Lecture Professor" is 1-3 years.
Article 19 "Leading Scholars in Yunshan", "Outstanding Scholars in Yunshan" and "Young Scholars in Yunshan" shall implement the annual salary system during the employment period, and "Lecturing in Yunshan" shall implement the monthly salary system. Annual salary and monthly salary are divided into fixed and floating parts, the fixed part is paid monthly, and the floating part is paid according to the mid-term and due assessment results.
(1) The leading scholar in Yunshan
1. The salary is subject to the annual salary system, and the annual salary of those who pass the examination according to the employment contract is not less than 600,000 yuan. 70% of the annual salary standard is paid as a fixed annual salary every year, and the remaining 30% is paid as a floating annual salary on schedule and at the end of the assessment.
2. The school will provide research funds for "Yunshan Leading Scholars" according to the research projects. Natural science funding is not less than 200,000 yuan, and humanities and social sciences funding is not less than 654.38+10,000 yuan.
3. If the personnel relationship is not transferred to the school for the time being, the school will provide an apartment-style turnover room for the convenience of life during the school work, and pay the rent according to the on-the-job staff of the school; Schools with foreign employees subsidize round-trip air tickets once a year.
4. Equipped with scientific research assistants to provide scientific research, office space and office equipment according to actual needs and school conditions.
5. Those who have made significant contributions to the discipline construction and scientific research of the school in the positions they have hired may be rewarded additionally.
(2) outstanding scholars in Yunshan.
1. The salary is subject to the annual salary system, and the annual salary of those who pass the examination according to the employment contract is not less than 400,000 yuan. 70% of the annual salary standard is paid as a fixed annual salary, and the remaining 30% is paid as a floating annual salary on schedule, and will be paid at the end of the assessment.
2. Provide corresponding research funds according to the research projects undertaken, including 65,438+10,000 yuan for natural sciences and 80,000 yuan for humanities and social sciences.
3. If the personnel relationship is not transferred to the school for the time being, during the school work, the apartment-style turnover room with convenient living will be arranged, and the rent will be paid by the on-the-job faculty of the school; Schools with foreign employees subsidize round-trip air tickets once a year.

(3) Young scholars in Yunshan
1. The salary is based on the annual salary system. According to the employment contract, the annual salary of those who pass the examination is not less than RMB 200,000/year, 70% of the annual salary standard is paid as a fixed annual salary, and the remaining 30% is paid as a floating annual salary on schedule, and will be paid at the end of the examination.
2. According to the research projects undertaken, provide corresponding research funds of 50,000 yuan.
(4) Professor Yunshan.
1. According to the actual working hours, the monthly salary of the lecturer is 20,000-30,000 RMB. 70% of the monthly salary standard is paid as a fixed monthly salary, and the remaining 30% is paid as a floating monthly salary on schedule and the final assessment result.
2. During the period of coming to work in the school, arrange an apartment-style revolving room that is convenient for living, and pay the rent according to the on-the-job staff of the school. Schools with foreign employees subsidize round-trip air tickets once a year.
3 units according to the actual needs of scientific research assistants or designated research contacts, and according to the actual needs and school conditions to provide scientific research, office space and office equipment.
Article 20 The annual salary or monthly salary of "Yunshan Scholar" refers to the pre-tax sum of all work remuneration received by him in the school in the current year or month during his employment period. Those who receive an annual salary or a monthly salary during their on-the-job period are not entitled to any other salary and welfare subsidies, except for the holiday solatium and winter and summer vacation activities of our staff.
Twenty-first "Yunshan Scholar" scientific research start-up expenses refer to the payment of necessary equipment purchase expenses, scientific research exchange and investigation expenses, scientific research assistant allowance and office expenses. The introduction of talents who have enjoyed the start-up fee for scientific research shall be funded according to the principle of "high" and shall not be repeated.
Chapter VI Management and Assessment
Twenty-second "Yunshan scholars" should be managed in accordance with the principles of quantitative assessment and contract management. According to the job responsibilities, the employment contract is signed, and the employment period is divided into two periods: the middle period of the contract and the expiration of the contract.
(1) mid-term evaluation
The mid-term assessment will be conducted within one month before the employment period of Yunshan scholars is about to reach half, mainly to check the work progress and contract completion. The mid-term evaluation shall be conducted by peer experts or subject review groups. Experts will review the mid-term evaluation form of Yunshan Scholar's position in Guangdong University of Foreign Studies, put forward opinions and suggestions on its work, and put forward qualified or unqualified concluding comments.
(2) Final evaluation
The final examination shall be conducted one month before the expiration of the employment period of "Yunshan Scholar" to examine whether all the work stipulated in the contract has been completed by the end of the employment period of "Yunshan Scholar". I fill in the "Guangdong University of Foreign Studies Yunshan Scholar Post Examination Form" (in triplicate) and report it to the leading group office 1 month before it expires. In the final evaluation, the subject evaluation team will put forward qualified or unqualified concluding comments.
Chapter VII Termination of the Contract
Twenty-third "Yunshan Scholar" job applicants in any of the following circumstances, terminate the employment contract:
(1) Candidates for the positions of "Leader of Yunshan", "Outstanding Person of Yunshan" and "Young Scholar of Yunshan" are absent for more than 3 months continuously due to health reasons or other personal reasons, and cannot continue to perform their duties;
(2) Professor Yunshan worked in the school for less than 3 months in the year when he was employed;
(three) in violation of relevant state policies, laws and regulations, causing losses to the state or the school;
(four) in violation of social morality and professional ethics, causing adverse effects among teachers and students;
(five) for those who fail to pass the examination, stop paying the remaining wages and terminate the contract.
Chapter VIII Fund Management
Twenty-fourth "Yunshan scholars" special funds by the personnel department put forward the annual special demand budget, after approval, the financial department set up a special fund account management. The funds shall be managed by the project and earmarked for special purposes.
Chapter IX Supplementary Provisions
Article 25 The determination of "authoritative academic journals at home and abroad" in these Measures is based on the catalogue of important journals published by the school's scientific research office.
Twenty-sixth belongs to the school talent introduction, can enjoy preferential treatment such as resettlement fees according to the relevant policies of school talent introduction.
Article 27 These Measures shall come into force as of the date of promulgation.
Article 28 The Ministry of Personnel shall be responsible for the interpretation of these Measures.
