The term "sharing of government information resources" as mentioned in these Measures refers to the activities between administrative organs to provide their own government information resources or obtain government information resources from other administrative organs in order to perform their functions.
The term "government information service" as mentioned in these Measures refers to the activities of administrative organs to comprehensively apply modern information technology, conduct social management and provide public services on the information network platform. Article 4 Government information services shall follow the principles of overall planning, resource sharing, service orientation, giving priority to benefiting the people and ensuring safety. Article 5 The competent department of informatization of local people's governments at or above the county level (hereinafter referred to as the competent department of informatization) shall be responsible for the organization, coordination, overall planning, supervision and management of informatization services of local governments.
Provincial administrative organs are responsible for the unified standardization, coordinated promotion and business guidance of government information services in this system. Article 6 Local people's governments at or above the county level and their administrative organs shall make overall plans for the development of government informatization in their own regions, systems and departments, and establish a framework of government informatization service system as the main basis for promoting the informatization construction in their own regions and departments. Article 7 Government information resources that meet one of the following conditions shall be shared among administrative organs:
(a) the administrative area of population, legal person, geography, finance, taxation, statistics and other fields with basic, benchmarking and symbolic characteristics of government information resources;
(two) the government information resources related to the open and transparent online operation of the administrative power of the department or the cross-departmental parallel examination and approval and business collaboration;
(three) other government information resources that administrative organs need to enjoy in performing their functions according to law;
(four) other government information resources that can be enjoyed in accordance with relevant laws, regulations and rules. Article 8 The competent department of informatization shall, jointly with relevant departments, establish a catalogue of government information resources and a * * * sharing and exchange system within their respective administrative areas, coordinate the construction and management of information infrastructure such as * * * sharing and exchange platforms, coordinate major issues in * * * services, and regularly supervise and inspect the work of government information resources.
Other administrative organs shall, within the scope of their respective duties, do a good job in the collection, maintenance, updating and enjoyment of government information resources, and use the obtained * * * to enjoy the information according to law.
The competent department of informatization of the provincial people's government shall, jointly with relevant departments, establish a unified standard for sharing information resources. Article 9 An administrative organ shall, in accordance with the provisions of these Measures, classify its government information resources, determine the information that * * * can enjoy and the conditions of * * *, and put forward the information enjoyment needs of other administrative organs according to the needs of performing their duties.
The competent department of informatization shall, according to the information requirements put forward by other administrative organs, coordinate and determine the catalogue of government information resources and announce it to the public. Article 10 The catalogue of * * * enjoyment of government information resources shall indicate the name, release date, data format, provision method, * * enjoyment conditions, provider and update time of * * enjoyment information in accordance with unified norms.
When the administrative organ * * * enjoys information and the demand for * * * enjoys changes, it shall promptly inform the competent information department. The competent department of informatization shall regularly adjust the catalogue of government information resources. Except those involving state secrets, commercial secrets, personal privacy or other legal reasons, the administrative organ shall not refuse the request for information enjoyment made by other administrative organs. Fourteenth administrative organs shall exchange information through the government information resource exchange platform at the same level.
The municipal and county-level administrative organs that realize data centralization at the provincial level provide * * * enjoyment information, and exchange the information reviewed and released by the provincial administrative organs according to the * * * enjoyment catalogue uniformly determined by the provincial administrative organs.
For special reasons, if the resources are not shared through the * * * sharing exchange platform, the competent information department at the same level shall put on record and provide relevant statistical information to the * * * sharing exchange platform at the same level on a regular basis.
