Target task

During the "14th Five-Year Plan" period, the development of affordable rental housing will be the key task of housing construction. Adhere to the reality and scientifically and reasonably determine the construction goal of affordable rental housing.

The construction of the whole city raised 1.36 million affordable rental houses, and the number of newly added affordable rental houses accounted for more than 1.5% of the newly added housing supply, meeting the housing needs of new citizens, young people and other groups.

The specific objectives are divided into:

Affordable rental housing is divided into two types: residential and dormitory:

The construction area of dormitory-type affordable rental housing is required to be below 50 square meters;

Residential affordable rental housing can be equipped with family housing with a construction area of 70-90 square meters according to the actual rental demand of the security object.

If the housing that has been started or completed is converted into affordable rental housing, the construction area standard may be appropriately relaxed. If the apartment has a large building area, it can be rented according to the room. If it is suitable for transformation into a small apartment, it will be transformed.

03. Rent standard

The rent of affordable rental housing shall not be higher than 90% of the market rental housing rent, and the specific standards can be determined according to the actual situation of affordable rental housing projects and regions.

The lease term shall not exceed 5 years. If it is really necessary to continue renting for special reasons, the renewal period shall not exceed 3 years, and the rent standard shall not be less than 90% of the market rental housing rent.

The market rental housing rent is regularly assessed by the third-party professional organization entrusted by the investment entity or the operation management entity, or determined according to the reference price issued by the government.

Newly started affordable rental housing, in principle, should be built independently, can be closed management, construction area of not less than 3000 square meters and not less than 50 sets.

Enterprises and institutions own idle land, industrial park supporting land and non-residential idle housing construction of affordable rental housing should be dormitory-type affordable rental housing, it is strictly prohibited to build complete sets of commercial housing.

If the plot ratio, building density and building height of industrial land are adjusted, the relevant regulatory detailed planning shall be adjusted according to the procedures after comprehensive evaluation, and the relevant project approval procedures shall be handled according to law.

New industrial projects in industrial parks can make full use of the above supporting policies, and combine the actual situation and the living needs of employees to build dormitory-type affordable rental housing.

Encourage industrial parks to coordinate the needs of small and micro enterprises and uniformly plan and build dormitory-type affordable rental housing. The project can be invested and constructed by the industrial park management committee or jointly invested and constructed with industrial project enterprises, among which the small and micro enterprise park must be planned and constructed by the park in a unified way.

For eligible affordable rental housing construction projects, we should actively strive for central and provincial subsidies, and the municipal finance should support them in the existing funding channels.

Coordinate all kinds of funds such as affordable housing construction funds extracted from land transfer income or total land transfer income for the development of affordable rental housing.

Combined with the reality of Zhuji City, we will co-ordinate all kinds of related funds at all levels, such as the construction funds for affordable housing extracted from the net income of land transfer fees of more than 10% or the total income of land transfer fees of more than 2%, and the special funds for "changing cages for birds" extracted from the total income of land transfer fees for the development of affordable rental housing.

Support qualified affordable rental housing construction and operation enterprises to issue bonds in the inter-bank bond market, and support qualified affordable rental housing projects to declare real estate investment trusts in infrastructure.

The tax and financial policies of affordable rental housing shall be implemented in accordance with the relevant provisions of the state.

For affordable rental housing projects, supporting fees for urban infrastructure will be exempted, and for industrial projects without fortified basement, affordable rental housing will be newly built or rebuilt. According to Zhejiang Provincial Price Bureau and Zhejiang Provincial Department of Finance's Notice of Zhejiang Provincial People's Air Defense Office on Standardizing and Adjusting Charges for Relocation of Civil Air Defense Projects, fees for relocation of civil air defense projects will be exempted.

04. Public service support

Tenants of affordable rental housing can apply for residence permits in accordance with regulations, and holders of residence permits can enjoy basic public services such as compulsory education, medical and health care, provident fund and cultural tourism in accordance with regulations.

The price of water, electricity and gas for affordable rental housing projects shall be implemented according to the residents' standards. If the meter is not used separately, the supply and demand sides can negotiate the proportion of mixed consumption and implement classified prices.

For affordable rental housing with different construction methods or different construction projects, project investors should formulate specific entry and exit conditions, specific area standards for small units and specific standards for low-rent housing.

The affordable rental housing project is rented for specific industries and specific objects such as public service industry, and the employer shall cooperate with the project investors to do a good job in daily management such as application, rent distribution, rent collection and withdrawal;

For the employees of this unit and this system to rent, the employer shall do a good job in daily management, improve the efficiency of use and reduce the vacancy rate.

If the lessee obtains the local public rental housing or other local property housing security, it shall withdraw from the affordable rental housing in time, and shall not destroy the facilities and equipment of the affordable rental housing it rents, and shall not decorate or sublet, lend or change the lease purpose without authorization.

It is necessary to promote the construction of credit system, and establish and improve credit files covering investment subjects, construction units, business management units, employers, lessees and other subjects.

Zhuji City Construction Bureau should establish a daily supervision and dynamic verification mechanism, strengthen the supervision and management of the project construction subject and operating units, and regularly check the tenant's housing situation.

04. Strengthen ownership management.

Affordable rental housing projects must be confirmed as a whole, and registration, transfer and mortgage shall not be separated.

Eligible projects involving the overall transfer must be approved by the local people's government, and the nature and land use of the original affordable rental housing will remain unchanged after the transfer.

Among them, the affordable rental housing built within the scope of industrial projects must be transferred together with the productive workshop, and may not be transferred separately.

The use of enterprises and institutions own idle land and non-residential stock housing construction of affordable rental housing, in case of demolition, according to the original land use and acquisition of compensation.

These operating procedures shall be implemented 30 days after the date of promulgation and shall be valid for five years.
