On-site reconnaissance refers to the on-site investigation of the objective conditions and environment of the project implementation site organized by the tenderer.
Through careful reconnaissance of the project site, fully understand the road traffic, water, electricity, traffic, site and other construction conditions around the project, as well as the local materials and labor costs around the project, and verify whether the drawings provided by the tenderer are consistent with the project site conditions. The judgments and decisions made by potential bidders according to the information introduced by the tenderee shall be the responsibility of the bidders themselves.
Paragraph 2 of Article 32 clearly stipulates that a tenderer may not organize bidders to visit the site alone or separately. Article 28 of the Regulations for the Implementation of the Bidding Law also clearly stipulates that the tenderee shall organize a site survey of the project: the tenderee shall not organize a single or part of potential bidders to conduct a site survey of the project.
According to the second paragraph of Article 22 of the Measures for Tendering and Bidding of Construction Projects, the tendering agency can also undertake the matters of organizing bidders to visit the site within the scope entrusted by the tenderer.
